Executive summary Introduction Typhoon Haiyan, locally named Yolanda, has left the Philippines by the afternoon of 8 November 2013 leaving 5,500 people dead and more than 26,000 people injured. Today, the number of affected people is estimated at 14.4 million across nine regions according the Department of Social Welfare and Development (DSWD). A total 3.63 million people are currently displaced of whom an estimated 224,177 are living in 1,104 evacuation centers. Within this context and the partnership between Unicef and Veolia Foundation, 2 volunteers from Veolia Foundation have been assigned for a three weeks mission to assess the water facilities of the affected areas. The assessment has been focused on 21 municipalities of Leyte and Eastern Samar provinces (Region VIII). It has covered 24 Water Districts (WD)/Local Government Unit (LGU) and 77 Barangays’ water facilities. In the areas assessed, the WD/LGU and barangays’ water facilities supply water to 50% of the population. The remaining 50% are using handpumps. The objectives of the assessment were: - To visit the most affected water installations - To identify the damages and the priority repairs that can be carried out to restore the operation of these systems - To list the equipment to be ordered and dispatched as a first response - To suggest improvement actions to be implemented post to this emergency as development program Damages The most affected municipalities assessed are located in Leyte (South Tacloban area) and South Eastern Samar (Guiuan area). The access roads to the water facilities are still difficult for the mountain areas (systems with spring source). The main issue recorded in the assessed areas is due to the lack of power. There is a significant need of generators and diesel to run the pumps connected to the electricity network. Following the lack of power, the second type of damages noticed is related to the system itself: pumping systems, reservoirs and pipes. Finally, water quality issues have been engendered due to chlorinators’ destruction or lack of power to operate them. The stocks of chlorine generally observed were for a month of operation. Water facilities assessment report – Yolanda typhoon 4 Government actions An important effort of cleaning has been done to access to the municipal water facilities (LGU and WD). Regarding water system restoration, most of the municipalities assessed have quickly repaired the main transmission line to provide water to the population. The Department of Health (DoH) is conducting a quality monitoring on water. Sanitation inspectors in Southern Leyte, Samar and Leyte are taking water samples to check for total and fecal coliform and residual chlorine. In addition, DoH is providing a strong support to the municipalities by distributing water kits, hygiene kits and aquatab in the affected areas. A good coordination between the different entities involved (NGOs, DoH, LMWD, etc) has been established. WASH cluster meetings are organized once a week. Priority actions The priority is to provide the equipment required in order to restore the systems as soon as possible. The WD, LGU and barangays have the skills required to set them up. A classification of municipality priority has been established and is available in this report. Next steps - Recommendations Most of the municipalities have fixed the main transmission pipe to provide water to the population. In order for the network to be fully operational, a network rehabilitation plan is suggested. A detailed study should be done in order to identity the most suitable chlorination systems to be implemented. Residual chlorine tests should be performed. Assessment Special request of assessment Eastern Visayas Medical Center The drinking water facilities of the Eastern Visayas Regional Hospital have been entirely destroyed. The drinking water treatment plant (DWTP) was divided into 2 lines: one desalination water treatment system and one reuse water system from the waste water treatment plant effluent. The desalination plant has been designed and built by Zectra Enterprise (Philippines company: http://www.zectraent.com/) in 2012. The design capacity of the plant was 150m3/d. The budget was 15million PHP (350,000USD). The reuse water system has been
