The New Open Forum: Social Media Use in Georgia Gubernatorial Elections An Honors Thesis submitted in partial fulfillment of the requirements for Honors in the Department of Political Science and International Studies By: John Mack Under the mentorship of Dr. Patrick Novotny ABSTRACT In 2018, Georgia saw one of the most contested elections in recent memory with Brian Kemp narrowly defeating Stacey Abrams. As a part of that election, social media would play a critical role in how campaigns are run. This thesis takes a look at previous literature on voter turnout and social media. This thesis asks: How did the campaigns use social media to spread their message, and in what stage of the election was social media most effective? To answer that question this thesis features a content analysis of Facebook posts and Tweets from the 2018 elections compared to posts in the 2014 elections to answer my question and to see how campaigning on social media has evolved since 2014. -

Data-Driven Optimization for Police Zone Design Shixiang Zhu, He Wang, and Yao Xie H. Milton Stewart School of Industrial and Systems Engineering, Georgia Institute of Technology, Atlanta, Georgia 30332, USA Abstract We present a data-driven optimization framework for redesigning police patrol zones in an urban environment. The objectives are to rebalance police workload among geo- graphical areas and to reduce response time to emergency calls. We develop a stochastic model for police emergency response by integrating multiple data sources, including police incidents reports, demographic surveys, and traffic data. Using this stochastic model, we optimize zone redesign plans using mixed-integer linear programming. Our proposed design was implemented by the Atlanta Police Department in March 2019. By analyzing data before and after the zone redesign, we show that the new design has reduced the response time to high priority 911 calls by 5.8% and the imbalance of police workload among different zones by 43%. Keywords| police operations, data analytics, queueing model, optimization 1 Introduction In large urban areas, police departments often organize their patrol forces by dividing the geo- graphical region of a city into multiple patrol zones (also known as precincts), and each zone is further divided into multiple beats (or sectors)(Larson 1972). Our students are flourishing with the immense devotion of our teachers, principals, administrators, boards, committees, pastors, donors, parents and guardians whose passion is evident in the forward-looking investments that are bolstering our schools. As we work to strengthen the time-honored traditions that define Catholic education, you, our many stakeholders, form the cornerstone of our growth. This year, we witnessed the benefits of technology-infused learning come to fruition. Our classrooms were transformed into state-of-the-art teaching and learning environments and our students were equipped with the tools not only to succeed in their future careers but also, to make meaningful contributions to their communities in accordance with the call of the Gospels. We continue to be blessed with outstanding educators and administrators who are attuned to our students’ needs and are called by the Lord to their extraordinary vocational service. Two Mass Murder and Spree Murder Two Types of Multicides A convicted killer recently paroled from prison in Tennessee has been charged with the murder of six people, including his brother, Cecil Dotson, three other adults, and two children. The police have arrested Jessie Dotson, age 33. The killings, which occurred in Memphis, Tennessee, occurred in February 2008. There is no reason known at this time for the murders. (Courier-Journal, March 9, 2008, p. A-3) A young teenager’s boyfriend killed her mother and two brothers, ages 8 and 13. Arraigned on murder charges in Texas were the girl, a juvenile, her 19-year-old boyfriend, Charlie James Wilkinson, and two others on three charges of capital murder. The girl’s father was shot five times but survived. The reason for the murders? The parents did not want their daughter dating Wilkinson. (Wolfson, 2008) Introduction There is a great deal of misunderstanding about the three types of multi- cide: serial murder, mass murder, and spree murder. This chapter will list the traits and characteristics of these three types of killers, as well as the traits and characteristics of the killings themselves. 15 16 SERIAL MURDER Recently, a school shooting occurred in Colorado. Various news outlets erroneously reported the shooting as a spree killing. Last year in Nevada, a man entered a courtroom and killed three people. This, too, was erro- neously reported as a spree killing. Both should have been labeled instead as mass murder. The assigned labels by the media have little to do with motivations and anticipated gains in the original effort to label it some type of multicide.
