Shropshire Biodiversity Action Plan Luronium natans (Floating Water-plantain) This plan is in need of review, it is hoped that a review will be undertaken in 2009. Floating Water-plantain occurs in a range of freshwater situations but thrives best in open areas with a moderate degree of disturbance, where the growth of emergent vegetation is held in check. Populations of this species can fluctuate greatly in size. In what is believed to be its core natural habitat in the lakes of Snowdonia and mid Wales, this species favours slightly acidic lakes with low nutrient levels (Preston C.D. 1994) that restrict the growth of other plants. From these sites it may have spread eastwards via the canal system (fed by Welsh rivers) and canal sites account for approximately half of the national records (UKBAP 1995); in canal sites this species tends to grow in neutral or slightly basic mesotrophic water (Preston C.D. 1994). In Shropshire, canal is one of three different freshwater situations where it has been found. It was first found in canal (Llangollen canal near Colemere) in 1880. It is now found, rarely, in the Montgomery Canal on the English side of the Welsh border but has not been recorded there since 1994, when its distribution appears to have diminished to one site only (Aston Locks SSSI); there are several older more widespread records (1880 until the 1980s) and the canal, on the Welsh side, is a key site for this species, such that the canal in Wales has been designated a SAC (it is also an SSSI). -

K1&A - Soo U n <zj r \ I A t 1" BOATING ON SUSSEX RIVERS NRA National Rivers Authority Southern Region Guardians of the Water Environment BOATING ON SUSSEX RIVERS Intro duction NRA The Sussex Rivers have a unique appeal, with their wide valleys giving spectacular views of Chalk Downs within sight and smell of the sea. There is no better way to enjoy their natural beauty and charm than by boat. A short voyage inland can reveal some of the most attractive and unspoilt scenery in the Country. The long tidal sections, created over the centuries by flashy Wealden Rivers carving through the soft coastal chalk, give public rights of navigation well into the heartland of Sussex. From Rye in the Eastern part of the County, small boats can navigate up the River Rother to Bodiam with its magnificent castle just 16 miles from the sea. On the River Arun, in an even shorter distance from Littlehampton Harbour, lies the historic city of Arundel in the heart of the Duke of Norfolk’s estate. But for those with more energetic tastes, Sussex rivers also have plenty to offer. Increased activity by canoeists, especially by Scouting and other youth organisations has led to the setting up of regular canoe races on the County’s rivers in recent years. CARING FOR OUR WATERWAYS The National Rivers Authority welcomes all river users and seeks their support in preserving the tranquillity and charm of the Sussex rivers. This booklet aims to help everyone to enjoy their leisure activities in safety and to foster good relations and a spirit of understanding between river users. -

C & 0 Canal Association concerned with the conservation of the natural and historical environment of the C&O Canal and the Potomac River Basin VOLUME XXXI June 1999 NUMBER2 The Level Walker Issue As we with good reason emphasize the Level Walker Program in this issue of Along the Towpath, and muster extra strength which will surely be required to support the NPS "Trash in, Trash out" policy, I remind you that it was a level walker that introduced me to the Park in 1970. At that time I was so ignorant about canal matters that I thought, when he told me about being a "level walker", that he had gotten so old and decrepit that he could no longer handle hills and mountains. Needless to say, my 30 years along the towpath since then have provided abundant iilumination and practical experience as Linda and I have picked up trash and reported on conditions along our own three mile level. And I think that there is no more basic program of support for the park than this. I know of course that there are many ways we serve, and some of them more visible and interactive than this. But the scattered, often unseen and unthanked efforts that keep the park neat and attractive from one end to the other: why there is nothing more basic than this to make the towpath attractive to potential users. And we can tell those users who we are, and what we do, and invite them to join us on the level. --Tom Perry Several Months ago, a suggestion was made that an issue of Valley and the Canal, and who are willing to "patrol" a Along the Towpath be dedicated to Level Walkers--hence this section twice a year and report on its condition and its month's theme. -

IWA SUBMISSION ON THE ENVIRONMENT BILL – APPENDIX A IWA VISION FOR SUSTAINABLE PROPULSION ON THE INLAND WATERWAYS EXECUTIVE OVERVIEW 1. Recognising the UK Government’s strategy to reduce emissions from diesel and petrol engines, IWA formed its Sustainable Propulsion Group in 2019 to identify and monitor developments which will enable boats on the inland waterways to fully contribute to the Government’s stated aim of zero CO2 emissions by 2050. 2. The Group has identified a number potential solutions that it recommends should be progressed in order to ensure that boats used on the inland waterways do not get left behind in technological developments. These are outlined in more detail in this paper. 3. To ensure that the inland waterways continue to be sustainable for future generations, and continue to deliver benefits to society and the economy, IWA has concluded that national, devolved and local government should progress the following initiatives: Investment in infrastructure through the installation of 300 shore power mains connection charging sites across the connected inland waterways network. This would improve air quality by reducing the emissions from stoves for heating and engines run for charging batteries, as well as enabling a move towards more boats with electric propulsion. Working with navigation authorities, investment in a national dredging programme across the inland waterways to make propulsion more efficient. This will also have additional environmental benefits on water quality and increasing capacity for flood waters. Research and investment into the production, use and distribution of biofuels. This will be necessary to reduce the environmental impact of existing diesel engines which, given their longevity, will still be around until well after 2050. -

Here in Bude we continue to agitate for the unnecessarily elusive completion to the canal regeneration which would enable boats of a decent size to pass under Rodds Bridge and having done so, to continue unobstructed into the canal basin at Helebridge through the beautiful old canal bridge which carries the old A39 over both canal and river within a few yards of each other; it's a by-way these days but still much used by walkers. Our ambition for a slipway to enable such boats to access the canal in the first place is part of the ongoing campaign to save the site of Stapleton's shipyard from random development by Cornwall Council and become instead, a valuable waterside base for the gig and canoe clubs and an asset to Bude and Bude people. After some very wild and wet weather the canal is very full of water but the birds are all down the Bude end. -

Our Partnership is one of a number of local waterway partnerships created as an integral part of the governance of the new Trust. The local partnerships are an important outward looking component of the Trust structure as they aim to engage locally with people, decision makers and communities. As advisory partnerships, focusing on local vision and aspirations rather than operational matters, they generate great added value to the work of the trust as they develop and mature. My partnership members have been recruited from a diverse interest base and are drawn from all across the waterway area. We have spent a significant part of our formative year both collectively and individually, out and about across the region and increasing our knowledge about the work of the Trust in aspects such as such as volunteering, fundraising, heritage, development and enterprise. -

Dear Consultee PUBLIC CONSULTATION ON THE PROPOSED CHANGES TO THE DOMESTIC SAFETY MANAGEMENT REGIME Introduction In 2001 Domestic Safety Management (DSM) was introduced by the Merchant Shipping (Domestic Passenger Ships) (Safety Management Code) Regulations 2001 (Statutory Instrument, SI 2001/3209). The DSM Code requires operators of domestic passenger ships to have a safety management system tailored to their specific operations. This safety management system should include: A health and safety policy Procedures to ensure the safe operation of ships with relevant duties Lines of communication between personnel ashore and afloat Procedures for reporting accidents Procedures for responding to emergency situations The DSM Code was developed to establish a common standard for the safe operation of passenger ships engaged on domestic (operating only in UK waters) trade and it applies to ships of Classes III, IV, V, VI and VI(A)1 and those certified under the Merchant Shipping (Passenger Ships) (Safety Code for UK Categorised Waters) Regulations 20102 (SI 2010/680). The objectives of safety management require the shipping company to apply simple and cost effect means of ensuring safety on board ships; preventing human injury and loss of life; and complying with applicable regulations and rules. No two ship operations are the same, and ships vary significantly in size and are employed under a wide range of different locations and conditions. The general principles to the safe operation of ships are consistent however, and can be expressed in such terms that they can be applied to a wide variety of ships. The proposed changes and rationale Existing legislation requires each UK domestic passenger ship to be audited for compliance with the DSM Code twice each year, whereas UK internationally operating passenger ships are only audited for compliance with the International Safety Management (ISM) Code twice in every five year period. -

Coarse fishing close season on English rivers Appendix 1 – Current coarse fish close season arrangements The close season on different waters In England, there is a coarse fish close season on all rivers, some canals and some stillwaters. This has not always been the case. In the 1990s, only around 60% of the canal network had a close season and in some regions, the close season had been dispensed with on all stillwaters. Stillwaters In 1995, following consultation, government confirmed a national byelaw which retained the coarse fish close season on rivers, streams, drains and canals, but dispensed with it on most stillwaters. The rationale was twofold: • Most stillwaters are discrete waterbodies in single ownership. Fishery owners can apply bespoke angling restrictions to protect their stocks, including non-statutory close times. • The close season had been dispensed with on many stillwaters prior to 1995 without apparent detriment to those fisheries. This presented strong evidence in favour of removing it. The close season is retained on some Sites of Special Scientific Interest (SSSIs) and the Norfolk and Suffolk Broads, as a precaution against possible damage to sensitive wildlife - see Appendix 1. This consultation is not seeking views on whether the close season should be retained on these stillwaters While most stillwater fishery managers have not re-imposed their own close season rules, some have, either adopting the same dates as apply to rivers or tailoring them to their waters' specific needs. Canals The Environment Agency commissioned a research project in 1997 to examine the evidence around the close season on canals to identify whether or not angling during the close season was detrimental to canal fisheries. -

Department for Environment, Food & Rural Affairs Waterways for Tomorrow Overview This document follows up the White Paper A New Deal for Transport; Better for Everyone by setting out proposals for the future of our inland waterways - the canals and navigable rivers of England and Wales. The Scottish Executive will consider whether to issue a separate document covering the inland waterways of Scotland. The Government wants to promote the inland waterways, encouraging a modern, integrated and sustainable approach to their use. We want to protect and conserve an important part of our national heritage. At the same time, we want to maximise the opportunities the waterways offer for leisure and recreation; as a catalyst for urban and rural regeneration; for education; and for freight transport. We want to encourage innovative uses such as water transfer and telecommunications. The last major review of the inland waterways was carried out more than thirty years ago. This led to the Transport Act 1968 which recognised that the main role of the nationalised waterways was shifting from transport to amenity and recreational use. Today, all our waterways are more widely appreciated than ever. As well as their recreational and transport roles, the waterways also supply water and have become part of the land drainage system. The system is rich in heritage value and is an important environmental and ecological resource. The waterways stimulate regeneration and are increasingly being used in innovative ways. The system is undergoing a renaissance as more derelict waterways are restored, greater resources are devoted to maintaining the existing system and increased effort is put into maximising the benefits the waterways offer.
