4. GENERAL INFORMATION Sports events of the 30st Summer Universiade 2019 Napoli - , shall be organized in the accordance with the most recent technical rules of the appropriate ISFs unless otherwise stated by the FISU Executive Committee. The Athletics events shall be organized in accordance with the most recent technical regulations of the International Association of Athletics Federations (IAAF). In case of disagreement in the interpretation of these rules, the English text will be regarded as authoritative. The program and duration of the competitions will be fixed by the FISU Executive Committee in agreement with the Organizing Committee (OC) and the CTI-UE.

4.1 General Competition Schedule

4.2 Athletes Villages

The Delegations will be divided by sport in the 3 Main AV Areas as follows:

 Napoli – AVN1 (Athletes’ Village Napoli 1)

5. COMPETITION INFORMATION

5.1 Technical Committee

In accordance with Article 3.6 of the Regulations for the 30stSummer Universiade 2019 Napoli - Italy, there shall be a Technical Committee (CT) for each sport in the Summer Universiade program.

5.2 Technical Regulations The sports events of the 30th Summer Universiade Napoli 2019 must be organized in accordance with the most recent technical rules of the appropriate ISFs unless otherwise stated by the FISU Executive Committee.

The Athletics events will be organized in accordance with the most recent technical rules of the International Association of Athletics Federations (IAAF). In case of disagreement in the interpretation of these rules, the English text will be regarded as authoritative.

Each country is authorised to enter in:

a) an individual event: up to five athletes in each individual event of whom up to two (2) may participate provided all of them shall have achieved the entry standard for that event in the year before the Summer Universiade (from 1.1.2018 on). Countries who have no male and/or no female qualified athletes at an event may enter one (1) male and/or one (1) female athlete, who have not achieved the entry standard.

b) a team event one (1) team. New: If a country entering a relay team and has already entered athletes in 100 / 200 m (in relation to 4x100m relays), 400m (in relation to 4x400m relays), these athletes must be part of the relay team. For example: one team has 4 members, if 2 of these athletes participate in 100/200m, only 2 additional athletes can be accepted for the relay event.

c) For the half-marathon and 20-km walk for men and women,

(I) a maximum of three (3) athletes, all of whom have achieved the entry standard of the event in the year before the Summer Universiade (from 1.1.2018 on) or one (1) who has not achieved the entry standard.

(II) Each delegation entering a race walk or half-marathon team shall take part with three (3) athletes.

(III) The times of the first 3 (three) finishing athletes of each team shall be aggregated in order to determine the team classification, the team with the lowest aggregate time being the winner, and so on.

(IV) A tie shall be resolved in favour of the team whose last scoring athlete finishes nearest to the first place.

(V) All athletes finishing shall be classified individually and shall be eligible for individual awards.

(VI) A team finishing with less than three (3) athletes will not be classified in the team result.

One (1) day prior to the first General Technical Meeting and no later than 12:00, the Head of Delegation or his/her representative shall confirm and sign the official list of all athletes at the Technical Information Centre (TIC) or the Sport Information Centre (SIC). The final confirmation of entries per event for the first day of competition is one (1) day prior to the first General Technical Meeting and no later than 12:00 at the TIC. The final confirmation of entries per event for the remainder of the competition days is at 9:00 on the day prior to the first round of the respective event at the TIC. Any entry not duly confirmed, will not be taken into consideration except for force majeure.

The minimum qualification standards for track and field events are agreed by the FISU Executive Committee.

5.2.1 Entries All the athletes competing in the Universiade must have the nationality and the FISU and IAAF eligibility for the country they represent. Please refer to appendices for Entry STANDARDS (Appendix 6). Eligibility and Age Restriction (Art 5.2 FISU Regulation): All athletes must satisfy the following conditions: a. be a national of the country they represent b. be at least 18 and no older than 25 years of age on the 31st December of the year of the event (i.e. born between 1 January 1994 and 31 December 2001).

c. Individual Entry Form must be submitted for each competitor with all the necessary information including the athlete’s full name, date of birth, season best and personal best performances.

5.2.2 Pre-Competition Procedure Deposits One (1) month before the opening ceremony of the Summer Universiade, countries entering in an individual sport must confirm their entry with an advance payment of 25% of the participation fees per entered competitor and official.

The deposit, which guarantees entry in individual sports, must be directly collected by the Organizing Committee. Should a competitor competes, their deposit will be credited to the remainder of the participation fees to be paid to the Organizing Committee.

5.2.3 Seeding The compositions of the batteries will take into account the series-based draw system. The assignment of the lanes will take place by computer drawing.

5.3 Competition Format

The most recent performances of the participants must be clearly indicated on the individual entry form. Participating teams in Athletics must submit photos of their competition uniform on a USB stick before the 1st General Technical Meeting in the Technical Information Centre (TIC) or the Sport Information Centre (SIC).

5.3.1 Qualification Procedure

Track Events: according to the number of participants after the closing date for entries, the rounds of competition will be arranged in accordance with the IAAF rules 166.1 - 8 and the IAAF-Track Events rounds, heats and progression tables. New: Preliminary Round for the 100m. In the Men’s and Women’s 100m, where the majority of unqualified athletes are entered, unqualified athletes may be required to compete in a Preliminary Round the results of which shall determine which athletes shall proceed to the Round 1 of the event. Qualified athletes shall start competing directly in Round 1.

Lapped athletes in 10.000m: athletes who are lapped for the second time in the 10.000m race shall be stopped by competition officials and prevented from continuing the race. They will be classified in the order in which they were before being removed from the race and behind the last finishing athlete.

5.3.2 Field Events

The qualifying standards for the finals will be decided by Technical Committee. Twelve (12) athletes or over twelve who have reached the qualifying standard will be allowed to enter into the Final. If the number of athletes who have reached the qualifying standard is less than twelve, the twelve athletes with the best results enter into the Final.

The starting heights and the successive height of the bars for the High Jump and Pole Vault will be decided by Technical Committee and will be announced at the 1st General Meeting.

Final entries by names must be submitted not later than July 2nd 2019 at 24:00

Final confirmation Forms for the final declaration and confirmation will be distributed to each delegation during accreditation and must be completed and submitted to the Technical Information Center (TIC) in the San Paolo Stadium. (Appendix 2- Map of stadium and location of TIC) The final confirmation of the entries for the first day of the competitions is July 6th 2019 at 12:00 at the TIC. For all other events the final confirmation of the entries is no later than at 9:00 on the day prior to the day of the first round of the relevant event at the TIC.

5.3.3 Combined Events

The men Decathlon consists of ten events, which will be held in two consecutive days in the following order. • First day - 100 m, Long Jump, Shot Put, High Jump, 400 m • Second day - 110 m Hurdles, Discus Throw, Pole Vault, Javelin Throw, 1,500 m

The women Heptathlon consists of 7 events, which will be held on two consecutive days in the following order • First day - 100 m Hurdles, High Jump, Shot Put, 200 m • Second day - Long Jump, Javelin Throw, 800 m

The scoring will be according to IAAF Scoring table for Combined Events, latest edition (2001).

5.4 Protests and Appeals Protests and Appeals shall be conducted in accordance with the Regulations for the 30th Summer Universiade Napoli 2019. Any protest of a sport or disciplinary nature must reach the Jury or other competent authority, by the Head of Delegation or his/ her representative, according to the regulations laid down by the appropriate ISF. Unless otherwise stated by the technical regulations of the sport concerned (cf. Art. 12), this protest must be submitted in writing and accompanied by a deposit of fifty Euros (50.), which will be returned if the protest is considered justified. Any decision of the Jury of Appeal or equivalent authority of a sport is final and must be reported immediately to the Head of Delegation of the country concerned. Any disciplinary situation, which cannot be satisfactorily resolved by the sports technical committees and the sport-specific disciplinary regulations, will be reported to the FISU Disciplinary Committee for further action to be taken. Where appropriate, a report will also be sent to the ISF concerned.

5.5 Sport Information Services Sport Information Desk will operate at the village and at the entrance of each competition venue on competition days, as well as during scheduled training sessions. The Sport Information Desk will provide information on the competitions staged at the venue where it is located and will be in operation from the first day of training. The Sport Information Desk will operate similarly to a reception desk and are the primary point of distributing all Sport Information including the following:

- Distribution of Technical Handbooks - Competition schedule - Training schedule - Technical meeting information - Distribution of daily sport results and disciplinary measures

Other miscellaneous enquiries Operating hours for the Sport Information Desk will vary depending on the competition program. The SID is operated by sport-specific volunteers, and supervised by Competition Management. Access to the SID will be given to accredited Team Officials only to ensure that information is communicated efficiently and effectively to all National Federations. Notice boards will also be available for posting Championships updates. The opening days of the SIDs will be subject to the competition schedules. They will be operated from 1 hour before the competition starts to 1 hour after the competition.

5.6 Sport Entries and Eligibility

Only the athletes who satisfy the following conditions may take part in a FISU sporting event: a) be a national of the country they represent; b) be at least 18 and no older than 25 years of age on the 31st December of the year of the event (age range specified in the FISU regulations and entry forms of the concerned Event); c) meet the conditions laid down under Art. 5.2 (FISU Technical Regulation)

5.6.1 Participation

Only delegations with athletes will be approved as official delegations participating in the Summer Universiade.

Only the following may participate as athletes in the Summer Universiade: a) students who are currently officially registered as proceeding towards a degree or diploma at the university or similar institute, the status of which is recognised by the appropriate national academic authority of their country; b) former students of the institutions mentioned in a) who have obtained their academic degree or diploma in the calendar year preceding the event.

In countries with fewer than 2,000,000 inhabitants or having fewer than 5,000 university students, students attending technical or secondary schools may participate in FISU events provided they have been attending their establishments for at least two (2) years.

Countries wishing to take advantage of the concession must submit an application to the FISU Executive Committee at least six (6) months before the opening ceremony of the Summer Universiade. Such an application must be supported by documents endorsed by the appropriate state or national academic authorities.

Age Restriction

All athletes must satisfy the following conditions: a) be a national of the country they represent; b) be at least 18 and no older than 25 years of age on the 31st December of the year of the event (i.e. born between 1 January 1994 and 31 December 2001).

Suspensions

No athlete or official under a current suspension from FISU, ISF or the national federation of his/her country may take part in the Summer Universiade.

Athletes and/or teams of a sport suspended by the ISF, shall not be eligible to participate in the SU during the term of the suspension. Exceptions shall only be permitted after review and approval of the FISU EC.

The athlete and the delegation registering an athletes for a FISU Event are at all times fully responsible for the athletes’ eligibility with all the disciplinary consequences for the NUSF (or for non-Member Associations the representing authority) and the athlete (cf. Art. 3.4.6 Fisu Technical Regulation).

Athletes

Athletes taking part in the Summer Universiade competitions must arrive in the Athletes’ Village at least forty-eight (48) hours before their first competition.

Athletes arriving late will be liable for disqualification from the competition, subject to the approval of the FISU Executive Committee or the Chair of the CTI-UE.

5.6.2 Entry Timetable

Entries will be accepted only from those organizations, which have been invited to participate.

All delegations must ensure that all their entries reach the Organizing Committee by the deadline and in the form prescribed by the Organizing Committee and the FISU regulations.

Intention of Participation, General and individual entries shall be submitted online in order to meet the required entry deadlines. Entries received after the required deadlines will not be taken into consideration, except in the event of force majeure, with the agreement of the FISU Executive

Committee and on the advice of the Organizing Committee.

Individual entry forms of athletes from a non-member association must be countersigned by NSF or by the NOC, and stamped with a seal from the said organization.

Late Athlete Replacement All replacements requested by the NUSFs after the individual entry deadline of June 3, 2019 shall follow the Late Athlete Replacement Policy. Details of the Late Athlete Replacement Policy are included in the I- Form User Guide which will be distributed on the FISU official website and the OAS.

5.6.3 Sport Entry Meeting The Sport Entries office is located in The International Zone of the Stazione Marittima, right next to the CIC Office. One month before the opening ceremony (4 June 2019), the Head of Delegation should take an appointment for a meeting with the Sport Entries Office to confirm the list of participating athletes and events when the delegations first arrive to the Athletes’ Village. The working hours of the Sport Entries office is from 07:00 to 21:00, from 27 June to 15 July 2019.

5.6.4 Advanced Payment Two (2) month before the opening ceremony of the Summer Universiade, countries entering Athletics must confirm their participation with an advance payment of 50% of the participation fees per entered competitor and official. The advanced payment shall be directly collected by the OC. Should a competitor compete, his/her deposit shall be credited to the remainder of the participation fees to be paid to the OC.

6.2 Road Races (Half Marathon and 20 km Walk)

The start and finish of the Half Marathon are in Piazza Plebiscito, while the ones of the 20 Km Race are in Largo Sermoneta.

6.3 Technical Information Center (TIC)

The Technical Information Center (TIC) is located at the San Paolo Stadium, near the entrance coming from the Warm-up Field. The TIC will be operational from July 5th – 13th from 2 hours before each session until 1 hour after each session.

The TIC is responsible for: • Technical Information • Distribution of start lists and results • Receipt of Protests / Appeals from the teams • Withdrawals and changes due to injury • Official communication to the Delegations • Voluntary doping control requests • Receipt of final declaration of members of relay teams • Recovery of confiscated items in the Call room

Notice-boards for start lists and results will be in front of the TIC. In TIC, each delegation will have a pigeonhole assigned where all necessary information will be posted. Access to the information in the pigeon boxes will be controlled by a separate entry card not only by the accreditation card. TIC cards will be given to each team leader.

6.4 Training Sites

All training sessions will take place at the Virgiliano, at the CUS Napoli and at the Collana Stadium. Training with the official starters will be on July 1st from 08:00 – 13:30 at the San Paolo Stadium followed by a rehearsal meeting of approx 60. Training sessions for the Shot Put, Discus, Hammer and Javelin will take place at the Collana Stadium. Only accredited team members are admitted to the training areas. The training areas are equipped with the necessary implements. The field personal will assist if problems arise or special needs appear.

6.5 Warm-up Area

The warm-up area for all events except throws is CUSN. The warm-up area for the long-throws is the Collana Stadium. The warm-up area for the ½ Marathon is Piazza del Plebiscito. The warm-up area for the Race Walk is Largo Sermoneta.

Refreshments will be provided near the Call room 1.

Only athletes and accredited team members have access to the warming-up area.

Athletes are responsible for strictly following the Time-table.

There will be notice-boards with the Call-room timetable in English at the warm-up areas.

6.6 Technical Specifications

6.6.1 Rules

The competition will be held in compliance with the IAAF rules (as given in the IAAF Competition Rules 2019 Tec Handbook).

6.6.2 Call Room

Call Room 1 is located for all events, except for the throwing and road events in the warm-up stadium of CUS Napoli. It will be clearly sign-posted. Athletes will be escorted to Call Room 2 by buses accompanied by judges and volunteers.

For the Throwing events a Sub Call Room 1 will be set up at the exit of the Collana Stadium. From there the athletes will be escorted by bus to the Call Room 2.

For the road events the call room will be set up near the start area.

It is the responsibility of the team managers to ensure that their athletes are aware of the last check-in times for entry to Call Room 1. Athletes arriving late may be excluded from participation in the event.

The first call will be announced on an information board.

Athletes in combined events need only report to Call Room 1 before their first event in each session (morning and afternoon). Before each day, the Combined Events Referee will provide information on when to enter Call Room 2.

Call Room 2 will be located at the end of the indoor warm-up area close to the 100 m start at track level and is the last checkpoint before competition. From Call Room 2 the athletes will be escorted to the competition site to be there according to the following schedule:

Judges will check the following in accordance with IAAF Rules: Competition Bibs (Competition rule 143.7) Shoes and Spikes (Competition rule 143.2 - 6) Uniforms (Competition rule 143.1) Bags (identification on and content) Any other kind of advertising

Refreshments (still water) and toilets will be available close to the both Call Room.

Coaches, team officials, physiotherapists and team physicians are not allowed into the Call Room.

Personal belongings (video cameras, tape recorders, radios, CD players, radio transmitters, MP3/MP4, cell phones or similar devices) will not be permitted in the infield as per IAAF Rule 144.2. Competition officials in Call Room 2 will confiscate all items not authorized by IAAF Regulations. Athletes will receive a receipt for any such items. Upon presentation of this receipt, the athletes will be able to collect such items from a desk located in the Kits Collection Area (in the post event control center) once their event has finished. Items, which were not collected at the end of the day, will be transported to the TIC.

A detailed list of Call Room times will be handed out at the TIC of Stadium day by day. Team Leaders must inform all their athletes about the times at which they must report in Call Room 1 and on the procedures to be followed in Call Room 2.

Accreditation passes will be collected by call room officials and will be returned at the Post Event Control Room.

Athletes may only leave Call Room 2 to enter the competition area. Once athletes enter the Call Room and until the end of the event they may only leave Call Room 2 or competition area with permission and accompanied by an official. For Call Room Procedure for Combined Events, please see “Combined Events”.

6.7 Competition Preparation for the field events

Each participant in throwing events may have two preparation trials, taken in the competition order and strictly supervised by the judges. In the remaining field events, the practice trials will be supervised by the relevant judges. Only official markers provided by the CO will be allowed for marking the runways. Once the practice jumps/puts/throws for the final are finished, participants will be asked to stand in the order of the competition, for the presentation.

Presentation of the participants in track events will take place just before the start of each race.

For the relays athletes may use only official check mark tape (one per team for each takeover zone) offered by the Umpires at the take over zones.

6.7.1 Starter’s Commands

The starter’s commands will be given in English. The starter’s command for the distances up to and including 400 m and 4x400 m relay are:  “On your marks”  “Set”  Fire of the gun

For distances of 800 m and over, the commands will be:  “On your marks”  Fire of the gun

Microplus will be used at the Athletics Events of Universiade Napoli 2019 Shenzhen 2011. These blocks have a false start detection system and are linked to the false start console. Timing: The official timing will be provided by Microplus and will be displayed on the official electronic timing instrument and photo finish cameras provided by Microplus. For all races of 800 m or more, the elapsed time will be displayed on electronic timers located at the end of each straight.

6.7.2 Event Presentation Format

Prior to the finals, athletes will be introduced to the spectators individually in the same order that they will compete. The winner will also be permitted a lap of honour.

6.8 Leaving the Competition Area

An athlete may only leave the competition area when accompanied by a judge. The intention has to be communicated to the Referee.

After the competition, athletes leave immediately through the mixed zone, located near the finish line. The exit route passes the interview cameras of the TV, then through the radio interview area into the mixed zone. The clothing baskets will be brought to Kits Collection Area at the Post Event Control Room.

Athletes, competing in field events, who have reached the qualifying standard, may leave the competition area immediately accompanied by the judge. In the finals of the vertical jumps, athletes who have been eliminated may leave the competition area immediately accompanied by the judge.

A priority to interview the athletes goes to the official media department of Universiade Napoli 2019 and host broadcaster, whose journalists will be easily recognized by their uniforms.

Medalists and their coaching teams are obliged to attend a press conference should there be a request from the organizer. If so, the request will be officially handed in to the Head of the Delegation by a Press Center representative.

6.9 Post Event Control

Baskets with personal belongings will be delivered to the athletes at the Post Event Control Room (Kits Collection Area). Accreditation passes will be returned to athletes at this area. The items confiscated at Call Room 2 will be returned at this area Doping control escorts will complete the formal paperwork with any athletes who have been selected for testing. Athletes who have placed on the first, second and third places will be accompanied to the Awards Ceremony.

6.10 Exclusion of Athletes

As set out in IAAF Competition rule 142.4, competitors will be excluded from all further events in the Universiade, including relays, in the following cases: - If their participation in a final was confirmed, but they failed to take part without giving a valid reason. The reason for not participating must be submitted to the TIC prior to the Call Room deadline for that event.

- If they qualified in the preliminaries but failed to take part in the next round without giving a valid reason. The reason for not participating must be submitted to the TIC prior to the Call Room deadline for that event.

The justification of the reason for not participating in all cases must be approved by the Technical Delegate.

6.11 Combined Events

Competitors taking part in combined events have only to report to Call Room 1 and 2 before the start of first event of the 1st and 2nd day of competition. For the others events procedure for the entry into the Stadium will be held in rest and waiting room. Before each other event, the Combined Events Referee will provide information on when to enter Call Room 2.

 A resting area for the competitors taking part in combined events will be provided at track level, where athletes can rest and wait for their next event. As the presence of the athletes in this room between events is not obligatory, all athletes must report to this room before the start of an event to undergo their final check in Call Room 2.  Fruit, energy bars, sandwiches and drinks will be provided in the resting area. Toilets and showers facilities will also be available.

Access to the combined events resting area is limited to the competitors and up to one other accredited person per athlete (coach, doctor, etc.) who are in possession of the appropriate combined events resting area pass. These passes can be distributed at the TIC in the Stadium the day before the start of each combined event competition.

 Massage table, fruit, energy bars, sandwiches and drinks will be provided in the resting area. Toilets and shower facilities will also be available. Intermediate results and scores will be displayed in the rest room area after each event.

6.12 Road Races

The Half Marathon course will have 3 laps (7km each). The distance in kilometers shall be displayed to all athletes. The auxiliary Call Room will be located at the start zone near the start line of the ½ Marathon Area. The runners must report to the Call Room 30 minutes before the start and 10 minutes prior to the event athletes must report to the start line. The transponders will be distributed at the Call Room tents.

Refreshment stations shall be provided at approximately every 5 km and drinking/sponging station only for water shall be placed at 7.5km, 12.5km, 17.5km. There will be a mist station located slightly off the racing line. A mist station consists of a shower-like apparatus releasing a fine spray of water from above. Participants can choose whether or not to use the Mist Station. Signs indicating the upcoming Mist Station will be displayed 50m before the station.

Each of these stations will have three areas:  Personal refreshment – red table  CO refreshment – blue table  CO water – white table

The personal refreshment for the ½ M and RW must be handed to the SIC on the day before the events by 19:00 with clearly displaying the following information: Athlete’s bib number, 3 letter code of the country abbreviation, the refreshment point (km) where the refreshment has to be handed out. The CO will provide bottles for personal refreshment. The bottles will be distributed at the SIC. The CO will provide for refreshment water, isotonic beverages, sugar Drinking/sponging station will be provided with water and sponges. It is prohibited to receive food or drinks that are not supplied by the refreshment stations. One ambulance car will follow the runners and first aid stations will be at every 3 kilometres. The toilets (WC) will be situated along the race and will be clearly identified.

The 20 km Walk will have 20 laps. The circuit is 1 km each. The distance in kilometers will be displayed to all athletes.

The Auxiliary Call Room will be situated near the start zone in the Universiade Road Race Walking Area. The athletes must report at the Call Room 30 minutes before the start. Posting boards shall be placed on the course to keep athletes informed about the number of Red cards for each athlete.

The personal refreshment may be handed to the athletes by their coaches at the refreshment station. A maximum of 2 coaches per country will be allowed to the refreshment station. A specific accreditation pass will be distributed to the coaches at TIC 1 day before the competition.

6.13 Results

The official results will be displayed on the stadium scoreboard. All the results, as well as the next day’s program, will be made available on the notice-board in the TIC at the San Paolo Stadium. The same papers will be available after each day’s session in the Sport Information Center at the Universiade Village. The results will be published in Italian and English.

Public announcements will be made in Italian and English.

6.14 Advertising

No form of advertising, whether commercial or otherwise, may appear on sportswear or accessories, or on any article of clothing or equipment whatsoever used by the participants in the Universiade except for the manufacturer’ s logo or trademark, in conformance with IAAF Advertising Rules and Regulations.

6.15 Timing and Scoring

Microplus will cover Timing & Scoring and the On Venue Results system. Start lists and Results of each event will be displayed on the public scoreboard at the San Paolo Stadium. There will be five field scoreboards showing results on the competition area, four Electronic Distance Measurement (EDM) / Video Distance Measurement (VDM) systems, two Wind Measurement and photo-finish systems.

Half Marathon and Race Walk Events:

A transponder timing system will be used to time each competitor. Each competitor will carry a small, waterproof transponder throughout the competition. In the half marathon, mobile marathon clocks will display the race time for the Men and Women events respectively.

6.16 Coaching Zones

To allow communication between athletes and coaches, Coaching Zones will be located in designated areas in the front rows close to the field events. Specific passes and tickets for each field event will be distributed by the TIC to the teams, according to the Final Confirmation. There will be one ticket per athlete competing. The ticket is only valid when accompanied by a team accreditation, this accreditation needs to be visible at all times.

6.17 Security The organizers’ instructions must be conformed to in all areas. An accreditation card must always be worn. The loss of the accreditation card has immediately to be reported to the Team Attaché. Team Attaché or TIC should be also contacted when it comes to Lost and Found Property. If necessary, the police can be contacted through the TIC at the Stadium.

Technical Meetings shall be held appointed by FIDAL in accordance with the Regulations for the 30st Summer Universiade Napoli 2019.

 There shall be a Technical Committee (CT) for each sport in the programme of a Summer Universiade which shall consist of:  one (1) or, if designated, more FISU Technical Committee Chair (s) who will chair the CT (who shall be a member/members of the CTI-UE for the sport concerned);  one (1) representative of the Organising Committee for the sport concerned;  the Technical Delegate of the appropriate NSF of the organizing country;  the Technical Delegate of the appropriate ISF;  additional experts who may be appointed to assist the Technical Committee as appropriate.  The Technical Committee will be assisted in its work by adequate personnel.  The Organising Committee shall appoint one administrative secretary to the Technical Committee who shall take the minutes of all meetings.  No more than two (2) members of the CT should be of the same nationality, not including the FISU Technical Committee Chair(s). During the days prior to the start of the sports events for which s/he is responsible for, the FISU Technical Committee Chair(s) shall convene the following meetings:

 the meeting of the Technical Committee, which the staff members of the Organising Committee for the sport concerned may also attend as observers;  the fi rst (1st) General Technical Meeting, to which the members of the Technical Committee and a representative from each country competing in the sport concerned shall be invited.  prepare the fi rst (1st) General Technical Meeting;  defi ne the criteria to set up a jury of appeal (if appropriate according to the rules and regulations of the ISF);  decide on the appointment system for technical offi cials (TOs);  approve the detailed programme for their sport;  propose the nomination of additional experts to assist the Technical Committee as appropriate. The fi rst (1st) General Technical Meeting must:

 approve the daily timetable for their sports;  appoint a jury of appeal, if appropriate, according to the rules of the ISF of the sport concerned.  take, if necessary, the emergency measures in order to ensure the smooth technical running of the events;  confi rm the offi cial list of the competitors who will take part in the competitions. The Head of Delegation or his/her representative shall confi rm the attendance of their country’s athletes for the sport

 concerned by signing the said list and, if required, by fi lling in an entry form. No changes shall be made to the list after the General Technical Meeting.  Exceptions shall only be permitted if stated in the technical regulations of the sport concerned.  This entry form shall contain the accreditation card number attributed to the participant by the CIC, the given name, the family name and the competitor's number.  The competitors that are not approved by the CIC will not be authorized to take part in the competition. The Technical Committee is responsible for determining the appointment system of technical offi cials for each competition.

Before the end of the Summer Universiade the members of the CT (cf. Art. 3.5.1) shall meet to make recommendations for the future organization of their sport.

The Chairperson of the CTI-UE shall have the right to attend all meetings of the Technical Committees.

The FISU Technical Committee Chair(s), prior to the start of the sport for which s/he is responsible for in the Summer Universiade, is/are obliged to:

 maintain close cooperation with the Chairperson of the CTI-UE and with the representative of the Organising Committee in the CT;  ensure that the regulations of the ISF concerned are observed;  inspect the sport facilities and the equipment to be used during the competition; gather exact information concerning:

o the number and the level of performance of participating competitors or teams; o the number and qualifi cation of international technical offi cials that are proposed by the participating delegations; o the draw system.  prepare the CT meeting (cf. Art. 3.5.2). In agreement with the members of the CT, s/he shall prepare the proposals for: o the appointment of a jury of appeal, if appropriate according to the regulations of the ISF; o the nomination of additional experts to become members of the CT, if appropriate; o the appointment system for technical officials for each competition. At the end of the competitions of the sport for which s/he is responsible, the FISU Technical Committee Chair(s) has/have to sign the complete protocol of results produced by the Organising Committee (cf. Art 4.8.e) in one (1 offi cial) authentic copy and submit it to FISU no later than 48 hours after the end of the competitions:

After the Summer Universiade, each FISU Technical Committee Chair has to present a report on the organisation of the event including recommendations for the future Summer Universiade.

9 ITOs and NTOs Technical officials shall be appointed in accordance with the Regulations for the 30th Summer Universiade Napoli 2019.

9.1 Nomination International Technical officials are nominated and selected by the FISU Technical Delegate and IAAF in collaboration with the OC and the NSF. Travel expenses, full board accommodation and the per diem according to the FISU-ITF Partnership agreement are to be borne by the Organizing Committee. The OC and the NSF will appoint NTOs to complement the team of technical officials required for all sports.

10 Doping Control

10.1 General Information Doping Control during the Napoli 2019 Universiade will be strictly conducted by the Organizing Committee according to WADA and FISU regulations in order to ensure a fair competition and promote good sportsmanship. Doping Control will begin from the opening date of the Athletes' Village and last until the end of the Universiade. Participating athletes must abide by the relevant regulations and follow given guidelines when they have been selected and notified for testing. Any athlete who refuses to undergo testing, or interferes with the testing process, will be considered to have committed a doping violation and be subject to disciplinary action.

10.2 Doping Control Station (DCS) Doping control station are designed in accordance with WADA and FISU regulations. Samples for testing are collected in the Doping Control Station of each competition venue and can be collected at the Doping Control Center (Doping Control Station) located within the Athletes' Village.

10.3 Athlete Selection The FISU Medical Committee will select athletes for testing. Either rank in a competition will be taken into account, or random selection and target testing will be applied.

10.4 Accompanying Persons Athletes may be accompanied by an additional person (coach, trainer, team doctor, etc.) and an interpreter if desired.

10.5 Reporting to Doping Control Station The athlete must report to the doping control station in a reasonable amount of time from selection. The athlete will be allowed to attend ceremonies, press conference, etc., as long as they are accompanied by their chaperon.

10.6 Sample Collection Athletes selected for testing will be notified immediately following the competition and will be under constant visual observation by a chaperon until they enter the Doping Control Station. At the station, sample (urine and/or blood) will be collected in a vessel, then sealed and submitted for transportation to the WADA approved laboratory under the supervision of a Doping Control Officer.

10.7 Athletes Obligation The athlete must have their Accreditation with them at all times. The athlete must report all medications taken in the prior month. The athlete must present their TUE Document if he/she has one.

10.8 Testing Organization & Result Collected samples will be analysed usually within 48 or 72 hours of collection at a WADA-accredited laboratory “Tokyo Japan, Mitsubishi Chemical Medience”, and results will be directly notified to the FISU Medical Chair. Athletes who test positive for banned drugs and fail the doping test may be subject to disqualification and disciplinary action.
