Комплетан рукопис садржи: пуно име и презиме аутора, пуни наслов рукописа, комплетан списак коришћене литературе, контакт адресе аутора, сажетак (до 150 ријечи) и 5–10 кључних ријечи на језику аутора и једном од свјетских језика. Цитате који имају три и више редова треба издвојити у тексту увлачењем са лијеве маргине и за једну величину мањим словима. Наслови наведених књига и периодике треба да буду итализовани, а текстове из периодике и зборника треба означавати двоструким наводницима („“), осим у случају да се ради о наводу унутар навода («). При упућивању на литературу и при цитирању треба користити харвардски начин: упути се налазе у самом тексту, у (облим) заградама, гдје треба навести презиме аутора, годину издања текста и број странице (годину и број странице треба раздвојити двотачком), а затим, у списку литературе навести све податке за библиографску јединицу. Приложени рукописи не смију бити претходно објављивани у цјелини. Рукописе рецензирају два анонимна рецензента. Instructions for the authors Manuscripts (to 60 000 characters) and reviews (to 12 000 characters) should be sent in electronic form (together with the used fonts), on a CD, to the following mailing address: Institut za srpsku kulturu, Bulevar 13 jula 21/3, 81400 Niksic, Crna Gora, or by e-mail to [email protected]. A complete manuscript should contain the author’s full name, the full title of the manuscript, a complete list of references, the author’s contact details, an abstract (up to 150 words) and 5-10 key words in the author’s native language as well as in one of the world languages. The quotations of or exceeding three lines should be separated form the rest of the text by pulling the left margin in and by a font one size smaller from the rest of the text. The titles of the cited books and periodicals should be italicised and the articles from the periodicals and collections should be placed under double quotations („“), unless in those cases in which there is a quotation within a quotation («). While referring to the literature and citing sources the authors should apply Harvard referencing style: referencing should be done in the text itself, inside the (round) brackets in which case one should quote the author’s surname, publication year and page number (the year and the page number should not be separated by column). When composing a list of references one should quote all the details for each bibliographical unit. The submitted manuscripts must not be previously published in full. The manuscripts are read by two anonymous reviewers. Издвојено су обрађени рефлекси јата по слије тврдих сугласника т [т. 2], д [т. 3], с [т. 4], р [т. 5], л и н [т. 6] те уснених сугласника [т. 7]; прво, Проф. др Радмило уводно поглавље посвећено је ортографским ру сиз мима, хиперијекавизмима, једносложним рефлексима дугог јата Маројевић и судбини ре ф лек сâ јата послије сугласника з, док се у закључном, осмом поглављу обрађују примјери у којима се, послије меких сугласника, рефлекс јата појавио по анало ги ји или је сугласник секундарно умекшан. II [Мар ојевић 2018], требало је рјешавати бројна тексто­ лошка пи тања, па и практична пи тања ортографске и орто еп ске интерпретације реф лек са прасловенског во­ кала јат. (2) Историја питања о рефлексима јата у критич­ ким издањима Његошевих дјела отпочела је расправом Реконструкција рефлекса јата у критичком из дању Горског вијен ца [Мар ојевић 2002а: 5–65], која је потом објављена, као поглавље „9. Реконструкција рефлекса јата“ критичког издања спјева [Ма р ојевић 2005: 796– 852], а настављена је чланком с поднасловом Рефлекси ја­ та у Мажуранићевом спје ву Смрт Смаил ‑аге Ченгијића у поређењу с Њего ше­­вим спјевовима Гор ски ви је нац и Луча микрокозма [Мар ојевић 2012: 237–258], који је укљу­ чен, као завршни, осми одјељак у поглавље „9. Рекон струк ци ја рефлекса јата“ ни у кри тичком издању Биљежнице [Мар ојевић 2017: 521–538], ни у припрем љеном за штампу критичком издању Шћепана Ма­­лог [Мар ојевић 2020: 733–796]. Глава 1. т екстологија р е фл е кса ј ата 1.1. A to su primjeri u kojima pjesnik gra femu ï (курзивом: ѣ) upo­­trebqava prema ruskim uzorima. (1) Prvi primjer koji }emo razmotriti vezan je za rekonstrukciju ime nice predmet: gospodar od tri velike stolice koje su predmet za visti svijeh cara zemnih – ‰[M ‑1614, predmjet (s. 78)Š. Pret postav qamo da je oblik sam We­ go{ napisao sa jatom: predmïtã, ali se tako ime nica ne pi{e, ni vari jantno, u najautoritativnijem rje~niku iz toga vre­­­mena (Slovarâ cerkovno ‑sla vànskago i russkago àzáka), u ~ijoj je iz radi u~estvovao Vostokov [Во сто коВ и др. 1847/2001 III–IV]. Zato se mo`e uzeti da je oblik bio napisan po nekoj ana logiji s rije~ima iz tvorbenog gnijezda ime nice predmïstše. Bilo kako bilo, oblik je ispravqen ve} u drugom izdawu: predmet ‰Jо Ва но‑ Вићи 1881: 66Š, ali ispravku nije prihvatio Dragutin Ko s ti}: pred mjet ‰ко с- тић 1902: 90 (‑1648)Š. Milan Re{etar ponovo oblik is­­pravqa: pred met ‰Ре‑ шетаР 1926: 244 (II ‑771)Š s upu}ivawem na tekst pr vog izdawa: „pred mjet“ (nap.).

Belgrade Serbia Ljubiša Stamatović3 Ministry of Foreign Affairs of the Republic of Serbia Belgrade Serbia CUSTOMS WAR OF THE KINGDOM OF SERBIA AND THE HABZBURG MONARCHY AT THE BEGINNING OF THE 20th CENTURY Abstract After gaining independence at the Berlin Congress, Serbia became the center around which all the surrounding Serbs gathered, seeking final liberation and unification. The great difficulty for a small Serbia was the Austro-Hungarian Empire, which in every way was trying to influence the Serbian internal and foreign policy. In doing so, she succeeded to a large extent during the reign of King Milan, even after his abdication, until the beginning of the XX century. The change in the throne after the May uprising led to the emancipation of Serbia from the influence of the Austro-Hungarian Empire and the influence of other powers, in particular France and Russia. On the other hand, Serbia is increasingly independent in foreign policy and tries to connect with other Balkan states as if it economically strengthens to carry out a national unification mission. That is why the Austro-Hungarian conflict with Serbia on the economic plane, the Customs War, was inevitable. At the same time, this conflict has shown the strength and weaknesses of both countries. Serbia’s victory in the Customs War showed her great economic rise, and Austro-Hungary became its fatal enemy.

The creation of a South-Slavic State would take place through the economic integration of Serbia and Bulgaria, which, by improving their economic position, would simultaneously strengthen their political situation and join Macedonia. Boev’s views are presented on the basis of speeches given during the Student Balkan Congress in Sofia on 6–8 March (22–24 February old style) 1904, and subsequently published in the Journal of the Bulgarian Economic Society as “Посещението на Сръбски крал и сръбско-българското сближение” [The Visit of the King of Serbia and the Serbian-Bulgarian Rapprochement] and “Балканската федерация като идеал на сръбско-българската младеж” [The Balkan Federation as the Ideal of the Bulgarian-Serb Youth]. The Habsburg heir apparent, Archduke Franz Ferdinand, was killed with his wife by an Austro-Hungarian subject of Bosnian origin, Gavrilo Princip, on 28 June 1914. The relatively insignificant incident with a local charac- ter1 gave the pretext for an ultimatum to Serbia, as Princip and his comrades were allegedly abetted by a secret organization formed inside the Serbian Army, Ujedinjenje ili smrt (Union or Death) or, as it was more popularly known, the Black Hand.2 Contrary to Austrian allegations, involvement of the Black Hand in the Sarajevo incident was quite subtle and indirect.3 It is, accordingly, unrea- sonable to consider the Black Hand to be the main conspirator in the assassination.

THE MAKING OF „BLACK HAND“ RECONSIDERED ABSTRACT: This study assesses the effects of Serbian „Macedonian Struggle“ over the making of the secret society, popularly known as „Black Hand.“ Building on the existent literature, by using memoires, court records and sources from diplomatic correspondence, the articles traces a decade of met- amorphosis of secret society of officers from the 1903 May coup until the end of Balkan wars 1913, emphasizing the previously neglected Macedonian aspect, deemed here crucial for understanding the functioning of the society and its re- lation to the Serbian state. KEYWORDS: Black Hand, IMRO, terrorism, World War I, Commi- ttee of Union and Progress Ujedinjenje ili smrt (Unification or Death) was a secret society whose alleged commitment to the Sarajevo assassination often made it the major topic of discussion among the historians researching outbreak of the First World War, particularly the ones emphasizing the Serbian share of responsibility. Popularly known as the „Black Hand,“ the society is usually considered as a conspiratorial group made up of Serbian army officers gathered around Colonel Dragutin Dimitrijević-Apis. According to the widespread but simplified view, the society was formed with the aim of uniting all regions inhabited by the Serbs with the Serbian Kingdom. One reads that its bellicose approach to the national question was incompatible with the prudent foreign policy of Nikola Pašić, and made it inevitable for the „Black Hand“ to pursue its goals clandestinely, independent from the government of his Radical Party.

    Helsinki Files Unlearnt Lesson Central-European Idea and Serb National Program 1 Charles Ingrao Understanding Ethnic Conflict in Central Europe - An Historical Perspective - Neville Chamberlain spoke for millions of his contemporaries when, at the height of the Munich Crisis, he lamented the prospects of going to war over ‘a faraway country’ inhabited by ‘people of whom we know nothing’. The prime minister was, of course, speaking to his fellow Britons about Czechoslovakia. But he could have just as easily used these same words to characterize the Anglo-American world’s knowledge - or concern - about the lands and peoples of the entire region between Germany and the former Soviet Union. A half century later we still know very little about what the Germans call Mitteleuropa, and even less about its history. Even today, as the world press reports recent events in the former Yugoslavia in terrible detail, it has never explained why there is such intense ethnic conflict throughout Central Europe. One tragic consequence of their ignorance has been the incessant, but incorrect allusion to "age-old hatreds" that helped desensitize America’s public and politicians to Slobodan Milošević’s carefully orchestrated campaign of ethnic genocide. We have many excuses. The region's languages are dissimilar to anything we speak. Its multiplicity of intermingled ethnic and linguistic groups challenges the most curious. It boasts no great power to attract our admiration or concern. And, it is not especially strategic or important to us. It may have been only a century ago when Bismarck warned that "the Balkans are not worth the bones of a Pomeranian grenadier", but his advice has guided the statesmen of the West for centuries.
