ADMINISTRATIVE POSITIONS: September 1983 to Present Santa Barbara Health Authority Santa Barbara, CA POSITIONS: Deputy Director, Health Policy and Grant Development: August 1997 to February 2001 Responsibility for advising CEO and Board on matters of medical policy. Policy issues have included development of adult prevention guidelines, development of draft guidelines for distribution of enhancement funds. Working with funders and potential funding sources, develop concepts for grants and grant writing. Have attended conferences on medical issues for organized medicine entering the 21st century, substance abuse treatment and policy, and Hispanic health issues. Potential grant areas include: Diabetes and Asthma Case Management, closer cooperative collaboration with Mental Health Department, blended funding dual diagnosis comprehensive integrated interagency cooperative treatment approach, health and social service TV show for low income. Principle activity is work on Electronic Medical Records (EMR) project. This has involved working with CALINX, Pacific Business Group on Health (BGH), CMA, and California HealthCare Foundation (CHCF). Care Management Science Corporation had a grant based on SBRHA concepts and ground work funded by CHCF. This Internet connectivity project started in the fall of 1999. Medical Director/Director of Medical Services 1983–1997 This is a 90 million dollar, locally controlled, capitated, case-managed Medicaid pilot project, which as a Health Insuring Organization (HIO) contracts and pays claims for all residents of Santa Barbara County who are Medi-Cal recipients. As the Medical Director for the organization's first fourteen years, developed and implemented Quality Assurance (QA/Utilization Review (UR) system and on-site review; created Peer Review and Quality Assurance Committee developed Targeted Case Management Program. Responsible for Medical Department, including prior authorization, concurrent on-site review, quality assurance, utilization review, provider relations, health education (including Beneficiary Newsletter & Provider Newsletter), have done specific studies on cost effectiveness of air fluidized therapy, Health Hazard Appraisal, Inappropriate use of ER, and numerous QI and Peer Review studies. Worked with various provider committees, including the Physician Advisory Board Pharmacy Advisory Committee, Formulating Committee, Long Term Care 3 Committee, Discharge Planning Committee, Durable Medical Equipment Committee, Quality Improvement Committee and Peer Review Committee. Supervises production of quarterly Provider Newsletter and quarterly Beneficiary Newsletter. Provides input to other counties who are developing similar programs. ACHIEVEMENT: The Santa Barbara Health Initiative is an ambitious 95 million dollar, prepaid, capitated, case managed, locally controlled Medicaid managed care program, which has increased access to providers for beneficiaries, decreased costs and increased quality. SBRHA also administers AIM, Healthy Families, and soon CHDP. Have written and implemented Utilization Review protocols and utilization review process; developed and implemented quality assurance; written and implemented grant for the study of cost effectiveness of Health Hazard Appraisal in low income population; written and implemented grant to study the cost effectiveness of Clinitron bed, received funds for health education programs promoting early prenatal care, developed close working relationship with public and private agencies, work closely with health agencies involved with health education and health promotion. Have worked for almost two years to forward the implementation of an electronic medical record. Written several articles and made numerous presentations on our organization, successes, flexibility and concerns. Have received grants from HCFA, RWJ, March of Dimes, California State Health Department (in conjunction with SBCCA), consulted on EMS grant funded by Wellness Foundation. September 1982 to September 1983 COUNTY HEALTH OFFICER SUTTER COUNTY Yuba City, CA Position: Director of Sutter County Health Department Director of Sutter County Health Department with responsibility for all phases of public health including environmental health, maternal and child health, family planning, WIC nutrition program, communicable disease, epidemiology, venereal disease, care of jail and juvenile hall inmates. Staff of 35 – budget of $1,200,000. Head of Outpatient Department which provides primary care to Sutter County indigents and follows patient into hospital setting and also has associated specialty clinics. Staff of 17 – budget of $500,000. Ran Medically Indigent Adult (MIA) program which had a budget of $1,400,000. Director of that health department laboratory. 4 ACHIEVEMENTS: Finalized split of Sutter-Yuba Health Department, facilitated formation of Health Services agency joining the Health Department and the outpatient clinic which was formerly part of the hospital. Promoted community Wellness Program through health education division and health risk reduction grant. Worked with schools and various community groups to develop a community Responsible Drinking Program. Participated in analysis of the feasibility of continuing the county hospital and in closing the county hospital. Assumed responsibility for running the County Medical Services Program which administers the former Medi-Cal Medically Indigent Adult Program, including utilization review, case management and prior authorization. November 1974 – September 1982 SAN DIEGO STATE UNIVERSITY, San Diego, CA POSITION: Director, Student Health Services Supervise staff of over 100 full and part-time employees including eight full-time M.D.s and six half-time M.D.s and six consultants and six N.P.s. Facility provided health services to a population of 35,000 students with 350 to 450 patient visits daily. Had x-ray, lab, physical therapy, pharmacy, optometry, health education, in addition to ambulatory health and illness care. Annual budget – $1,800,000. ACHIEVEMENTS: Increased efficiency, productivity and patient satisfaction, improved management, increased skills of department supervisors, developed innovative programming in prospective medicine and holistic health and substance abuse treatment and prevention, incorporated nurse practitioners into student health center staffing, improved budgeting and administrative procedures, improved data collection, increased communication within center and between other campus units, introduced continuing education category I CME program, introduced medical quality control program. Responsible for planning and directing the student health care program. Provided more focus on prospective medicine, demystified medicine which respects rights and values of both consumer and provider. Delivered direct health care services to community of 10,000 people. Performed all facets of administration. Supervised a paid and volunteer staff of approximately eighty people; provided staff training; wrote grants. Interacted with a wide variety of community and government organizations and agencies. A unique community setting which helped to provide a stabilizing community influence through provision of needed service, building of self- help skills, and providing health education.
