Nor is it sufficient in a democracy where public opinion plays an important part in foreign affairs to confine know¬ ledge of foreign policies and peoples to the select few who make up the go¬ vernment. Such understanding should be widespread among the peoples them¬ selves, so that public opinion, based upon an intelligent comprehension of the facts, can aot as a lever towards more friendly cobperation, rather than as a spur to jealous and rival aspirations. To bring about this better re¬ lationship, v/hich can be accomplished only by a better mutual understanding, every avenue of approach should be utilized. It is the purpose of this paper to utilize one of the avenues of approach by presenting, in an objective man¬ ner, the story of the early relations of the United States with what, in some respects, is the most powerful of the Latin American nations and, in all respects, is the most stabilized of our South American neighbors. -

I focus primarily on Joel Roberts Poinsett, a United States ambassador and statesman, whose career provides a lens into the tensions inherent in a yeoman republic reliant on territorial expansion, yet predicated on the inclusive principles ofliberty and virtue. During his diplomatic service in Chile in the 1810s and Mexico in the 1820s, I argue that Poinsett distinguished the character ofthe United States from that ofEuropean empires by actively fostering republican culture and institutions, while also pursuing an increasingly aggressive program ofnational self-interest. -

The earliest political influence of the United States upon the Hispanic-American nations was exerted during the protracted Revolution which separated the Spanish-American colonies from the motherland. In that age of transition intellectual reactions between the United States and Spanish America began. We shall accordingly notice the participation of some citizens of the United States in the movements which culmi- nated in the independence of the Spanish-American nations. 7 Reading Rousseau in Spanish America during the wars of independence (1808–1826) Nicola Miller Rousseau was cited widely, if sometimes anonymously, throughout Spanish America during the wars of independence, in proclamations, political pamphlets, manifestos, newly founded periodicals and even in draft constitutions. The Social Contract was probably the most important single theoretical statement in Spanish America during the 1810s, a touchstone text for the key questions of the age. Yet few of Rousseau’s ideas featured in the actual founding documents of the new republican order.1 At the close of long, destructive wars, with the threat of persistent lawlessness looming, the majority of Spanish American constitutionalists opted for delegated sovereignty, representative government and separation of the three powers, a model associated more with Montesquieu.2 Nor, with rare 1 Spanish American constitutionalists drew on a wide range of sources from political philosophy, but the resulting documents were mainly based upon the existing modern republican constitutions of France, usually the 1791 version; Spain (Cádiz), 1812; and the United States, 1787. An important source on the United States was the collection of translations by Manuel García de la Sena: La independencia de la Costa Firme justificada por T. Paine treinta años há (Philadelphia: no publisher stated, 1811), which included extracts from Thomas Paine, the Declaration of Independence, the Articles of Confederation, plus the 1787 Constitution and the constitutions of various states. 2 Rousseau’s essay Considerations on the Government of Poland (written 1770– 1771, published 1782), which contained much material of direct relevance to cautious republicans, was apparently not translated into Spanish at this time. -
The Western Hemisphere/América, 1785-1826
Annals of the Fondazione Luigi Einaudi Volume LIV, June 2020: 9-34 THE WESTERN HEMISPHERE/AMÉRICA, 1785-1826 Monica Henry * ABSTRACT Over the last thirty years, the development of Atlantic history has imposed a thorough revision of both national and imperial histories and paved the way for re- thinking the Age of Revolutions in a global context. In this article I argue, however, that this twenty-frst century Atlantic and global approach does not coincide with the perspective of the early nineteenth-century American actors. They were think- ing, in fact, in diferent geopolitical terms as over time it had become obvious to them that their place was America, North and South, and hence their distinctiveness lay in the hemisphere. It was within this hemispheric framework that they grasped how its peoples faced the challenges of transitioning from being colonials to lead- ers of independent nations, from subjects of European monarchies to citizens of American republics, from followers of overseas orders to home- and foreign-policy decision makers. As they coped with these major changes, the article concludes that Americans laid the foundations of the Western Hemisphere as a world region with its own history.
