Each of the structures is scheduled for structural and/or pavement rehabilitations. The work has been divided into three groups and bridge descriptions are provided in Table 1: Table 1: Bridge Descriptions Site Number Group Bridge Name (SN) 3-540 East-south ramp over south-west ramp Highway 416/417 A 3-542/1 & 2 Highway 416 – Richmond Road underpass east and westbound lanes 3-543/1 & 2 Highway 416 - Baseline Road underpass east and westbound lanes 3-550/1 & 2 Highway 416 - Jock River Bridge north and southbound lanes 27-198 Highway 417 - Devine Rd (Regional Road 8) underpass 27-50 Highway 34 Hawkesbury Creek - CNR Overhead 3-549/1 & 2 Highway 416 - Strandherd overpass north and southbound lanes Highway 417 - Richmond Road underpass north and southbound 3-39/1 & 2 B lanes 3-040 Highway 417 - Pinecrest Road underpass 3-041 Highway 417 - Woodroffe Avenue underpass 3-042 Highway 417 - Maitland Avenue underpass 3-552 Highway 416 - Barnsdale Road underpass C 3-553 Highway 416 - Bankfield Road underpass 3-554 Highway 417 - Century Road underpass 3-357 Highway 417 - March Road (Regional Rd 49) underpass 3-569 Highway 417 - McGee Road underpass 3-570 Highway 417 - Richardson Road underpass 3-288 Highway 7 West - Highway 417 West Ramp underpass Designated Substances Survey i Mega 6 Bridge Rehabilitations 23 Bridge Structures on Highways 417, 416 and 34 MMM Group Limited | October 2015 | W.O. 4014-E-0015 The purpose of this assessment is to meet the requirements of the Occupational Health and Safety Act , to identify the potential for, location of, and quantity of designated substances identified during the survey (as applicable) and to provide applicable management considerations for each designated substance identified. Available background documentation (including the Ontario Bridge Management System, Ontario Structure Inspection Manual – Inspection Forms, Utility Duct Assessment Letters and contract drawings) were reviewed to determine the potential for designated substances at each of the structures. Following the background review, a Site inspection was conducted at each structure and a non-destructive sampling program was completed, where potential designated substances were identified and accessible. The following is a summary of the DSS observations for the bridge structures inspected during this survey: Site No. Summary of Findings • Based on the document review, it was determined that there is no potential for asbestos containing material (ACM) to be incorporated in the building materials for the electrical conduits, adaptors and fittings in any of these bridges. • Silica is present in concrete and mortar. Standard dust control measures should be implemented where practical to ensure airborne dusts are controlled during construction activities. • Epoxies and coatings on steel elements (guiderails, bracing, girders, diaphragms, beams, etc.) may contain lead, arsenic and mercury. All Bridges Arsenic may also be present in pressure treated lumber in guiderail posts. • Materials that become exposed during bridge rehabilitation (i.e. insulation, electrical wiring, asphalt, cables and piping), that support the suspicion of asbestos or other designated substances should be sampled at that time to confirm the presence or absence of asbestos to determine appropriate management options. • MMM did not identify the presence of the following designated substances: acrylonitrile, benzene, coke oven emissions, ethylene oxide, isocyanates and vinyl chloride. Group A SN-3-540 • SN-3-542/1 & 2 Concrete samples collected from the west abutment wall at SN-27-50 were submitted for asbestos analysis. The results of the sample analysis SN-3-543/1 & 2 indicated that the concrete samples do not contain asbestos. No SN-3-550/1 & 2 additional samples were submitted for asbestos analysis. • Paint sample collected from the steel plate girders beneath the bridge SN-27-198 structure SN-3-550/1 did not exceed the Canada Consumer Product SN-27-50 Safety Act guidelines for lead (0.0039% vs. 0.009%). SN-3-549/1 & 2 ii Designated Substances Survey Mega 6 Bridge Rehabilitations 23 Bridge Structures on Highways 417, 416 and 34 MMM Group Limited | October 2015 | W.O. 4014-E-0015 Site No. Summary of Findings Group B • Concrete samples collected from the north abutment wall at SN-3-39/2 were submitted for asbestos analysis. The results of the sample analysis SN-3-39/1 & 2 indicated that the concrete samples do not contain asbestos. No additional SN-3-40 concrete samples were obtained. • Paint samples collected from the steel plate girders beneath structures SN- SN-3-41 3-39/1, SN-3-40, SN-3-41 and SN-3-42 were submitted for analysis of SN-3-42 lead. Based on the analytical results, all of the paint samples with the exception of the sample collected from SN-3-40 exceeded the Canada Consumer Product Safety Act guidelines. Group C SN-3-552 • Samples collected from the conduit in the west curb at SN-3-288 were SN-3-553 submitted for asbestos analysis. The results of the sample analysis indicated that the material does not contain asbestos. SN-3-554 • Orange fibrous batting insulation was observed between the concrete SN-3-357 abutment walls at SN-3-357. Samples were obtained and submitted for asbestos analysis. The results of the sample analysis indicated that the SN-3-569 material does not contain asbestos. SN-3-570 • No paint was visually identified at any of the structures and no samples were obtained.
