Patron in Chief Pakistan France Business Alliance Message of H. E. Philippe THIEBAUD, Ambassador of France Pakistan and France have developed over the past decade a dynamic and multi-faceted relationship. Our two countries are making concerted efforts to enhance bilateral trade. During 2012, the total volume which has crossed the 1 billion euros or 1,3 billion dollars threshold for the second consecutive year; it is indeed a great achievement. However, there is scope for further increase in bilateral commercial exchanges. These results have been largely achieved thanks to hundreds of Pakistani and French companies which are actively engaged in Pakistan, in all major fields of trade and industry. These French subsidiaries provide employment to a large number of skilled workers and employees and so, in their own way, do participate in the economic and social uplift of the country. During the past decade, Pakistan has been the second largest trading partner as well as an important French investment destination in South Asia. As many as 40 French multinational companies are currently established in Pakistan offering their state-of-the-art technologies and valuable expertise to meet the growing needs of this country in the development of infrastructure. Many of them are increasing their presence. Availing of the vast potential and numerous investment opportunities, the French private sector is keenly pursuing various projects in Pakistan and more and more companies are being established such as Horus in the field of microfinance. France remains a committed partner in the endeavors to promote bilateral exchanges and fruitful interaction among the business communities of our two countries. As an important member of the European Union, France supported Pakistan in getting the approval by the World Trade Organization of the request to allow around 75 products duty-free access to the markets in Europe. This decision has been implemented since November 2012 and proved to give a major boost to Pakistani exports to France and to the EU. The full impact of this provision will help strengthening further Pakistani sales to the European Union in 2013. The reformed GSP regulation was published last October. The new GSP scheme provides Pakistan with the opportunity to apply for GSP+ mechanism for the first time. However, entry into GSP+ is not automatic and it is up to Pakistan, as an eligible country, to apply for the benefit of the system and to meet the criteria, including effective implementation of 27 international conventions. I am quite convinced that Pakistan can build a sustainable and predictable partnership with the EU, France is supportive of. We have faith in the business community of Pakistan and its dynamism. It possesses all the necessary tools to steer this country ahead, and in this regard, I appreciate very much the excellent performance of PFBA and wish to thank the president and the steering committee for organizing the prestigious Awards distribution ceremony regularly in order to honour the best Pakistani exporters and importers, to and from France and to recognize those business houses which are striving to promote bilateral trade relations and economic cooperation between our two friendly countries. Last but not least, I would like to extend my sincere and warm felicitations to the industrialists and traders who will receive an award this year. I acknowledge their efforts for their dedication and contribution towards further strengthening the existing trade relations between Pakistan and France. This event has gathered much recognition and has developed into an integral part of the PFBA calendar. Each award recipient, old or new, has endeavored in his area of business and contributed to enhance the volume of trade between Pakistan and France and has assisted in bringing valuable foreign direct investment into the country. Their achievements need to be acknowledged and highlighted which is the objective behind this flagship event. Despite the complex security issues Pakistan has been facing for the last few years, the bilateral trade between Pakistan and France has scaled to new heights and for the first time it crossed the one billion Euros mark in the calendar year 2011. It is inspiring to know that new French companies have set up their businesses in Pakistan. Prominent amongst them are IPSOS, the world number 2 in marketing studies and opinion polls, and Horus Finance which opened the first branch of its Micro-finance bank, Advans Pakistan in January this year. Advans Pakistan is a significant addition to a sector which greatly needs international expertise to help it essentially take off and plans to open about 30 branches in Sind in the next few years. PFBA has set up a commercial section dedicated to help French companies to identify trade and investment opportunities in Pakistan. This section will also provide help to the local companies to participate in trade exhibitions in France and in all trade related issues. PFBA will, henceforth, be working as a privileged partner of the French External Trade Agency, UBIFRANCE, to help French companies in identifying partners in Pakistan and providing all necessary information and facilitation to them. As a recently posted Economic counselor in Pakistan, I am honoured to have this opportunity to address the members of the Pakistan France Business Alliance on this very special occasion of the 9th PFBAs Awards Ceremony. One of the core objectives assigned to me five months ago by Ramon Fernandez, Director general, French Treasury, Ministry of Economy and Finance, was to find the ways and means to further enhance the economic ties between Pakistan and France. Trade figures for 2012 have been recently published by the French Customs. We can collectively be proud that we are now building on a sound trade basis of 1.3 billion USD which has been reached for the second year in a row. The scope of opportunities, whether for trade or investment, in Pakistan is vast, as it is in France for the Pakistani business community. But at the end of the day, business or management are not about figures or processes, however needed, but about people, awareness and appropriation. Successes as well.
