MARCH 2018 6th Consecutive Clean Audit Award Mossel Bay Municipality was officially awarded its sixth consecutive clean audit accolade at a special awards ceremony hosted by the Western Cape Government in Cape Town recently. The Municipality has in fact followed the correct processes and transparency and accountability were observed, therefore good management is maintained. Without his driving will and dogged commitment to the principles of liberalism, especially his willingness to fight on when all seemed lost for liberalism in the apartheid state, the Progressive Party would have floundered. He led the Progressives out of the political wilderness in 1974, turned the PFP into the official opposition in 1977, and picked up the pieces after Frederik van Zyl Slabbert’s dramatic resignation as party leader in February 1986. As leader of the parliamentary opposition, despite the hounding of the National Party, he kept liberal democratic values alive, especially the ideal of incremental political change. Nelson Mandela described him as, “one of the architects of our democracy”. Recent literature has given attention to highlighting the structural barriers to treatment as experienced from the perspective of pregnant Coloured women; however, little, if any, research has been conducted on these barriers from the healthcare providers’ perspective. The present study thus aimed to identify the structural treatment barriers experienced by healthcare providers who treat pregnant Coloured women who abuse TIK. An exploratory qualitative design was utilised whereby 20 healthcare providers were identified through purposive sampling and subsequently interviewed. -

EXECUTIVE SUMMARY LIFESTYLE AUDITS – WESTERN CAPE GOVERNMENT MEMBERS OF EXECUTIVE COUNCIL AND THEIR SPOUSES 12 JUNE 20 EXECUTIVE SUMMARY: LIFESTYLE AUDITS ON THE WESTERN CAPE GOVERNMENT MEMBERS OF EXECUTIVE COUNCIL AND THEIR SPOUSES 12 JUNE 2020 EXECUTIVE SUMMARY OF FINDINGS 1.1. The Department of the Premier (DoP) requested Nexus Forensics Services (Nexus) to conduct comprehensive lifestyle audits and analysis of business interests of the 11 Members of the Executive Council (Cabinet) and their spouses’ / life partners for the period 01 June 2017 to 31 May 2019 (two years). 1.2. We conducted the investigation and requested information from the Cabinet members. We interrogated the information received and posed clarifying questions to the respective Ministers, where needed. 1.3. The below heat map provides a short explanation of our findings depicted in colour. We reflect the relevant colour after each individual. We include herewith a short summary of all the conclusions and recommendations made per Member and Spouse/Life partner. The rights to life, dignity, equality and freedom, including freedom from all forms of violence, underpinned the original complaints by our organisations and others that led to the convening of the Khayelitsha Commission of Inquiry (the Commission). 2. As we mark its second anniversary we admit to our anger and frustration at the inaction from all levels of government to take forward the Commission’s recommendations. 3. The Commission’s report released on 25 August 2014 was aimed at improving safety and policing in Khayelitsha, the Western Cape and South Africa. The burden of crime faced by some of the most vulnerable people in our communities and the inefficiencies of the South African Police Service (SAPS) were at the core of the Commission’s work. In addition, the absence of safety because of criminal violence and inadequate social service provision has meant that people cannot access safe schooling, sanitation, transport, clinics and other constitutionally protected services. 4. We acknowledge that the majority of the Commission’s recommendations have been directed at the SAPS - a national function. Racial and ethnic explanations of the 2009 elections Thabisi Hoeane Dr Thabisi Hoeane holds a PhD in Political Science and is a Senior Lecturer in the department of Political Sciences, University of South Africa e-mail: [email protected] ABSTRACT The perennial debate among academics, the media, analysts and the public in general, especially during election periods, is the level and extent to which racial and ethnic factors can be said to explain voters’ behaviour in making their choices. There are two competing viewpoints. The first asserts that these two variables are primary in explaining voting behaviour, the second that they are of limited value in understanding electoral outcomes. The debate is significant as it is linked to and has an impact on the country’s democratisation trajectory. The former viewpoint is generally negative, the latter relatively positive. The pessimistic view considers the voting patterns as necessarily imperilling democracy while the optimistic view posits that their existence in and of themselves does not threaten democracy as they have little agency in determining voters’ choices. This article argues that race and ethnicity have had only a superficial effect on electoral outcomes from 1994 to 2009 and hence should not be accorded primacy in explaining the outcomes. An analysis of the 2009 elections provides tangible and incremental empirical evidence that their import and value as explanatory variables is weakening. INTROdUCTION In order to understand the complexity of South African politics – especially in relation to assessing prospects for the country’s further democratisation – it is helpful to begin to recognise the superficiality of race and ethnicity and widen the debate to consider the influence of other electoral variables on voting behaviour.
