We acknowledge and thank Somerset’s young people, parents and carers, volunteers and community members who took the time to participate in consultations. 3 Executive Summary Introduction Young people are the future community of the Somerset Region, so decisions made now will impact on them in the long term. Council has a strong commitment to realising its long term vision - of a natural, vibrant, prosperous, well planned and united Somerset. The Youth Engagement Strategy is a whole-of-organisation approach to how Council will engage young people as both citizens and as users of Council resources and services in working towards this vision. The strategy also outlines how Council will undertake advocacy, establish partnerships, and provide services to address the needs and aspirations of Somerset’s children, young people, parents and carers and the wider community. Background On 22 May 2013, Council adopted a Draft Youth Engagement Strategy which established a strategic approach to Council’s youth engagement, and mapped out potential youth engagement models that Council could utilise. In October that year a Youth Development Officer commenced at Council with a key responsibility to develop this strategy, and identify a model of youth engagement, leadership and active citizenship that would suit the local context and available resources. Key elements of the model which have been developed include the Somerset Youth Leadership Program, a framework for digital communication with young people, a range of activities which foster young people’s leadership and connection to their community and culture, and extensive use of partnerships to address issues that impact on young people’s wellbeing. Extensive consultation with young people and the community was undertaken in 2013 and 2014about what life is like living in the region, which, in turn, informed the strategy. In November 2016 the Youth Development Officer role was replaced with the Youth Engagement Officer role. The key areas for strategic direction identified in this strategy are central to the Youth Engagement Officer role. Purpose of the strategy - Provide a strategic direction for the work Council does for and with young people and their communities; - Provide direction for the work of the Youth Engagement Officer; and - Provide direction to Council on how to engage with young people as active citizens. This strategy uses the Australian Institute of Health and Welfare (2011) definition of young people as aged 12-24 years. A whole-of-Council and partnerships approach Council has a strong commitment to supporting young people and providing a range of active and engaging activities and opportunities, including: • Library services in Lowood, Esk, Toogoolawah and Kilcoy • Sport and recreation and environmental awareness activities • Bursaries for young achievers 4 • School Based Traineeships and Apprenticeships • Community activities and events • Volunteer training • Public spaces and parks • Programs delivered by the Youth Engagement Officer Just as meaningful youth engagement cannot be achieved by one role or department within Council, Council is an important, but not sole, contributor to the development of Somerset’s young people’s potential and wellbeing. The Youth Engagement Strategy therefore focuses on partnerships with community, government and business to holistically address identified priorities. In addressing these priorities, this strategy provides direction on what Council can advocate for with key stakeholders and government departments; what Council can partner or collaborate to achieve; and what Council can provide directly. Strategic directions and recommendations Key themes arising from the youth and community consultations in the development of this strategy included: • Communications • Education, Employment and Training • Health and Wellbeing • Recreation, Natural Environment and Public Space • Safety and Housing Security • Supporting Families, Carers, Youth Support Organisations and Volunteers • Transport and Access • Youth Leadership and Active Citizenship. The strategic direction and associated recommendations proposed to address these concerns are summarised below. Communications – Council has a role in advocating for better telecommunications technology for our region’s young people and in ensuring that we use effective methods of communicating with young people, their families and communities. Recommended actions: • continue to implement Council’s framework for digital communication with young people • seek suitable funding and partners to establish public access to internet connected computers through internet cafes or educational facilities. Education, Employment and Training – Council has a role in advocating for increasing access to and improving pathways to education and employment for our region’s young people. Council can take a role in working to establish strategic partnerships with educators, training organisations and employment services to increase access to high quality opportunities for young people, their families and communities. Recommended actions: • look at sustainable ways to expand the existing range of school based traineeships offered though Council 5 • seek suitable funding and partners to provide a Somerset Libraries homework and tutoring resource program • support regional providers to run alternative education programs for young people in the Somerset region, such as through the provision of in-kind assistance with space and funding application letters of support. Health and Wellbeing – the Somerset population has a number of poor health indicators as assessed by the Queensland Government Department of Health (2013).
