It can be very difficult even for skilled scienti. ts to navigate the jungle of Latin names and conflicting authors and some may find their research results, botanical collections, herbaria, or nursery catalogs con1promised by confusion. Here is an overview of the situ ation, presented by non-taxonomists for the benefit of other non-taxonomists. One of the main difficulties encountered with oak name involves different authors applying the sa1ne name to differ ent species. An exan1ple can be found 1n the trees for1nerly known as Q. prinus L. in the United States. This old name covered at ]east two different species (Q.n1ontana Willd. in common usage, but perhaps more correctI y by priority of publication Q.michauxii Nuttall). It is not clear which speci- lnterncztional Oaks tnen Linna eus used for his type. In cur rent literature, the name Q. prinus is be ing discarded for thi s reason. Mesa Street El Paso, TX 79902 Consultation No. 2-11-91-F-144 Dear Ms. Waggoner: This document transmits the U.S. Fish and Wildlife Service's (Service) reinitiated Final Biological Opinion based on our review of the United States Section, International Boundary and Water Commission's (USIBWC) ongoing implementation of vegetation management practices for the Lower Rio Grande Flood Control Project (LRGFCP) in Cameron, Hidalgo, and Willacy Counties, Texas. We have analyzed the proposed action and its effects on the endangered ocelot Leopardus (Felis) pardalis, listed throughout its entire range that includes Texas, Arizona, Mexico to Central and South America, and the Gulf Coast jaguarundi Hemailurus yagouaroundi cacomitli that ranges from Texas to Mexico, in accordance with section 7 of the Endangered Species Act (ESA) of 1973, as amended (16 U.S.C. 1531 et seq.). USffiWC's request and information provided for reinitiation of the 1993 formal consultation and Biological Opinion was considered complete by the Corpus Christi, Texas Ecological Services Field Office (CCESFO) on December 11, 2002. This biological opinion is based on information provided in the April 2002 "Threatened and Endangered Species Report in Support of the Environmental Impact Statement f~r the Maintenance Program of the Lower Rio Grande Flood Control Project", Volume III of the Preliminary Draft Environmental Impact Statement {PDEIS) entitled Alternative Vegetation Management Practices for the LRGFCP Cameron, Hildago, and Willacy Counties, Texas, as well as telephone conversations, field investigations, and other relevant sources of information. -

Abstract Administered by the USDA Forest Service, the Kiowa and Rita Blanca National Grasslands occupy 230,000 acres of public land extending from northeastern New Mexico into the panhandles of Oklahoma and Texas. A mosaic of topographic features including canyons, plateaus, rolling grasslands and outcrops supports a diverse flora. Eight hundred twenty six (826) species of vascular plant species representing 81 plant families are known to occur on or near these public lands. This report includes a history of the area; ethnobotanical information; an introductory overview of the area including its climate, geology, vegetation, habitats, fauna, and ecological history; and a plant survey and information about the rare, poisonous, and exotic species from the area. A vascular plant checklist of 816 vascular plant taxa in the appendix includes scientific and common names, habitat types, and general distribution data for each species. This list is based on extensive plant collections and available herbarium collections. Authors Donald L. MISSISSIPPI NATURAL HERITAGE PROGRAM SPECIAL PLANTS - TRACKING LIST -2018- Approximately 3300 species of vascular plants (fern, gymnosperms, and angiosperms), and numerous non-vascular plants may be found in Mississippi. Many of these are quite common. Some, however, are known or suspected to occur in low numbers; these are designated as species of special concern, and are listed below. There are 495 special concern plants, which include 4 non- vascular plants, 28 ferns and fern allies, 4 gymnosperms, and 459 angiosperms 244 dicots and 215 monocots. An additional 100 species are designated “watch” status (see “Special Plants - Watch List”) with the potential of becoming species of special concern and include 2 fern and fern allies, 54 dicots and 44 monocots. This list is designated for the primary purposes of : 1) in environmental assessments, “flagging” of sensitive species that may be negatively affected by proposed actions; 2) determination of protection priorities of natural areas that contain such species; and 3) determination of priorities of inventory and protection for these plants, including the proposed listing of species for federal protection.
