Prodi-Veltroni-Rutelli: Un Salvagente Per Gentiloni Prodi-Veltroni-Rutelli: un salvagente per Gentiloni A quindici giorni dal voto sondaggi e previsioni sembrano univoci. C’è un’onda di destra in cui la miscela tra problemi sollevati dall’immigrazione e rancore sociale verso Unione europea e politiche economiche può premiare Forza Italia, Lega e Fratelli d’Italia. E l’onda può diventare addirittura uno tsunami. L’interrogativo è verificare se quella coalizione avrà i numeri e l’unità politica per governare da sola. I 5 Stelle, nonostante qualche scandalo, non vanno molto al di sotto del trenta per cento. Il Pd viene accreditato intorno al venti per cento. Liberi e uguali non supera nelle previsioni il sei-sette. È molto preoccupato di tutto ciò Massimo D’Alema, secondo i cronisti che lo seguono nel suo collegio elettorale del Salento. Tommaso Ciriaco, su Repubblica del 16 febbraio, ne traccia un ritratto meno spavaldo del solito: Io ero fuori dalla politica. Torno per far rinascere la sinistra. Rischiando, perché non è detto che rientreremo in Parlamento. È difficile capire se il plurale maiestatis è riferito a sé per le incerte sorti del proprio collegio uninominale o a Liberi e uguali. Ma dal tono dei resoconti delle iniziative elettorali dalemiane si desume che l’ex premier sente odore di trionfo della destra e poco di quel risultato “a due cifre” per Liberi e uguali di cui parlava solo pochi mesi fa. La crisi del renzismo non sembra aver infatti liberato uno spazio autostradale a sinistra. Anzi, il fatto che Pd e Liberi e uguali non abbiano alcun punto di contatto tra loro nel presente e non ne prevedano in un futuro ravvicinato finisce per indebolire sia gli uni, sia gli altri. | 1 Prodi-Veltroni-Rutelli: un salvagente per Gentiloni Che il rischio sia quello che teme D’Alema, lo hanno compreso Romano Prodi, Walter Veltroni e Francesco Rutelli scesi in campo per il rush finale. Prodi si è schierato a fianco del rassicurante Paolo Gentiloni in una manifestazione a Bologna dichiarando di votare per Insieme, la mini coalizione di socialisti, verdi e prodiani accreditata a poco più dell’uno per cento nonostante l’adesione del Professore. Con Gentiloni è pure prevista l’unica iniziativa elettorale di Rutelli a Roma che non vuole lasciare solo il suo ex ghost writer di quando era sindaco della capitale (i due sono legati da un forte sodalizio politico, nonostante il lungimirante Gentiloni non abbia seguito Rutelli nell’abbandono del Pd nel 2009). Veltroni farà invece un comizio con Matteo Renzi e Gentiloni non smentendo la sua vocazione buonista e unitaria. | 2 Prodi-Veltroni-Rutelli: un salvagente per Gentiloni L’entrata in scena di Prodi, Rutelli e Veltroni sembra preludere a ciò che potrebbe accadere in caso di tracollo elettorale del Pd. I tre potrebbero costituire una sorta di “gabinetto di emergenza” per ricostruire quello che rimarrà del Pd. Prodi e Veltroni sarebbero i “salvatori della patria”, chiamati a gestire la fase di transizione post Renzi. Rutelli freme dalla voglia di tornare nell’agone della politica, dopo il parcheggio nel ruolo di presidente dell’Anica (Associazione industrie cinematografiche audiovisive multimediali) e di copresidente del fantomatico Partito democratico europeo (quello del francese François Bayrou). Su cosa i tre dell’Ulivo potrebbero ritrovarsi per stringere un patto resta tutto da verificare. Attenti tuttavia a vendere la pelle dell’orso prima del 3 marzo, si dice dalle parti dei renziani dove si è convinti nel recupero finale tra la fascia degli indecisi (un terzo dell’elettorato) grazie al rassicurante Gentiloni e alle preoccupazioni diffuse non solo tra gli elettori del centrosinistra per un quadro politico destabilizzante. La soglia che indica il tracollo per il Pd è fissata sotto il venti per cento. Se poi la lista Bonino (più Europa) superasse il quorum del tre per cento e Insieme di avvicinasse al due, la somma dei voti utili al Pd potrebbe superare addirittura il 25 per cento. Quest’ultima, smentendo i sondaggi, sarebbe una percentuale che potrebbe salvare Renzi dal naufragio e rilanciare Gentiloni verso un | 3 Prodi-Veltroni-Rutelli: un salvagente per Gentiloni “governo del presidente” o una “larga maggioranza”. USCIB1 is a business association stakeholder and appreciates this opportunity to offer comments on this phase of the project. We have been following closely the evolution of the concept of the digital levy as a new own resources option since it was introduced into discussion last July. Our preliminary comments regarding the digital levy concept are based on our review of the IIA and earlier Commission documents. We urge the EU to continue its work within the principles established by the Inclusive Framework on BEPS and not focus on additional taxes or levies on digital activities of multinational enterprises (MNEs) as a targeted source of own resources revenue. A digital levy, if enacted, will create tension between governments and additional burdens and complexities for taxpayers. We are therefore opposed to a digital levy option if it is in conflict with those principles and it targets nonresident digital MNEs. In this letter, we summarize the context in which the digital levy has emerged and note the clear contradiction with the work of the Inclusive Framework.     FEB Market Update 2018 Italy’s (Definitely Complicated) Election Giuseppe Ricotta, CFA, FRM, Senior Vice President, Portfolio Manager/Analyst Guillaume Samama, CFA, Vice President, Research Analyst Italy’s political future was thrown into doubt a little over a year ago after the then-Prime Minister Matteo Renzi resigned following the electorate’s rejection of the constitutional reforms he had championed (for details see our Lazard Market Update, Comments on the Italian Referendum Result). We believe the referendum was a missed opportunity for positive reforms and that the next general election, scheduled for 4 March this year, could be pivotal for the country’s direction. In this paper, we discuss the election, the new electoral system, the potential for a hung parliament populism and other risks, and potential election scenarios. We use scenario analysis, conducted by our Multi-Asset team, to gauge the possible market reactions and economic implications for investors. A Missed Opportunity From 2014 to 2016, under the leadership of the centre-left Democratic Party (PD) and Prime Minister Renzi, Italy’s budget deficit remained well below the European Union’s (EU) headline target of 3.0% of GDP, and the labour market and banking sector underwent a series of transformations. The constitutional reform, to which Renzi staked his political future, represented an opportunity to drive reform efforts forward. The proposed constitutional reforms of 2016 would likely have made it easier and faster to pass new laws, as it would have lessened the Senate’s law-making powers and introduced several new paths to enact laws. We regarded these reforms as potentially transformational and, in our view, they would have been a positive step for Italy, in contrast with the present situation in which the Lower House (or Chamber of Deputies) and the Senate—which together comprise Italy’s parliament—have equal voting powers.
