Paul Suttell (by fax and mail) Chief Justice Rhode Island Supreme Court 250 Benefit Street Providence, RI 02903 Re: ICE Courthouse Arrests Dear Chief Justice Suttell: As organizations that represent, assist or otherwise regularly interact with members of the immigrant community in Rhode Island, we are writing to express our serious concerns regarding the growing tide of immigration enforcement taking place at or near courthouses across the country, including right here in New England.1 Throughout the first few months of 2017, the number of reported immigration enforcement actions at courthouses has grown steadily, with the widely reported presence and actions of Immigration and Customs Enforcement (“ICE”) personnel at courthouses chilling access to the courts. These arrests have impeded residents from complying with the law and accessing essential court services, and are deterring them from doing so in the future – potentially undermining the health and safety of the entire community. Recently, the Chief Justices of at least four state Supreme Courts – California,2 Washington State,3 Oregon4 and New Jersey5 – have separately sent letters to Department of Homeland Security Secretary John Kelly, asking DHS to refrain from conducting immigration enforcement at or near state courthouses. We believe a similar letter from you would be of tremendous value. In their letters, the chief justices describe how state courts provide critical protection for communities, and how residents, regardless of immigration status, need to have unfettered access to the courts. “When people are afraid to appear for court hearings, out of fear of apprehension by immigration officials, their ability to access justice is compromised,” Washington Chief Justice Mary Fairhurst wrote.

Hecht President, Conference of Chief Justices c/o Association and Conference Services 300 Newport Avenue Williamsburg, VA 23185-4147 RE: Bar Examinations and Lawyer Licensing During the COVID-19 Pandemic Dear Chief Justice Hecht: On behalf of the American Bar Association (ABA), the largest voluntary association of lawyers and legal professionals in the world, I write to urge the Conference of Chief Justices (CCJ) to prioritize the development of a national strategy for bar examinations and lawyer licensing for the thousands of men and women graduating law school during the COVID-19 pandemic. This is a temporary change and only as necessary to address the public health and safety issues presented during this crisis without closing the doors to our shared profession. In particular, we recommend that this national strategy urge each jurisdiction to cancel in-person bar examinations during the pandemic unless they can be administered in a safe manner; establish temporary measures to expeditiously license recent law school graduates and other bar applicants; and enact certain practices with respect to the administration of remote bar examinations. We appreciate that some jurisdictions may have already taken some action, such as modifying the bar examination dates or setting or temporarily modifying their admission or practice rules. But the failure of all jurisdictions to take appropriate action presents a crisis for the future of the legal profession that will only cascade into future years. Earlier this week, the ABA House of Delegates discussed this important subject and heard from many different stakeholders within the legal profession, including concerns from the National Conference of Bar Examiners.

    News Advisory From the Rhode Island Judiciary Attorney is first woman appointed Rhode Island state court administrator August 20, 2021: Attorney Julie P. Hamil, currently the general counsel for the Rhode Island Supreme Court, will become the next state court administrator on August 23, 2021, when she succeeds J. Joseph Baxter Jr., who is retiring after 17 years in the post. Appointed by Supreme Court Chief Justice Paul A. Suttell, Hamil will be the first woman to hold the Judiciary’s top administrative position. She has been general counsel since 2016 and was deputy general counsel for eight years prior to that. “I have the utmost confidence in Ms. Hamil’s knowledge of our Judiciary and in her ability to lead judicial staff and programs into the future,” Chief Justice Suttell said. “I am grateful for Mr. Baxter’s decades of dedicated service and his support and guidance in improving court operations, including technology advancements.” With the dual role of administrator of the Supreme Court and state court administrator comes the responsibility to act upon all administrative matters affecting the operation of the Judiciary. As such, the position has oversight of the Supreme Court departments that serve the entire state court system: judicial technology; finance and budget; employee relations; community outreach, and facilities. In her new role, Hamil expects to continue to pursue the initiatives championed by the Chief Justice, such as improving access to justice and ensuring racial and ethnic fairness in the courts. “I am grateful to Chief Justice Suttell for giving me the opportunity to follow in Joe Baxter’s footsteps and to become the first female Rhode Island State Court Administrator,” Hamil said.
