T h e Speaker shall take the Chair every day at the hour to which the House shall have adjourned ; shall call the Members to order; and, on the ap pearance of a quorum, shall proceed to business. II. He shall preserve decorum and order; may speak to points of order in preference to other Members ; and shall decide all questions of order, subject to an appeal to the House by motion regularly seconded ; and no other business shall be in order till the ques tion on the appeal shall have been decided. III. He shall declare all votes; but, if any Member rises to doubt a vote, the Speaker shall order a re turn of the number voting in the affirmative, and in the negative, without any further debate upon the question. IV. He shall rise to put a question, or to address the House, but may read sitting. V. In all cases the Speaker may vote. 4 Duties of the Speaker. Ch. I. VI. When the House shall determine to go into a Committee of the whole House, the Speaker shall appoint the Member who shall take the Chair. VII. On all questions and motions whatsoever, the Speaker shall take the sense of the House by yeas and nays, provided one fifth of the Members pres ent shall so require. -

Missing Cats, Stray Coyotes: One Citizen’s Perspective * Judith C. Webster , Vancouver, British Columbia, Canada Abstract : The author explores the issue of urban coyotes and coyote management from a cat owner’s perspective, with specific examples from Vancouver, B.C., Canada. Following a personal encounter with two coyotes in July 2005 that led to the death of a cat, the author has delved into the history of Vancouver’s “Co-existing with Coyotes”, a government-funded program run by a non- profit ecological society. The policy’s roots in conservation biology, the environmental movement, and the human dimensions branch of wildlife management are documented. The author contends that “Co-existing with Coyotes” puts people and pets at greater risk of attack by its inadequate response to habituated coyotes, and by an educational component that misrepresents real dangers and offers unworkable advice. -

Notable Mayflower Descendants: Benedict Cumberbatch Richard Hall z Benedict Cumberbatch is an award-winning British actor probably best known as Sherlock Holmes in the BBC and PBS television series Sherlock. Memorable film roles include Star Trek: Into Darkness (2013), The Imitation Game (2014), and Doctor Strange (2016). In recent years, various surprising familial connections have been reported regarding Benedict Cumberbatch. These include a distant kinship to Sir Arthur Conan Doyle, creator of the Sherlock Holmes character,1 and Alan Turing, the computer scientist and mathematician Cumberbatch portrayed in The Imitation Game.2 Not long ago, while tracing Benedict Cumberbatch’s ancestry, I made my own surprising discovery. In early 2017, I discovered an application for membership to the National Society of the Sons of the American Revolution for Robert Cecil Cumberbatch,3 brother of Henry Carlton Cumberbatch (Benedict’s grandfather). The two brothers were great-grandsons of John Langdon of Boston, a “Cornhill” bookseller and patriot in the American Revolution.4 After the war, Langdon was appointed by Washington to a position in the Boston Custom House.5 Even more surprising than American ancestry for Cumberbatch, was the discovery that Langdon’s wife, Mary Walley, was a descendant of Mayflower passenger John Alden, thus giving the British actor a genealogical connection to Plymouth and the Pilgrims. Chapel Hill 2012 Approved By, Brigid Cohen, chair Allen Anderson Annegret Fauser Mark Katz Severine Neff © 2012 Daniel Guberman ALL RIGHTS RESERVED ii ABSTRACT DANIEL GUBERMAN: Composing Freedom: Elliott Carter’s ‘Self-Reinvention’ and the Early Cold War (Under the direction of Brigid Cohen) In this dissertation I examine Elliott Carter’s development from the end of the Second World War through the 1960s arguing that he carefully constructed his postwar compositional identity for Cold War audiences on both sides of the Atlantic. The majority of studies of Carter’s music have focused on technical aspects of his methods, or roots of his thoughts in earlier philosophies. Making use of published writings, correspondence, recordings of lectures, compositional sketches, and a drafts of writings, this is one of the first studies to examine Carter’s music from the perspective of the contemporary cultural and political environment. In this Cold War environment Carter emerged as one of the most prominent composers in the United States and Europe. I argue that Carter’s success lay in part due to his extraordinary acumen for developing a public persona. And his presentation of his works resonated with the times, appealing simultaneously to concert audiences, government and private foundation agents, and music professionals including impresarios, performers and other composers. -
