Vedtaket ble fattet ved behandling av Prop. 130 LS (2015-2016) om sammenslåing av Nord-Trøndelag og Sør-Trøndelag fylker til Trøndelag fylke og endring i lov om forandring av rikets inddelingsnavn, jf. Innst. 360 S (2015-2016). Sammenslåing av fylker gjør det nødvendig å endre kommunenummer i det nye fylket, da de to første sifrene i et kommunenummer viser til fylke. Statistisk sentralbyrå (SSB) har foreslått nytt fylkesnummer for Trøndelag og nye kommunenummer for kommunene i Trøndelag som følge av fylkessammenslåingen. SSB ble bedt om å legge opp til en trygg og fremtidsrettet organisering av fylkesnummer og kommunenummer, samt å se hen til det pågående arbeidet med å legge til rette for om lag ti regioner. I dag ble det i statsråd fastsatt forskrift om nærmere regler ved sammenslåing av Nord- Trøndelag fylke og Sør-Trøndelag fylke til Trøndelag fylke. Kommunal- og moderniseringsdepartementet fastsetter samtidig at Trøndelag fylke får fylkesnummer 50. Det er tidligere vedtatt sammenslåing av Rissa og Leksvik kommuner til Indre Fosen fra 1. januar 2018. Departementet fastsetter i tråd med forslag fra SSB at Indre Fosen får kommunenummer 5054. Cross-scale adaptation challenges in the coastal fisheries in Lebesby municipality, Finnmark County, northern Norway are examined on the basis of fieldwork conducted there. Although fishery actors in Lebesby are aware of, experience, and describe a number of connections between climate variability and coastal fishing activities, they do not characterize their livelihoods as being particularly vulnerable to climate change. Nevertheless, they identify a range of social factors that shape the flexibility of coastal fishing activities and livelihoods to deal with changing environmental conditions. We argue that these factors, and actors’ perceptions of their own resilience, constitute important aspects of adaptive capacity and may challenge local responses to climate variability and change. We identified four adaptation arenas: local perceptions of vulnerability and resilience to climate change, Lebesby’s social and economic viability, national fishery management and regulations, and the markets and economy of coastal fishing. The adaptation arenas arise and interact across geographic and temporal scales, creating specific barriers and opportunities for local adaptation. Our findings suggest the need to pay close attention to the cross-scale adaptation challenges facing Arctic communities that depend on natural resources. The concept of adaptation arenas helps to illustrate these challenges and should be applied more widely.     NIVI Rapport 2019:4 Status for interkommunalt samarbeid i Troms og Finnmark Utarbeidet på oppdrag av Fylkesmannen Notat 2020- Av Geir Vinsand - NIVI Analyse AS FORORD På oppdrag fra Fylkesmannen i Troms og Finnmark har NIVI Analyse gjennomført en kartlegging av det formaliserte interkommunale samarbeidet i alle fylkets 43 kommuner. Kartleggingen har form av en kommunevis totalkartlegging og bygger på NIVIs kartleggingsmetodikk som er brukt i flere andre fylker. Prosjektet er gjennomført i nær dialog med Fylkesmannen og rådmennene i kommunene. Prosjektet ble startet opp i august 2019. Kontaktperson hos oppdragsgiver har vært fagdirektør Jan-Peder Andreassen. Selskapet kan kun drive annen virksomhet, herunder å danne andre selskaper og sammenslutninger, når dette har til hensikt å fremme hovedformålet. § 3 Hovedkontor Selskapet har kontorsted i Steinkjer og Trondheim kommuner. Hovedkontor er i Steinkjer kommune. § 4 Eierandeler og innskuddsplikt Selskapets innskuddskapital er fordelt på 92 eierandeler.
