About Nyandarua County Government

he mission of Nyandarua County Government is to provide an enabling social, eco- Tnomic and political environment for the holistic transformation of all its citizens. The County’s vision is to be a productive, prosperous, secure and newly-industrialized County that adds value to its citizens and competes effectively in the 21st century.

Located North-West of the former , Nyandarua is an estimated 150 kilo- metres away from the Kenyan capital, Nairobi. Nyandarua has high growth prospects sup- ported by a business-friendly County Government, vibrant human capital, coupled with diverse, rare and abundant natural resources. The County is at the heart of the Mt. Kenya tourism circuit, linking tourists headed to the wider Mt. Kenya region. The current Gov- ernor, His Excellency Francis Kimemia, was elected the second head of the County in the 2017 General Elections.

Governor Kimemia also chairs the Central Region Economic Bloc (CEREB), whose pri- mary objective is leveraging on economies of scale in undertaking joint development projects and activities for its 10 member counties: Meru, Tharaka Nithi, Embu, Kirinyaga, , Laikipia, Nyandarua, Murang’a, and . Mt. Kenya region is endowed with enormous resources, including a youthful and vibrant population driving innovation and productivity. It also has rich climatic conditions which enable production of a variety of crops critical for national and international markets, among other resources. The region is also strategically placed close to critical markets of the country and wider region. The County boss has been heading the bloc since 2017.

Our vision is to be a productive, prosperous, secure and newly-industrialized County that adds value to its citizens and competes effectively in the 21st century. It is clear in my mind that the transformation of the lives of our people to sustainable levels of development will only be possible when we pro- vide an enabling social, economic and political environment. Today, I reiterate my determination and commitment to fully operationalize my Manifesto, which is based on six key pillars: 1. Good Governance (Peace, Security, Democracy, and Rule of law); 2. Social Sector Development (Education, Health, Culture, Rights, Social Dimension and Services); 3. Infrastructure Development (Water, Irrigation, Sewerage, Energy, Transport and Communication, ICT, Sports, Tourism, and Environment); 4.Financial and Trade Services and Entrepreneurship Development; 5. Agriculture Development, Environmental Conservation; and 6. Investments and Industrialization. I am pleased to note that the great people of Nyandarua are fully engaged in matters that affect their destiny in tandem with the Constitution and, together, we are progressively implementing our second County Integrated Development Plan (2018-2022), which flows from my manifesto and feedback received through rigorous public participation. Due to limited financial resources, roll-out of flagship projects has been on a gradual basis rather than in one big bang. This is the reason we have been active at the Council of Governors – where I chair the Water, Forestry and Natural Resources Management committee - and other internal and external fora to promote our interests. My administration is also working closely with His Excellency President Uhuru Kenyatta, who not only chose to become Nyandarua’s Governor Number One, but has also been actively supporting our County’s transforma- tion from the least-developed and poorest per capita in the former Central Province. Make no mistake: We cannot play the card of marginalization forever. We have a rendezvous with destiny. Let us keep rising and marching forward. Provision of medical services under the Beyond Zero Mobile Clinic program at Gwa Kung’u, a hard-to-reach area in Leshau Ward, Ndaragwa Sub-County. Her Excellency the First Lady (Amb.) Ann Kimemia has been at the forefront in advocat- ing for affordable and accessible healthcare, especially for expectant and nursing moth- ers; children, the elderly and people living with disabilities. The County Government has noted a rise in antenatal care uptake in areas visited. Following a directive from His Excellency Governor Francis Kimemia, teams from the Department of Health Services have also managed to trace several children who had de- faulted on routine immunization.

Ongoing enforcement of the 50 kilograms potato-packaging regulations.

Nyandarua, Nakuru, , Elgeyo Marakwet, Uasin Gishu and West Pokot counties are implementing the regulations in conjunction with the State Department for Crop Development, Agriculture and Food Authority, National Potato Council of Kenya and the Agricultural Council of Kenya. The potato sector in Kenya contributes directly to the livelihood of close to one mil- lion farmers and also indirectly supports close to 3.5 million value chain actors. It is worth over KShs. 70 billion and has the potential to contribute over KShs. 200 billion to the economy. Nyandarua is Kenya’s leading potato producer. His Excellency Governor Francis Kimemia has directed all County Government of- ficials to work closely with law enforcement agencies and the Judiciary to ensure full compliance with existing regulations, which were first enacted under his tenure.

is Excellency Governor Francis Kimemia at Mutanga Catholic grounds in Kiriita Ward, Ndarag- Hwa Sub-County, where he presided over the issuance of cheques worth KShs. 74,008,200 to farmers' groups under the Kenya Climate-Smart Agriculture Project (KCSAP). The initiative, which aims at increasing agricultural productivity and building resilience to climate change risks in targeted smallholder farming and pastoral communities, focuses on Irish potatoes; dairy; commercial peas and indigenous chicken value chains in Kiriita and Leshau Pondo wards of Ndaragwa Sub-County, Kipipiri and Githioro wards of Kipipiri Sub-County, alongside Githabai and Murungaru wards of Kinangop Sub-County. Jointly supported by the World Bank Group, Government of Kenya and Nyandarua County Govern- ment, the project has supported the successful vaccination of dairy cows against not only Foot and Mouth disease, but also Lumpy Skin disease.

Like Nyandarua’s other urban centers, Mairo-Inya Town in Ndaragwa Sub-County is benefitting from an ongoing uplift by the County Government, including cabro works; drainage; pedestrian walkways; expansion and improvement of parking spaces. Speaking while inspecting the works, His Excellency Governor Francis Kimemia noted that the upgrades will enhance the ease of doing business, bridge the public amenities gap and create jobs in the fast-growing town. Expressing his satisfaction at progress made, the Governor directed the contractor to ensure the project is completed on time and within budget.

The project is designed to serve Kiriita, Leshau Pondo and partially Ndaragwa Central wards respectively, covering an area of 370km2 with a projected population of 70,000 people against a water demand of 5000m3 per day. It was rehabilitated by the National Government in conjunction with the County Government at a cost of KShs. 90 million and KShs. 60 million respectively. Rehabilitation works by the National Government are over 95 per cent complete, with the project commis- sioning and testing having commenced on November 5, 2020.

This was done by the Department of Water, Environment, Tourism and Natural Resources through Nyandarua Water and Sanitation Company Limited, which is the service provider within the area. The provider is working hand-in-hand with the contractor to ensure the system is water-tight and the com- munity receives efficient and effective services. The project is under a six months’ liability period. To ensure access to clean water for the surrounding community, the County Government has extended over 70 kilometres of distribution networks since 2017 at an estimated cost of KShs. 50 million with pipe diameters ranging from 4” to 1 ½”. The company is pumping an average of 1000M3 of water per day and has connected 150 new households. A total of 1,050 households are benefiting from the project, with an estimated population of 5,250 people from nearby institutions. Some of the areas in which the project is fully operational include Mairo-Inya scheme, with 1.500 beneficiar- ies; Mung’etho / Ndemi Scheme, with 1,000 beneficiaries; alongside Shauri, Mbuyu, Kagondo, Kamukunji, Mutanga, Gwa Kung’u and Leshau water schemes. Areas in which testing is in progress include Kiandege, Karagoini, Ndogino (where Nyala Dairy is connected) and Raiziri. Areas of supply awaiting immediate connection and testing include Nyakinyua, Muthiga, Karampton, Baari, Mithuri and Ndururi.

Free milk for ECDE learners

he Department of Education, Culture and the Arts finalized countywide distribution of free milk Tunder Nyandarua County’s Early Childhood School Feeding Programme. Co-ordinated by Ward Administrators, the initiative aims at transforming the pupils’ lives by provid- ing access to a packet of free nutritious fresh milk three times a week while aiding their mental and physical development.

Headmasters and senior teachers said the consignment, which is expected to cover the whole of this academic term has enhanced pupils’ attendance.

His Excellency Governor Francis Kimemia, who first unveiled the initiative at Kagondo Primary School in Gwa Kung’u, Ndaragwa Sub-County on February 23, 2018, has assured parents that each of the 22,700 learners in the County Government’s 498 ECDE centers will benefit from the exercise.

is Excellency Governor Francis Kimemia unveiled the KShs. 4.5 million-worth facility Hlast year at Ol’Kalou Youth Centre, where services are offered to talented youth at no cost. Equipped with computers, free Wi-Fi services are also available at the studio, which was built in Financial Year 2019/20. The County Government continues to sound-proof the facility, amidst plans to install video equipment. Miharati and Njabini Youth Centers will soon be operational after fiber connectivity.

n furtherance of its commitments Ito revamp the information com- munication technology sector in Nyandarua, His Excellency Governor Francis Kimemia partnered with the Ministry of Information Communi- cation and Technology on March 25, 2019 to unveil the Ajira Digital Project in Ol’Kalou. The initiative seeks to position Nyandarua as a choice labor destina- tion for multinational companies while encouraging local corporates and the public sector to create digital work by: 1. Providing training to over 10,000 youth and connecting them directly to the Ajira Digital plat- form; 2. Promoting a mentorship and collaborative learning approach to finding online work; 3. Enabling 10,000 youth’s access to digitally-enabled jobs and business opportunities by 2022; 4. Promoting Nyandarua as a destination for online workers; 5. Enabling Nyandarua County government to provide work through local online platforms to youths; and 6. Undertaking an awareness campaign to create awareness on availability of digital work to un- employed youth countywide, demystify perceptions about digital work (online work is work) and demonstrate the benefits of Ajira Digital by inviting youth to enroll into the program at www.ajiradigi- tal.go.ke and popularize online work among their networks Phase 1 of the project aims to provide training to 8,000 inexperienced online workers with basic soft skills and introduction to online work skills and 2,000 experienced online workers with skills to scale up their business, in addition to mentorship for the new online workers to affirm their dignity in the profession. Governor Kimemia thanked the National Government for providing facilitators to train Trainers of Trainers and mentors who will continue with the process after the initial five-day training at the Miha- rati Vocational Training Center. Our support is robust, notwithstanding limited devolution of the education levels. Projections for bursaries . KShs. 121 million will have been disbursed by the end of this Financial Year. The County Government has automated applications for convenience, real time release of funds, immediate feedback and transparent scoring depending on the level of need. . We are working closely with the County Education Board (CEB), where we are represented by our County Executive Committee Member, to improve the quality of education. . The intergovernmental committee on education standards appointed by His Excellency the Governor has developed a concept paper, log frame and initial work plan addressing all levels of education. It will commence operations once schools re-open.

Speaking when he donated KShs. 500,000 to Mr. Simon Ndirangu at Kenyatta University on July 7, 2020, Governor Kimemia announced his readiness to back indigenous ground-breaking innovations.

“Any Nyandaruan who is at the forefront of resolving complex challenges facing our society should liaise with me directly via governor@ nyandarua.go.ke or the nearest County Govern- ment office,” said the Governor.

Mr. Ndirangu, who hails from Kiriita Ward in Ndaragwa Sub-County, has come up with an innovation that uses 3D-printing to produce nasal swabs.

The fourth-year biotechnology student explained that the swabs are made using a technology called Acrylonitrile Butadiene Styrene (ABS), a common thermoplastic polymer used in food packaging.

His innovation was largely triggered by a shortage of swabs, which has been a major hindrance in the ongoing fight against the Covid-19 pandemic.

“With the increasing cases of the virus in the country, my innovation once approved by the Ministry of Health might come in handy for testing a larger group of people compared to what is happening today,” he said.

With only two major producers of swabs in the world, the young innovator intends to produce 1,000 swabs per printer daily at the varsity’s Business Innovation and Incubation Center, at an affordable price of KShs. 100 per swab.

The easy-to-use swabs have a molded breaking point that allows health workers to easily break off the swabs instead of using scissors, which he termed as unsafe.

“These swabs are easier to use than the ones already in use,” added an upbeat Mr. Ndirangu.

Ndirangu, who takes pride in Nyandarua, urged fellow youth to come up with new ideas that will be of benefit to them and the community at large.

Governor Kimemia congratulated Mr. Ndirangu for the timely innovation, terming it a milestone in the fight against Covid-19.

“My Government is keen on tapping such young innovative brains by providing relevant forms of support, including industrial linkages, moral and financial support,” he said.

Ahead of his election in 2017, the County boss pledged to intensify the County Government’s engagement with citi- zens, professionals, investors and other partners in sharpening Nyandarua’s development priorities.

The Governor was accompanied by Mr. Ndirangu’s parents, Mzee Samuel Ndirangu and Mama Saraphina Wanjiru.
