    Marcin M. Wiszowaty* Uniwersytet Gdański RETURN OF THE KINGS. INSTITUTIONALIZATION OF THE ROYAL FAMILIES IN THE REPUBLICS OF ROMANIA AND MONTENEGRO IN THE 21ST CENTURY 1. In my latest book I took note of the phenomenon which I defined as a “re- publican paradigm in the research on the political systems of modern states”. This trend is very often encountered in the process of analyzing political systems. On one hand, it consist in omitting or marginalizing all characteristic elements of the monarchy, which do not have their republican equivalent, and on the other hand it focuses on democratic aspects of political system, ignoring its monarchic or republican character. This trend mainly results from a commonly-accepted as- sumption, that the so-called constitutional monarchy is only a stage on its way to the inevitable transformation of a political system from the absolute monarchy into the pure republic, which makes it only a transitional form. It brings about the fact that in case of monarchic states, the only subject of political system analysis is usually the monarch himself, as the last remnant of the past monarchy, whereas the other institutions of the monarchic system are ignored in the belief that they constitute insignificant relics, or even that they have already turned fully into the “republican” character.1 One of the consequences of the above-mentioned inter- pretation is a gradual replacement of a traditional categorization into “republics” or “monarchies” by classifying the states as “democratic” or “undemocratic”. As a result, the two categories will encompass both monarchies and republics, ulti- mately reducing the fundamental differences between political systems.

    A Balkan Comedy Politics and daily life in Romania since 1989 have been as strange, and at times as sinister, as they were during the 24-year rule of Nicolae Ceausescu. Three recent events—two weddings and a funeral—drew the author into the absurdist drama of postcommunist Romania. by William McPherson The marriage of Margareta of Romania and Radu Duda on September 21, 1996, marked a symbolic coming together of two former dynasties, royal and communist. 50 WQ Summer 1997 omedies are supposed to end with a wedding, where this one begins. The funeral comes later. The wedding, a royal wedding at that, involves an ancient dynasty that was but has effectively ceased to be. And, in a sense, it was a royal funeral too, in an incipient dynasty that would have been but Cnever quite was. But first the wedding, which could not have taken place but for the events that began to unfold some 50 years before. On August 23, 1944, the tall and handsome King Michael of Romania—now the father of the bride—threw the country’s pro-Nazi dictator into a palace safe and turned his country to the Allies, thereby shortening the course of the war by some months. The next year at Yalta, the Allies thanked him by ceding his country to the Soviets, who then betrayed him—a kind of double double-cross. The Americans gave him a Jeep and a medal. By December 30, 1947, the Communists had completed their takeover of his country. Under threat of gunfire, the popular king, then only 26, was forced to abdicate, hus- tled onto a train and into exile.

Quite simply, this glorious park, spread over 187 hectares around Herastrau lake is one of the jewels in Bucharest’s crown, which might explain why half of the city chooses to spend its summer Sunday afternoons here. Herastrau was laid out from 1930-36 on what had until then been mainly marshland around the (natural) lake. The Village Museum - which occupies a large part of Herastrau and which is one of its most popular attractions was created at the same time. As early as the late 19th century, however, parts of the lakeshore served as a promenade for Bucharest’s wealthy, and the area surrounding the lake had long since become the most fashionable in the city. Indeed, the residence of Romania’s royal family, the Elisabeta Palace, is found inside Herastrau (although it is closed to the public). The name Herastrau has been in general use since the early 1960s. Herastrau was long neglected in the wake of the Romanian revolution of 1989, as the priorities of a country in transition lie elsewhere. In recent times however, the park has enjoyed much investment and has for a couple of years now once again been able to claim the title of the city’s best.
