Flag Flying Protocol
Protocol for Flag Flying on Tameside MBC Buildings (As Approved by the Council in June 1974 and Amended in September 2009) Preamble The Council last formally reviewed its flag-flying protocol in 1974 on the establishment of Tameside MBC. The protocol follows guidance issued by the Department for Culture, Media and Sports (DCMS) and its predecessor Departments. The Union Flag is flown at full-mast all year round on all civic buildings in the Borough which have a flag pole, these are: Ashton Town Hall; Concord Suite, Droylsden; Denton Town Hall; Dukinfield Town Hall; George Lawton Hall, Mossley; Hyde Town Hall; Mottram Court House; and Stalybridge Civic Hall Protocol For Flag Flying 1. The Union Flag is to be flown at full mast on civic buildings all year (together with other flags where in accordance with the protocol, for example the Cross of St George being flown on St George’s Day). 2. Death and Funeral Commemoration The Union Flag will be flown at half mast (from 8am until sunset) on the following occasions across all buildings unless stated otherwise: 1. Death of The Sovereign – from announcement of death to day of the funeral except on Proclamation Day when the flag will be hoisted to full mast from 11:00 hrs until 13:00 hrs the following day on all buildings. 2. Death of a member or near relative of the Royal Family or the funeral of members of the Royal Family – subject to special command from Her Majesty. 3. The funerals of Prime Ministers and former Prime Minister – subject to special command from Her Majesty. -

The First Day of Winter, Is Very Significant in Terms of Our Commitment to Caring for Rough Sleepers
Supporting the homeless Today (1 December) the first day of winter, is very significant in terms of our commitment to caring for rough sleepers. It’s the date when we start implementing the Cold Weather Protocol and work with charities and partners across Greater Manchester to provide interventions for those living on the streets. Until the start of April we’ll be reviewing the weather on a daily basis. Whenever the night temperature for Tameside is forecast to fall to zero or below, the Protocol will come into force. Tameside Housing Advice will place a notice on the front page of its website by 11am and we’ll be joining with partners to provide additional emergency overnight accommodation. Anyone needing such accommodation must contact Tameside Housing Advice and its offices are at 119-125 Old Street, Ashton. They’re open Monday to Thursday (9am to 3pm) and Fridays (10am to 3pm). Outside these hours referrals under the Protocol can be made by calling 0161 331 2700/2888. The Protocol comes alongside the recent announcement of Greater Manchester’s commitment to support our vulnerable, rough sleepers into accommodation. I am pleased that our Pension Fund, which is always pushing the frontiers in making local investment has played a key role in investing in the £1.8 million social impact scheme. This sees the newly formed Greater Manchester Homes Partnership providing the support needed to help rough sleepers take a tenancy in one of 270 homes to be made available by 15 Greater Manchester housing providers and two private rented- sector partners. -

Which has been produced in line with Part 6 of the Traffic Management Act 2004. The report has been produced to provide an insight into why parking controls are necessary. The report includes information on the parking of vehicles both on and off street and bus lane enforcement. An efficient parking enforcement operation supports the local economy, allows residents to park within their designated parking zones and plays a significant part in improving road safety and reducing journey times and delays for all road users. We need to balance the needs of different groups of people within the Borough and ensure the system is fair for all. The report sets out the relationship between an affordable parking regime and economic activity, both for the trade and retail offer in town centres and the need for parking facilities throughout the rest of the Borough. It balances a variety of considered options for parking charges within the Borough, taking into account the recent closure of car parks and competition from other car park providers, whilst also recognising current income targets and projected outturns. In July the University of Manchester Archaeology Unit closed necessitating the transfer elsewhere of the long running research project, which had been founded in 1990 with Tameside MBC funding. The new home of the survey project from September 2009 is the Centre for Applied Archaeology at the University of Salford. The new Centre is based at the University of Salford's CUBE Gallery on Portland Street, Manchester, and is staffed by Dr Michael Nevell, Brian Grimsditch and Adam Thompson, all of whom have a long association with Tameside’s archaeology and history. This newly established research unit will investigate archaeological sites, historic buildings and industrial heritage in Tameside and across the North West, giving local communities opportunities to take part in actual excavations. The Tameside Archaeological Survey will be one of the flagship research projects for the Centre over the next five years. The Vice-Chancellor of the University of Salford, Professor Martin Hall, welcomed the new Centre stating that "The Centre's work is critical for preserving the region's urban fabric. It will also act as a dynamo for an army of volunteers from school kids to pensioners who'll turn out to work on sites. -
