This has been our tradition in the last six years to provide capital budget information to all Nigerians. The pullout provides information on federal Ministries, Departments and Agencies, names of projects, amount allocated and their location. However, this is to take to the doorstep of the nomadic and other disadvantaged groups, education.Perhaps, as directed by the Nigerian National Policy on Education. The nomadic population in Nigeria has been estimated to be about 9.3 million people of whom about 3.1 million are juvenescence school-aged children. The prepotencies of this population are pastoralists, whereby the remaining population consists of fisher folk and farmers.Fisher Folk Education programs are being implemented in some parts of the country considered to have fisher folk communities with larger populations, such as Rivers, Bayelsa, Cross River and Akwa-Ibom states among others. However, none of such educational set-ups is in place in Northern Nigeria, whereas there is the need, as in the case of Yauri Emirate of Kebbi state. It plays an intrinsic role in almost all segments of the people‟s cultural life. In the Ọjị Ezinihitte festivity the „kola tradition‟ is meaningfully and elaborately celebrated. This article examines the importance of Ọjị within the context of Ezinihitte socio-cultural heritage, and equally accounts for continuity and change within it. An eclectic framework in data collection was utilized for this research. This involved the use of key-informant interviews, direct observation as well as extant textual sources (both published and un-published), including archival documents, for the purposes of the study. In terms of analysis, the study utilized the qualitative analytical approach. This was employed towards ensuring that the three basic purposes of this study – exploration, description and explanation – are well articulated and attained. The paper provided background for a proper understanding of the „sacred origin‟ of the Ọjị festive celebration. Through a vivid account of the festival‟s processes and rituals, it achieved a reconstruction of the festivity‟s origins and evolutionary trajectories and argues the festival as reflecting the people‟s spirit of fraternity and conviviality. -

Federal University of Technology Owerri, Imo State [email protected] ABSTRACT: Medicinal plants are those plants that are used (parts, extract etc) in treating and preventing specific ailments and diseases that affect human beings. Hence the important role of medicinal plants in health care delivery (services) cannot be over emphasized. This research is on the identification and traditional uses of some medicinal plants in Ezinihitte Mbaise Local Government Area, furthermore the traditional use of medicinal plants for preventive and curative purposes among people of Ezinihitte Mbaise Local Government Area are handed down to the people from generation to generation and have become paramount in almost every household. To this extent several species of medicinal plants such as Gongronema latifolia, Asmina triloba, Aspilia africana, Azadirachta indica, citrus aurantifolia, etc were identified to be naturally distributed in all the autonomous communities in Ezinihitte Mbaise Local Area. Most plant parts (extract) identified eg.( bark root, seeds, fruit, leaf) serve as major source of active ingredient and products of secondary metabolites e.g alkaloid, terpenoids etc used in curing diseases, production of drugs as well as in maintaining good health by both the traditional and orthodox medical practitioners. -

The overall objective of the Niger Delta Support Programme (NDSP) is to mitigate the conflict in the Niger Delta by addressing the main causes of the unrest and violence: bad governance, (youth) unemployment, poor delivery of basic services. A key focus of the programme will be to contribute to poverty alleviation through the development and support given to local community development initiatives. The NDSP4 aims to support institutional reforms and capacity building, resulting in Local Gov- ernment and State Authorities increasingly providing infrastructural services, income gener- ating options, sustainable livelihoods development, gender equity and community empow- erment. Spatial Appraisal of Problems and Prospects of Fertilizer Use for Agriculture on the Environment in Mbieri, Mbaitoli Local Government Area, Imo State Nigeria

ABSTRACT: This study appraises the spatial problems and prospects of fertilizer use in agriculture on the Environment in Mbieri, Mbaitoli Local Government Area of Imo State. Structured questionnaires were sampled in the each villages randomly selected from the seven autonomous communities of Amaike-Mbieri, Awo Mbieri, Ezi-Mbieri, Ihitte Isi-Mbieri, Obazu Mbieri, Obi-Mbieri and Umueze-Mbieri for collection of data. The data were analysed using descriptive statistical tools of tables, charts and graphs. The outcome showed that 71.2% of the farmers do not have University Education. All the kinds of fertilizer in use in the study area contain Nitrogen with NPK 20-10-10 the most sought-after (35%). The major source of fertilizer in the study area is the open market while 54% of the farmers say they prefer the application of fertilizer NPK for replenishing lost soil nutrients. Finally, 60% of the Farmers in the study area use surface broadcast method in application of fertilizer NPK on their farms. However, some of this nitrogen compounds are washed down through surface runoffs causing pollution and eutrophication of the Ecosystems and water bodies. -

[email protected] ABSTRACT: We investigated the willingness to adopt planted fallows as replacement to the natural fallows among farmers in Owerri Agricultural Zone of Central Southeastern Nigeria, in 2006. Structured interview schedule was used to generate socioeconomic data from respondent farmers. Data were analyzed using percentages and multiple regressions for socioeconomic analysis. Soil samples were also collected from soils under natural fallows but of 5 different fallow lengths. These surface soil samples were analyzed using laboratory techniques for status of soil fertility indices. Resulting data were subjected to Analysis of Variance (ANOVA) and means were separated using the least significant difference (LSD) at 5% level of probability. While analysis of socio-economic data showed that adoptability of fallows had good relationship with education, age and farm size; soil data indicated inability of natural fallow to cope with soil productivity demands at all fallow lengths studied when judged with existing standards. Establishment of planted fallows in demonstration farms of Agricultural Development Programmes (ADPs) of the agroecology, and studies on them may enhance certainty in the prediction of adoptability of these novel techniques of soil fertility regeneration. -
List of Community Banks Converted to Microfinance Banks As at 31St
CENTRAL BANK OF NIGERIA IMPORTANT NOTICE LIST OF COMMUNITY BANKS THAT HAVE SUCESSFULLY CONVERTED TO MICROFINANCE BANKS AS AT DECEMBER 31, 2007 Following the expiration of December 31, 2007 deadline for all existing community banks to re-capitalize to a minimum of N20 million shareholders’ fund, unimpaired by losses, and consequently convert to microfinance banks (MFB), it is imperative to publish the outcome of the conversion exercise for the guidance of the general public. Accordingly, the attached list represents 607 erstwhile community banks that have successfully converted to microfinance banks with either final licence or provisional approval. This list does not, however, include new investors that have been granted Final Licences or Approvals-In- Principle to operate as microfinance banks since the launch of Microfinance Policy on December 15, 2005. The Central Bank of Nigeria (CBN) hereby states categorically that only the community banks on this list that have successfully converted to microfinance banks shall continue to be supervised by the CBN. Members of the public are hereby advised not to transact business with any community bank which is not on the list of these successfully converted microfinance banks. Any member of the public, who transacts business with any community bank that failed to convert to MFB does so at his/her own risk. Members of the public are also to note that the operating licences of community banks that failed to re-capitalize and consequently do not appear on this list, have automatically been revoked pursuant to Section 12 of BOFIA, 1991 (as amended). For the avoidance of the doubt, new applications either as a Unit or State Microfinance Banks from potential investors or promoters shall continue to be received and processed for licensing by the Central Bank of Nigeria. -

ABSTRACT Contrary to prevailing notions, Nigerians, inspite of their distance from the theater of war, felt the great impact of World War II and made substantial sacrifices which contributed to Allied victory over Nazism. Kola Nut (Oji) Cultural Festival in Ezinihitte Mbaise, Imo State N.C. Ihediwa, V. Nwashindu, and C.M. Onah Department of History and International Studies University of Nigeria, Nsukka Abstract The common saying in Igboland is that every other culture group in Nigeria eats kola nuts, but it is only in Igboland that kola nut oji is not only eaten, but also celebrated. This position is true of the Igbo who do not cultivate kola nuts in abundance as a commercial venture like the Yoruba, but have deep reverence for the fruits because of its significance in the Igbo worldview. The Igbo do not eat this fruit like other groups in Nigeria, who essentially eat it for its sedative qualities as well as a hunger therapy, or who use it because of its role as stimulant and aspirin, nicotine and caffeine put together. The social significance of this fruit has lifted it from a mere unprofitable luxury to a vital necessity in the social and cultural settings of the Igbo, particularly the Ezinihitte Mbaise group in Imo State. Here kola nut cultural festival is celebrated annually and on rotation amongst the sixteen communities that make up the local government council area. The Oji Ezinihitte Mbaise cultural festival is not only an occasion for the communities to examine their progress and challenges, but also one for attracting visitors, friends and well-wishers from far and near to be part of a cultural fiesta that entertains guests to their souls. It is also used as a medium to attract government in their developmental projects as well as brain storm on other possibilities. -
