Theory and evidence from Egypt Tarek Masoud∗ Abstract Though Egyptian voters clearly evince a desire for Islamic law (however defined), public opinion research shows that they also want robust welfare states and significant redistri- bution. Though the application of Islamic law is the special province of Islamist parties, it is left-leaning, labor-based parties who are the primary champions of the economic poli- cies that Egyptians seem to desire. Why, then, do Egyptian voters select the former over the latter? This article argues that the answer lies not in the political unsophistication of voters, the subordination of economic interests to spiritual ones, or the bureaucratic and organizational shortcomings of leftist parties, but in the ways in which the social landscape shapes the opportunities of parties in newly democratized systems to reach potential vot- ers. -

European Community No. 26/1984 July 10, 1984 Contact: Ella Krucoff (202) 862-9540 THE EUROPEAN PARLIAMENT: 1984 ELECTION RESULTS :The newly elected European Parliament - the second to be chosen directly by European voters -- began its five-year term last month with an inaugural session in Strasbourg~ France. The Parliament elected Pierre Pflimlin, a French Christian Democrat, as its new president. Pflimlin, a parliamentarian since 1979, is a former Prime Minister of France and ex-mayor of Strasbourg. Be succeeds Pieter Dankert, a Dutch Socialist, who came in second in the presidential vote this time around. The new assembly quickly exercised one of its major powers -- final say over the European Community budget -- by blocking payment of a L983 budget rebate to the United Kingdom. The rebate had been approved by Community leaders as part of an overall plan to resolve the E.C.'s financial problems. The Parliament froze the rebate after the U.K. opposed a plan for covering a 1984 budget shortfall during a July Council of Ministers meeting. The issue will be discussed again in September by E.C. institutions. Garret FitzGerald, Prime Minister of Ireland, outlined for the Parliament the goals of Ireland's six-month presidency of the E.C. Council. Be urged the representatives to continue working for a more unified Europe in which "free movement of people and goods" is a reality, and he called for more "intensified common action" to fight unemployment. Be said European politicians must work to bolster the public's faith in the E.C., noting that budget problems and inter-governmental "wrangles" have overshadolted the Community's benefits. -

Excessive drunkenness, not alcoholism per se, was the primary concern of the two parliamentary parties. When Lloyd George entered Parliament the two major parties were the Liberals and the Conservatives. Temperance was neither a problem that Parliament sought to~;;lv~~ nor the single issue of Lloyd George's public career. Rather, temperance remained within a flux of political squabbling between the two parties and even among the respective blocs within each Party. Inevitably, compromises had to be made between the dissenting factions. The major temperance controversy in Parliament was the issue of compensation. Both Parties agreed that the problem of excessive drunkenness was rooted in the excessive number of public houses throughout Britain. -

The Bogeyman Show Notes Season 1, Episode 6 Welcome to episode six of the Time Pieces History Podcast. I can’t believe we’re halfway through the first season already! I decided we’d have some light relief today, and look at the legend of the bogeyman. This creature pops up around the world, not just in Britain, but he’s certainly significant. As part of my Time Pieces History Project I looked at some of my favourite books, so this episode is inspired by that, and in particular Raymond Briggs’ Fungus the Bogeyman, a family man who has questions about his life. If you haven’t read Fungus, I highly recommend getting yourself a copy. Briggs is probably more famous for his books The Snowman and Father Christmas, but I always preferred Fungus, perhaps because of Briggs’ lovingly-drawn illustrations of his underground world. It’s also full of puns and funny inventions, which made me laugh rereading it as an adult. Bogeymen like things damp and mouldy, and keep their clothes in a ‘waterobe.’ In private they’re polite and softly-spoken, and like to go to art galleries, where they get emotional over the paintings. Fungus’ day job though (or should that be night job?) is the more traditional bogeyman role, of scaring children, disturbing people’s sleep and turning milk sour. Over several pages, we see Fungus wondering if there should be more to his existence than traumatising humans, in scenes which are both hilarious and sad. Raymond Briggs put his own spin on the legend of the bogeyman, which is fine, because one good thing about them is that there’s no hard and fast rule on what one looks like, or what they do. -

Foreword erna brodber One afternoon when I was six and in standard 2, sitting quietly while the teacher, Mr. Grant, wrote our assignment on the blackboard, I heard a girl scream as if she were frightened. Mr. Grant must have heard it, too, for he turned as if to see whether that frightened scream had come from one of us, his charges. My classmates looked at me. Which wasn’t strange: I had a reputation for knowing the answer. They must have thought I would know about the scream. As it happened, all I could think about was how strange, just at the time when I needed it, the girl had screamed. I had been swimming through the clouds, unwillingly connected to a small party of adults who were purposefully going somewhere, a destination I sud- denly sensed meant danger for me. Naturally I didn’t want to go any further with them, but I didn’t know how to communicate this to adults and ones intent on doing me harm. -

Missing from this new agenda, however, is an understanding of the ‘cognitive constraints’ on actors, and how actors respond: i.e. the shape of the EU ‘political space’ and the location of social groups and competition between actors within this space. The article develops a theoretical framework for understanding the shape of the EU political space (the interaction between an Integration-Independence and a Left-Right dimension and the location of class and sectoral groups within this map), and tests this framework on the policy positions of the Socialist, Christian Democrat and Liberal party leaders between 1976 and 1994 (using the techniques of the ECPR Party Manifestos Group Project). -

07-Meunier 5/26/05 3:39 PM Page 125 ANTI-AMERICANISMS IN FRANCE Sophie Meunier Princeton University France is undoubtedly the first response that comes to mind when asked which country in Europe is the most anti-American. Between taking the lead of the anti-globalization movement in the late 1990s and taking the lead of the anti-war in Iraq camp in 2003, France confirmed its image as the “oldest enemy” among America’s friends.1 Even before the days of De Gaulle and Chirac, it seems that France has always been at the forefront of anti-American animosity—whether through eighteenth-century theories about the degener- ation of species in the New World or through 1950s denunciations of the Coca-Colonization of the Old World.2 The American public certainly returns the favor, from pouring French wine onto the street to renaming fries and toast, and France has become the favorite bogeyman of conservative shows and provided material for countless late-night comedians’ jokes.3 Surprisingly, however, polling data reveals that France is not drastically more anti-American than other European countries—even less so on a variety of dimensions. The French do stand out in their criticism of US unilateral leadership in world affairs and in their willingness to build an independent Europe able to compete with the United States if needed.4 But their overall feelings towards the US were not dramatically different from those of other European countries in 2004.5 Neither was their assessment of the primary motives driving American foreign policy, and US Middle East policy in partic- ular.6 Furthermore, despite what seems like growing gaps in their societal val- ues (especially regarding religion), French and American public opinions agree on the big threats facing their societies, and they still share enough values to cooperate on international problems. -

Two Political Blocs Compete for Power in Egypt's Parliament
Two political blocs compete for power in Egypt's parliament Battlelines in Egypt's new parliament are being drawn, with two coalitions of MPs likely to emerge, based on the distribution of key posts, rather than ideology or political platforms Gamal Essam El-Din , Saturday 2 Apr 2016 Egyptian parliament (Reuters) The internal bylaws of Egypt's parliament – the House of Representatives – were finally passed in a plenary session 30 March. They are expected to be ratified by President Abdel-Fattah El-Sisi and then issued into a law this week. According to Article 97 of the new bylaws, MPs are allowed to join ranks in parliamentary blocs, but for a parliamentary bloc to be officially recognised, it must be supported by a minimum of 25 per cent of MPs drawn from at least 15 governorates. Rami Mohsen, manager of the National Centre for Parliamentary Consultancies (NCPC), says the ratification of the bylaws this week will compel MPs to join blocs. "All MPs know that the ratification of the bylaws will be immediately followed by forming parliamentary committees, and in order to compete for the leading posts of these committees they must be members of powerful blocs," said Mohsen. Mohsen expects that the 25 per cent stipulation will result in two main political blocs being formed and officially recognised by parliament. "The largest bloc will be the Support Egypt coalition, comprising around 300 MPs (around 50 per cent) and largely supportive of President Abdel-Fattah El- Sisi's political agenda," said Mohsen. Article 90 of the bylaws requires the heads of parliamentary coalitions to submit a complete list of MP members, along with the coalition's own governing regulations, to the house's internal bureau (the speaker and two deputies) before the bloc is officially recognised.
