There are five local authorities, covering urban and rural communities, with coterminous policing districts. West Yorkshire has a higher than average demand in relation to crime and calls for service. This reflects the challenges faced, as over half of the wards have areas in the top 10% of the deprivation index and unemployment is above the national average. The black, Asian and minority ethnic population is increasing and is currently 18.2%. Maintaining community confidence is essential and engagement is improving as a result of the Force’s innovative positive action recruitment campaign. District policing provides local neighbourhood, response, crime investigation and safeguarding functions, supported centrally by specialist operational and crime capabilities and back office services. The force is focused on improving its approach to safeguarding, working in partnership to better identify and support those at risk. The force hosts the National Police Air Service and the North East Counter Terrorism Unit, which manages locally the threat from Daesh/IS inspired groups and the increasing threat from the extreme right wing. The force collaborates across the Yorkshire and Humber Region around operational and support services and leads on the provision of scientific support. -

Chief Superintendent Tim Kingsman Tim Kingsman joined West Yorkshire Police in September 1990, initially being posted to Keighley Sub-Division. In 1997 he was promoted Sergeant before moving down the Aire Valley to Eccleshill Sub-Division in North Bradford. In 1998 he moved to the Operational Support Unit where he specialised in search, and was the POLSA for Operation Conifer, the largest search operation in the force for some years. He also was one of the first units in the Bradford Riots of the summer of 2001, a day that he will not forget. Promotion in house to Inspector followed in the Autumn of 2001, before in 2002 moving to Pudsey Weetwood Division in Leeds. After spells as response and Neighbourhood Inspector, he was temporarily promoted for a year as Chief Inspector Support. The Chief Inspector role was made permanent with a move to Calderdale in 2005, where he covered both the Operations and partnerships portfolios. In 2008 he was promoted Superintendent, working at Headquarters in Corporate Review, working on protective services nationally as ACPO staff officer to the Chief Constable, regionally on the Yorkshire and Humber collaboration as regional liaison officer and then internally led the re-structure of Divisions on the Quest project. January 2010 saw a move to North East Leeds as Superintendent Operations where he spent many hours dealing with firearms incidents and on reducing burglary! The August 2011 disorder in Chapeltown brought significant challenges, including 6 weeks spent in the Autumn with the HMIC on the report into the causes of disorder. His last role was as District Commander at Kirklees, where for 3 years his key message was doing the right thing to protect the public, despite the reductions in funding that the police service faced. -
Nick Adderley Biography
Nick Adderley Biography Following over 10 years in the Royal Navy, Nick joined Cheshire Constabulary in 1992 and spent 18 years with the force where he rose to the rank of Superintendent. He transferred to Greater Manchester Police where he was posted to the South Manchester Division. During his time there he led and developed the Criminal Justice and Partnership Teams as well as taking on the professional lead for the Special Constabulary across Greater Manchester. He was promoted to Chief Superintendent in August 2011 and took on command of Tameside Division and its 700 officers and staff. In September 2013 he became the Territorial Commander of North Manchester Division, the largest within Greater Manchester, having over 1000 staff. The division includes the City Centre of Manchester and some of the most demanding areas of the force. The challenges of this division include significant gun and gang crime, high levels of serious sexual assault as well as violent crime and child sexual exploitation. In March 2015, Nick completed the Strategic Command Course, the executive course designed to prepare candidates for the role of a Chief Officer within the police service. In his current role, Nick has responsibility for, all uniformed Local Policing Teams within Staffordshire and Stoke-on-Trent, the Force Control Room, the Prevent strand of Vulnerability, Volunteers, Diversity and the Civil Contingencies Unit. He has also recently taken on the NPCC Lead for Motorcycles and I am the National lead for disclosure and safeguarding. Nick is married and has two children. He currently lives in Cheshire and in his spare time enjoys going to the gym, running and restoring classic cars. -

The Surveillance Dimensions of the Use of Article Social Media by UK Police Forces Elena M. Egawhary Columbia University, USA [email protected] Abstract This paper explores the various surveillance practices involved in the use of social media for communication and investigation purposes by UK police forces. In doing so, it analyses internal policy documents and official guidance obtained through freedom of information (FOI) requests sent to 46 police forces in the United Kingdom. This analysis finds that UK police forces advise their staff to simultaneously engage in both surveillance and counter-surveillance strategies in their use of social media as a policing tool. Introduction The use of social media by UK police forces falls into two broad categories: communication (or engagement) and investigation (or operational use). UK police forces began registering corporate accounts on Twitter and Facebook for communication purposes for the first time in 2008. However, UK police forces’ use of the internet for investigative purposes dates back to April 2001 with the creation of the National Hi-Tech Crime Unit (NHTCU) to “investigate attacks on the Critical National Infrastructure; major internet based offences of paedophilia, fraud or extortion; information from seized electronic media and gather intelligence on cybercrime and cybercriminals” (Corbitt 2001: 29). Prior to 2001, most of the responsibility for using social networking sites to investigate crime fell to a small number of digital evidence recovery officers who were “swamped and learning on the job” (Thomas 2005) resulting in a reportedly “huge workload” (Goodwin 2005). This suggests that the use of social media in UK policing began in an unstructured way and “on the basis of initiatives by individual officers and subsequently with varying degrees of official support” (Crump 2011: 1). -

In 1962, the Royal Commission on the Police formally acknowledged HMIC’s contribution to policing. HMIs are appointed by the Crown on the recommendation of the Home Secretary and report to HM Chief Inspector of Constabulary, who is the Home Secretary’s principal professional policing adviser and is independent both of the Home Office and of the police service. Investment & Performance Board (IPB) Date of meeting: 14 May 2015 Title of paper: Special Constables To be presented by: Helen Bailey, Chief Operating Officer, MOPAC Cleared by: (name Helen Bailey, Chief Operating Officer, MOPAC Adviser & Director) Classification: Public 1 Executive Summary 1.1 This report provides an update on the progress of the Metropolitan Police Service (MPS) workforce against the Mayor’s Police and Crime Plan. 1.2 It follows from previous meetings where the delivery of the Mayor’s commitment to pay the equivalent of a council tax rebate of half of the mayoral precept has been discussed and approved. 2 Recommendation 2.1 That the report be noted. 3 Introduction and Background Recruitment and the nature of the MPS more generally 3.1 The Mayor’s Manifesto, and subsequent Police and Crime plan set a range of challenging objectives around the size and feel of the MPS, to increase officer numbers to the highest ever number and to ensure that the force better reflects the city it serves. Within this was contained the commitment to double the number special constables in London from 5,000 to 10,000. 3.2 Much has been achieved. In terms of officer numbers the MPS has achieved its aim of maintaining the number of police officers around 32,000. As of 31 March 2015 there were 31,944 officers. As part of the recruitment drive over 3,000 new officers have been recruited over the 2014-2015 financial year. 3.3 In addition, in line with Police and Crime Plan, the proportion of officers who are Police Constables (PCs) has also increased; there are now over 25,000 PCs. -

Anti-social Behaviour, Crime and Policing Bill Fact sheet: British Transport Police Firearms Licensing (clause 102) Background 1. The British Transport Police (“BTP”) is a statutory police force, established under the Railways and Transport Safety Act 2003 and responsible for policing Britain’s rail network. In light of the evolving threat from terrorism, it was decided in early 2011 that BTP should develop an armed capability in common with territorial police forces. The establishment of this capability has been hampered by the current firearms licensing arrangements which place British Transport Police officers in a different position to that enjoyed by officers from the territorial police forces in England and Wales and the Police Service of Scotland. 2. As a consequence, individual officers must apply to their local police force in a private capacity for a firearms certificate to enable them to perform a role on behalf of the State. They must rely on the same legal authority to possess firearms, and follow the same licensing procedure as individuals holding firearms for the purposes of sport and recreation, even though they may be required to exercise deadly force in the execution of their statutory functions in the protection of the public. Amending the Firearms Act 1968 3. Clause 102 will amend the Firearms Act 1968, bringing British Transport Police officers (and employees of the British Transport Police Authority under the control of the Chief Constable of British Transport Police), within the definition of a “Crown servant”. As a result, such officers and employees will no longer be required to obtain certificates for firearms under the 1968 Act in connection with the exercise of their duties. -
