    Title: Youth Advisory Committee - Policy No: CO-55 Terms of Reference Category: Council Policy Classification: n/a 1. Purpose: To establish terms of reference for the Youth Advisory Committee. 2. Scope: This Policy applies to the Youth Advisory Committee. 3. Policy Statement: All City of Langley committees must operate within specified guidelines and address specific issues. 4. Principles: (1) Members of the Committee shall be appointed by Council resolution for a term of 1 school year beginning October 1 and ending June 30. (2) The City is not required to fill any vacancy on any of the Committees which occurs throughout the year, including a vacancy for a third party organization. (3) If Council did choose to appoint someone to fill a vacancy, other than those created by the expiration of June 30, the term of office shall be for the unexpired portion of the term only. (4) In the event a voting members resigns from the committee, or is terminated as defined in section 28 2 (6) of the Council Procedure Bylaw, prior to the end of their term, a majority of the remaining membership shall constitute quorum until that position is reappointed by Council. (5) The meeting rules and procedures will be in accordance with the Council Procedure Bylaw. (6) Any staff member who is appointed by the Chief Administrative Officer to be a member of a specific Committee, functions in an advisory capacity and is a non- voting member of that Committee. (7) A member of the Committee will not be entitled to receive any remuneration and/or gifts.

    Long Term Facilities Plan Working for Student Success: Planning for the Future LONG TERM FACILITIES PLAN Executive Summary OVERVIEW School District No. 35 (Langley) operates elementary schools, middle schools, secondary schools, as well as several other District facilities. PROJECT SCOPE AND METHODOLOGY The Ministry of Education requires approval of a School District Facilities Plan (SDFP) prior to approving Five Year Capital Plans and Project Identification Reports. The project included: enrolment, capacity and utilization analysis; facility condition assessment analysis; vision and strategic facilities planning principles; community consultation, options creation and evaluation; and recommendations. Creating and evaluating options that respond to the Vision Statement and Strategic Facilities Planning Principles, included the following: Boundary Reviews; District program location review; Expansion of existing facilities; total renovation upgrades; Facility replacement; Potential decommissioning of space; Consideration of new District programs and provincial early childhood initiatives; Community appropriate facility use; and Surplus facilities and sites. The intent of a Long Term Facilities Plan is to provide a strategic framework and direction for the school District’s annual review of its Five Year Capital Plan and the District’s proposed capital projects. EVOLVING TRENDS AND OPPORTUNITIES The District’s total school age headcount enrolment has increased slightly between 2007 and 2011. Certain geographic areas of the District’s enrolment are projected to increase significantly due to increasing pre-school populations and enrolments from new housing developments. The District has growing enrolments in some programs, which is creating over capacity and waiting lists at some school facilities, while also having declining enrolments in some programs. There is an opportunity to review and determine the appropriate number and location of District, Alternate, and Career programs and that the outcome of the review is incorporated into future capital planning.

    Long Term Facilities Plan Update Long Term Facilities Plan Update EXECUTIVE SUMMARY November 2, 2017 Executive Summary Long Term Facilities Plan Update Overview School District no. 35 (Langley) adopted a Long Term Facilities Plan in 2012. Subsequently, the District applied for and received capital approvals as a result of its annual Five year Capital Plan submissions. School District No. 35 (Langley) has undertaken an extensive middle grades configuration review, including several stakeholder consultations meetings with the Brookswood, D.W. Poppy, Walnut Grove and Fundamental communities. The Board has adopted several recommendations with regard to middle grades reconfiguration. These have been documented in detail throughout the Long Term Facilities Plan Update. The intent of a Long Term Facilities Plan Update is to provide a strategic framework and direction for the District’s annual review of its Five Year Capital Plan and proposed capital projects. Evolving Trends and Opportunities In March 2017 the British Columbia Ministry of Education, the British Columbia Teachers Federation, and the British Columbia Public School Employers’ Association signed a Memorandum of Agreement (MOA) as a result of the Supreme Court of Canada decision with regard to collective agreements. As a result of the MOA there is an impact on facilities usage and space required for additional classes. There is also an effect on school capacity and utilization. Discussion has commenced between School District no. 35 (Langley) and the Ministry of Education to determine the most appropriate capacity and space for existing and proposed schools related to the MOA. D.W. Poppy area community meetings were held on January 11, 2017 and February 9, 2017 to introduce the transition to a middle school model to the community.
