KingCo Meeting Dates 2015-2016 91 4 | P a g e KINGCO HANDBOOK: An official KingCo handbook will be published annually containing the constitution, policies and practices that govern KingCo League and Conference athletics and activities. An annual review of the KingCo Handbook will be completed by KingCo Athletic Directors and Principals. Suggested changes related to athletics will be approved by the KingCo Athletic Directors at the annual spring AD retreat so that approved changes can be recommended to Principals and the Superintendents’ board at June meetings allowing for implementation the subsequent school year. CONSTITUTION OF THE KINGCO LEAGUE AND CONFERENCE ARTICLE I: Name The name of this organization will be the KINGCO LEAGUE and will be referred to as “KingCo” in this handbook. Any reference to post- season events or regulations will be referred to as KingCo Conference in this handbook. ARTICLE II: Membership The following schools are the members of the KingCo: Bellevue, Bothell, Eastlake, Inglemoor, Interlake, Issaquah, Juanita, Lake Washington, Liberty, Mercer Island, Mt. Si, Newport, Redmond, Sammamish, Skyline and Woodinville. ARTICLE III: KingCo Purpose To promote communication and understanding between member schools by establishing policies, guidelines, and procedures which will govern all areas of the KingCo and KingCo Conference (i.e. to provide structure that will ensure representation for all activities and endeavors of the WIAA and the KingCo League). This purpose is supported through the following actions: Recognize that the primary responsibility of secondary schools is to educate youth; Provide structure that will ensure representation for student athletics and activities within the League and Conference; Emphasize interscholastic activities as an integral part of the total educational process; Formulate and maintain policies which will cultivate the ideals of good sportsmanship; Establish standards to insure the safety, health and general welfare of all participants; Protect students, schools and personnel from exploitation by special interest groups; Design all activities to provide for fair and equal opportunities for all participants; Promote uniformity of standards in interscholastic activities; Provide a clear channel of communication for member schools, coaches, parents and participants; Recognize excellence in performance as a result of training and practice in the competitive process; Encourage and promote diversity of its membership at all levels of the KingCo League and Conference. Mission: To provide an optimum educational opportunity for each individual student in all areas of growth and development. KingCo will accomplish this mission by working together to ensure mutual understanding, governance, community and direction between and for the member schools, while maintaining the integrity of the academic school day at each of the member schools. Operating Procedures KingCo Core Values We hold all participants and stakeholders accountable for their personal behaviors, actions, and decisions. We believe in providing inclusive, accessible, and equitable educational opportunities for all students. We believe that all individuals have the right to teach and learn in a safe environment. KingCo League Group Norms Respect others Professionalism Create opportunities for learning Communicate openly and honestly Seek to build community ARTICLE IV: Amendments The constitution may be amended by a two-thirds vote of all member schools. All proposed amendments must be presented at least one meeting before a vote may be taken on the amendments. 5 | P a g e ARTICLE V: Voting Each member school shall be granted one vote. All decisions shall be determined by a majority vote of qualified voters, provided a quorum of representatives from two-thirds of the member schools is present. Proxy votes from member schools in absentia are allowed. Evidence of a proxy is an e-mail or fax to the president by the end of the next business day. (Exception: League Membership Applications) ARTICLE VI: Discrimination There shall be no discrimination because of race, gender, religion, physical condition, sexual orientation or ethnic group by any activity, club, sport, or other school function or group governed by this constitution. ARTICLE VII: Structure A. Governing Bodies The organizational structure of KingCo is established to define and assign the operational responsibilities of the KingCo League and the KingCo Conference. The school has over 600 students, ranging from kindergarten to high school. A functional communication system on the school’s campus is of the upmost importance. Teachers and staff need to be able to communicate effectively with each other, during any situation. Prior to May 2017, the school’s communication equipment was basic, causing unreliable communication. Internal Communications Key to Operation At the Seattle Japanese School, effective internal communications is a necessary aspect of the school’s daily operation. The school sits on a large campus, which includes a sports field and a three-story, 323,000 square-foot building. Many areas on campus have little to no cell phone coverage. Featured Products: Since the campus is spread out, security and medical personal, administrators, • IDAS™ F4400DS Series teachers, and even the principal could be anywhere on the campus. The school’s communication plan requires all staff to have immediate communication with each other, at any given time. Due to the lack of cell service, teachers and staff had been using analog two- way radios to communicate with each other, security personal or emergencies services, if needed. While the analog radios where an improvement over cell phones, there were limitations that prevent the school from obtaining their desired internal communications.

    EVALUATION OF CURRENT FACILITY AND PROGRAMS The evaluation of current facilities and programs include a general overview of public facilities on the Eastside and the specific evaluation of the existing Bellevue Aquatic Center at Odle Middle School. THE BELLEVUE AQUATIC CENTER AT ODLE MIDDLE SCHOOL The 6 lane 25 yard pool (the Blue Lagoon) at the BAC/Odle was built in 1970 with the 1,750 square foot warm water therapy pool (Hot Springs) added in 1997 by the City of Bellevue when they took ownership of the facility from King County. The population of Bellevue in 1970 was 61,200. Today the population is 148,100. Over ten years ago the 2009 Bellevue Aquatic Center Feasibility Study concluded that the existing BAC/Odle pools could not meet existing demand when the population of Bellevue was 120,000. Today the lack of aquatic facilities to support the City needs is much worse with a population of 148,100 and growing. Waitlists for City swim lessons have grown to over 900 individuals. As great as the need for more pool space in Bellevue is, the need for specific varieties and types of pool space is even greater. Following is an assessment of the current BAC/Odle facility and programming. The majority of programming at the BAC/Odle is provided by independent outside contractors. The aquatic programs provided by contractors are described as follows in the Bellevue Recreation Department Connections publication: “The Bellevue Aquatic Center has a diverse group of contractors operating at our facility. These program areas include: physical, occupational, and recreational therapy, fitness and exercise programs, USS Swim teams, private and group swim lessons, triathlon training, springboard diving, and Scuba Diving.” SPLASHForward and ISG have spoken with many of these outside contractors in our analysis of the BAC/Odle facility as well as the needs and opportunities for a new Aquatic Center and the renovation of the existing BAC/Odle.
