La Commissione era stata istituita da Paolo VI, il 19 marzo 1970, con il Motu Proprio Apostolicae Caritatis.2 Quell’organismo ereditava, tra altri, anche i compiti dell’Ufficio Migrazione, stabilito in duplice sezione presso la Segreteria di Stato, nel 1946, e l’Ufficio del Delegato per le opere d’emigrazione, creato dalla Costituzione Apostolica Exsul Familia, del primo agosto 1952.3 Questo, a sua volta, aveva preso il posto dell’Ufficio del Prelato per l’emigrazione italiana, costituito con una Notificazione della Concistoriale del 23 Ottobre 1920,4 sotto il pontificato di Benedetto XV. Prima ancora, San Pio X aveva creato presso la Concistoriale l’Ufficio Speciale per l’Emigrazione con il Motu Proprio Cum Omnes Catholicos, del 5 Agosto 1912.5 Ma l’intuizione di istituire un organismo unitario e centrale per l’assistenza ai migranti di ogni nazionalità risale al Beato Vescovo Giovanni Battista Scalabrini. Egli ne espose il progetto a San Pio X in una lettera del 22 luglio 1904 e, più dettagliatamente, in un memoriale del 4 maggio 1905.6 Nell’arco di questa appassionante storia, la Rivista “On the Move. Migrazioni e turismo” uscì con il suo primo numero nel mese di settembre 1971 e mantenne tale titolo fino al numero 47. I am deeply honored by the Holy Father's invitation to speak in this gathering: as the Psalmist says, “Ecce quam bonum et quam jucundum habitare fratres in unum”. The gathering of bishops in Synod for the good of all Christ's people is one of those disciplines that sustain the health of Christ's Church. And today especially we cannot forget that great gathering of “fratres in unum” that was the Second Vatican Council, which did so much for the health of the Church and helped the Church to recover so much of the energy needed to proclaim the Good News of Jesus Christ effectively in our age. For so many of my own generation, even beyond the boundaries of the Roman Catholic Church, that Council was a sign of great promise, a sign that the Church was strong enough to ask itself some demanding questions about whether its culture and structures were adequate to the task of sharing the Gospel with the complex, often rebellious, always restless mind of the modern world. 2. The Council was, in so many ways, a rediscovery of evangelistic concern and passion, focused not only on the renewal of the Church's own life but on its credibility in the world.

Rome, October 9, 2012 To my Brothers in the Legion of Christ And to all the Members of Regnum Christi My very dear friends, To each one of you I send my greetings, esteem and gratitude as we begin the Year of Faith. Christ Jesus has brought us together in this boat and he fills us with the power of his love. Next January it will be eight years since we held our General Chapter. Looking back, from my incorporation into ECYD until today, what I feel most strongly is a deep sense of gratitude for everything God has allowed in his Divine Providence. Thirty years ago today I had the grace of making my perpetual profession after several years of religious life, which came after a very happy experience in consecrated life. When I was asked in January 2005 if I would accept the position of General Director, I did so fearfully and somewhat uneasily, but trusting that God’s strength is present in our weakness. I knew that any one of us would have said “yes” like Mary on the day of her Annunciation. Since then, the words of St Paul in his letter to the Romans have brought me much confidence: “God works with those who love him…, and turns everything to their good.” (Rom 8:28) “Can anything cut us off from the love of Christ...?” (Rom 8:35) If we do all things seeking to make our own the mind of Christ who is the Way, the Truth and the Life, we will always be at peace.

    [Translated from Original Spanish] Thy Kingdom Come! PRESENTATION OF THE COMMUNIQUÉS OF THE GENERAL CHAPTER 1. From January 8th through February 25th, 2014, the Extraordinary General Chapter of the Legion of Christ took place in Rome. His Eminence, Cardinal Velasio De Paolis, CS, and his two counselors, Fr. Gianfranco Ghirlanda, SJ, and Fr. Agostino Montan, CSI, presided. Sixty- one chapter fathers participated, 19 ex officio and 42 elected by the nine territories of the congregation and the centers of Rome. 2. This Extraordinary General Chapter marks the end of the journey of in-depth revision that the congregation has travelled since the apostolic visitation, which took place during 2009- 2010, and the naming of a Pontifical Delegate in the summer of 2010. Our principal tasks in the Chapter, as Pope Benedict XVI1 indicated and as Pope Francis confirmed2, were to revise the Constitutions and to elect a new central government for the congregation. 3. In the first days, in light of the reports that the Pontifical Delegate and the pro-General Director submitted, we focused on analyzing the life of the Congregation since the ordinary General Chapter that took place in 2005. One of the outcomes of the intense exchange of ideas that took place in those days was the communiqué that the Chapter approved on January 20th, 2014, about the journey of renewal of the Congregation. This same day, the elections of the new central government took place. Central Commission for the Review of the Statutes of Regnum Christi Theme for Study and Reflection Number 5 Charism and History of Regnum Christi Goal To prepare ourselves for the revision of the statutes of the Regnum Christi Movement for the first and second degrees, we need to take into account the charism of Regnum Christi, since the statutes should serve precisely to guard and promote that charism. We are seeking to understand what is the charism of a movement and how it is lived, so that then we can go on to remember the fundamental characteristics of our own, remembering the spiritual experience we share and its history, as well as the approval and other indications of the authority of the Church. Outline A. The charism of a spiritual family: Charisms are special graces that the Holy Spirit grants to faithful Christians for the good of the Church and of its mission in the world. By spiritual family, we mean a group of faithful Christians that, sharing a charism, are united by spiritual affinity and friendship in Christ. The charism of a spiritual family is collective and dynamic and generates a spiritual heritage. We pay special attention to the case of the founder of Regnum Christi. B. What spiritual experience helps us to form Regnum Christi? The discovery of the personal love of Christ, who calls us to share his mission, generates in us the desire to respond to him by doing our best to be authentic Christians and to make an active effort to introduce people to him so they will be transformed into his disciples.

FX. 2-1/2019 DECREE The Religious Institute of the Legionaries of Christ, the Society of Apostolic Life of the Consecrated Women of Regnum Christi, and the Society of Apostolic Life of the Lay Consecrated Men of Regnum Christi, of pontifical right, whose respective headquarters are located in the Diocese of Rome, have asked the Apostolic See to establish a Federation between them, with a view to safeguarding, deepening, and promoting the common charism; to encouraging collaboration in the apostolate; and to benefiting from a common canonical structure that expresses the unity and fraternal communion of the components of the spiritual family.     Rome, October 10, 2012 My Dear Brothers and Sisters in the Legion of Christ and Regnum Christi, I write these lines to accompany the letter of Fr Alvaro Corcuera, General Director of the Legion of Christ and responsible for Regnum Christi. All of you have been able to get to know him, esteem him and love him for what he has been for the Legion and Regnum Christi, especially these last seven years due to his service as General Director. It has been a very difficult and burdensome seven years. When he took up this responsibility he know he was to be in office for twelve years—a tenure that today we feel is too long and therefor a matter to be reviewed in the next Chapter, to take place in late 2013 or early 2014. That Chapter will have to elect the new superiors of the Institute and also approve the new Constitutions which by desire of the Holy Father are now in the process of revision. During these seven years as General Director, Fr Alvaro has given himself generously, investing all his energies in the service of the path of renewal that the Legion is following. His service has been invaluable both because he knew so well his Institute and Regnum Christi with their people and situations, and because of his intelligence and kindness, to the point that he enjoyed the general trust of his confreres and Regnum Christi. But his efforts, carried out in a climate that was frequently one of suffering and misunderstanding, have weakened his energies to the point of causing us to fear that if he continued his efforts, especially in this year leading up to the General Chapter we might have compromised his health.

    Introduction 1. The second part of the Extraordinary General Assembly of Regnum Christi was held from November 27 to December 5, 2018, in the city of Rome, continuing the work that was begun last April (2018). Its aims were the following: Approve the text of the Statutes of the Regnum Christi Federation that will be presented to the supreme governing bodies of each branch of Regnum Christi for ratification and subsequently be presented to the Holy See for approval. Approve the Rule of Life of the lay faithful associated with the Regnum Christi Federation. Offer guidelines for implementing the Federation and for assigning apostolic activity. 2. We lived these days in a deep atmosphere of prayer and with great confidence in God’s action. We started out by looking for what would most help us implement the common mission, beginning from the identity of each vocation. There was a fair share of uncertainty and divergence of opinion but also “courage in speaking,” “humility in listening;” it was an “ecclesial exercise in discernment.”1 Today we thank God that we were able to accomplish the goals we set out to achieve. Development of the Assembly 3. On the first day of the Assembly, His Excellence Archbishop José Rodríguez Carballo O.F.M, secretary of the Congregation for Institutes of Consecrated Life and Societies of Apostolic Life, informed us that the Consecrated Women and the Lay Consecrated Men of Regnum Christi had been canonically established as Societies of Apostolic Life of Pontifical Right. It was significant that the decrees of approval were signed on November 25, the Solemnity of Christ the King.

DG CRC 1951/2018 Clas I.4 Translation from Spanish original Rome, November 27th, 2018 To the Consecrated Women of Regnum Christi My dear sisters, With immense gratitude to God, I share with you that today, November 27, 2018, at the end of the Mass for the start of the second session of the extraordinary General Assembly of Regnum Christi, Most Exc. Msgr. José Rodríguez Carballo , OFM, secretary of the Congregation for the Institutes of Consecrated Life and Societies of Apostolic Life (CIVCSVA), gave me the decree of canonical establishment of the Society of Apostolic Life of the Consecrated Regnum Christi, which is attached to this letter. Pope Francis, on November 20, in an audience with the Cardinal Prefect and the Bishop Secretary of the CIVCSVA, approved the canonical establishment. The news of the canonical establishment fills us with joy and comes at a providential moment. On December 8th we will begin the jubilee year of preparation for the 50th anniversary of the consecration of the first three consecrated women of Regnum Christi -Margarita Estrada, Graciela and Guadalupe Magaña- shortly after they were joined by Patricia Bannon and Fátima Portillo. As we all know, we have passed through a long journey of discernment to reach this moment. A path of lights and shadows, of successes and mistakes. We have been accompanied by people from the Church and by all the members of Regnum Christi.
