Carte De Telefon NOTĂ PRIVIND UTILIZAREA REŢELEI TELEFONICE A PALATULUI PARLAMENTULUI ¾ Informaţii privind numerotaţia telefonică şi utilizarea reţelei telefonice a Palatului Parlamentului se pot obţine de la operatoarele telefonice, formând cifra ″0″. ¾ Numărul unic de urgenţă care poate fi apelat numai de la telefoanele de interior din Palatul Parlamentului este 8112 APELAREA DIRECTĂ DIN EXTERIOR a unui post telefonic de interior din cadrul Palatului Parlamentului se va face astfel: Din reţeaua VODAFONE: • orice interior cuprins între numerele 1000 ÷ 2999 poate fi apelat din exterior formând prefixul ″0372.14″ urmat de numărul de interior dorit: 0372.14XXXX unde XXXX este numărul de interior (1000 ÷ 2999); Din reţeaua ORANGE: • orice interior cuprins între numerele 1000 ÷ 2999 poate fi apelat din exterior formând prefixul ″0750 08″ urmat de numărul de interior dorit: 0750 08 XXXX unde XXXX este numărul de interior (1000 ÷ 2999); Din reţeaua ROMTELECOM: • orice interior cuprins între numerele 1000 ÷ 2999 poate fi apelat din exterior formând prefixul ″021- 414 ″ urmat de numărul de interior dorit: 021- 414 XXXX unde XXXX este numărul de interior (1000 ÷ 2999); APELARE PRIN OPERATOARE se poate apela orice interior cuprins între numărul 1000 şi 3999 la numerele de centrală: 0372.14.1111; 0750.08.1111; 021-316.03.00; 021-414.1111; ACCESUL LA EXTERIOR se obţine formând cifra ″9″. În funcţie de reţeaua accesată Vodafone, Orange şi Romtelecom apelatul vă identifică conform numerotaţiei descrise mai sus. ATENŢIE! Pentru actualizarea cărţii de telefon sau eventuale corecţii vă rugăm să ne transmiteţi un email la adresa [email protected]. Informaţii suplimentare se pot obţine de la interiorul 1555 – Serviciul pentru Comunicaţii. ARTICLES THE MEMORY OF THE COMMUNIST SECURITY APPARATUS AND ITS STUDY IN ROMANIA AFTER 1989 Abstract This article discusses the institutional attempts to deal with the archival legacy of the Romanian communist security police, Securitate (1945–1989), during the democratic transition in post-communist Romania. The first part draws a short outline of Securitate’s history and activities as one of the main power instruments of the communist dictatorship. The second part of the article shows the development of political attitudes towards institutional attempts to deal with the communist past in the post-communist Romania. This paper describes the reluctant attitude of the ruling circles in the 1990s towards the opening of the Securitate archives and the lustration attempts. The formation of the National Council for the Study of Securitate Archives (Consiliul Național pentru Studierea Arhivelor Securității, CNSAS, legally established 1999) hardly changed the general situation: the archives of the Securitate were transferred to CNSAS with significant delays, and the 2008 ruling of the constitutional court limited its lustration competences. The establishment of the Institute for the Investigation of Communist Crimes and the Memory of the Romanian Exile (Institutul de Investigare a Crimelor Comunismului şi Memoria Exilului Românesc, IICCMER, established 2005) and formation in 2006 of the Presidential Commission for the Analysis of the Communist Dictatorship Institute of National Remembrance 2/2020 286 in Romania led by renowned political scientist Vladimir Tismăneanu together with the research and legal activities of CNSAS contributed to a broader evaluation of the communist regime (although its impact seems to be limited).

    alexander clapp ROMANIA REDIVIVUS nce the badlands of neoliberal Europe, Romania has become its bustling frontier. A post-communist mafia state that was cast to the bottom of the European heap by opinion- makers sixteen years ago is now billed as the success story Oof eu expansion.1 Its growth rate at nearly 6 per cent is the highest on the continent, albeit boosted by fiscal largesse.2 In Bucharest more politicians have been put in jail for corruption over the past decade than have been convicted in the rest of Eastern Europe put together. Romania causes Brussels and Berlin almost none of the headaches inflicted by the Visegrád Group—Czechia, Hungary, Poland, Slovakia— which in 1993 declined to accept Romania as a peer and collectively entered the European Union three years before it. Romanians con- sistently rank among the most Europhile people in the Union.3 An anti-eu party has never appeared on a Romanian ballot, much less in the parliament. Scattered political appeals to unsavoury interwar traditions—Legionnairism, Greater Romanianism—attract fewer voters than do far-right movements across most of Western Europe. The two million Magyars of Transylvania, one of Europe’s largest minorities, have become a model for inter-ethnic relations after a time when the park benches of Cluj were gilded in the Romanian tricolore to remind every- one where they were. Indeed, perhaps the aptest symbol of Romania’s place in Europe today is the man who sits in the Presidential Palace of Cotroceni in Bucharest. Klaus Iohannis—a former physics teacher at a high school in Sibiu, once Hermannstadt—is an ethnic German head- ing a state that, a generation ago, was shipping hundreds of thousands of its ‘Saxons’ ‘back’ to Bonn at 4,000–10,000 Deutschmarks a head.

The requests of The Ottoman Porte (concerning grain, cattle and other animal products) which are growing as they try to keep the integrity of the empire, impose a more important role for the grain and cattle forming economy in the area between the Carpathians and the Danube. A consequence of this reality is the birth of the great boyard’s and monastic estates, a process which began a century before, having many consequences on the economy in general and especially on the limitation of the processing degree of some raw materials. The importance of the Romanian Countries for the Ottoman Empire in this context, the underestimation of the Romanian products sold on the Ottoman market, paying in nature (grain and cattle) some debts of some voivodes, or for the annual tribute paid to the Porte, plus the needs of the Ottoman army hired in different military missions, all these made the court and the suzerain power to be both interested in expanding the feudal estates that will produce for satisfying the Empire.

Professor of Government Levitt Research Fellowship-Summer 2015 Abstract After the revolution of 1989, Romania confronted with high levels of corruption, and had a difficult time strengthening its democratic process. 10 years later, when the country became an official candidate for accession to the European Union (EU), the Romanian democracy saw hope for consolidation. However, despite the expertise and resources provided by the EU until 2007 in order for Romania to meet the acquis communautaire, the EU failed to bring about sustainable change. An incomplete European framework with guidelines tailored to Romania’s fragile democracy, and inadequate monitoring of the country’s political actions were the main causes for Romania’s slow democratic consolidation. The paper provides an analysis on Romania’s fight against corruption with a focus on the development of the anticorruption agencies, the rule of law, and the public administration from 2006 to 2012. Introduction Although scholarly attention upon corruption has grown over the past years and the number of soft and hard legislative tools to combat corruption has increased, corruption today still represents one of the main threats to the stability of democratic governments. In post- communist satellite states, in particular, corruption has remained a more prevalent issue. Leslie Holmes referred to it as “a rising tide of sleaze in ex-communist Europe,” claiming that “corruption has replaced communism as the scourge of Eastern Europe” (2013, 1163). As an ex- communist state itself, Romania has struggled endlessly with corruption over the past twenty five years.

Depending on the context of a certain era, the cult of heroes or martyrs - original and ancestral - gave substance to people, nation- states or religions. Many ceremonies and festivals are celebrating and commemorating events or personalities through manifestations built on consecrated scenarios and make use of certain, sacred symbols which function as memory bridges (lieux de mémorire) between generations. The martyrdom of Constantine Brâncoveanu and his sons had its 300th commemoration in 2014.
