On the other hand, Whatcom County citizens of every political stripe are likely to oppose endangering our own lives, health, safety and drinking water for a new pipeline carrying fuel for export to foreign nations. Pipeline spills and ruptures are going to happen - we just don’t know who’s next to be harmed or whose water polluted. There have been over 3,300 significant pipeline accidents in the U.S. since 2010. Attached is a document* listing pipeline accidents that occurred in the United States from 2010 through 2016. This document does not include every pipeline accident that occurred during these years, but it lists most of the pipeline accidents that caused fatalities, injuries, property damage, and long term environmental damage - particularly to water upon which our lives depend. So I ask you to please support Carl Weimer’s proposed Cherry Point amendments, identified by PDS as the “Proposal” to the Comprehensive Plan, because protecting our lives, health and safety and the water it all depends upon is more important than increasing corporate profits. One worker died and five others were seriously injured. The 36- inch diameter pipeline carrying refined gasoline, is operated by Colonial Pipeline Co. October 24, 2016 Cushing, OK a pipeline ruptured on the Seaway Pipeline spraying the area with crude oil. October 21, 2016 Lycoming County, PA Flash floods and landslides caused an 8” Sunoco pipeline to rupture spilling an estimated 55,000 gallons of gasoline into a creek which flows into the Susquehanna River. Several area towns have had to shut off or alter their drinking water sources. Sunoco Logistics emergency crews said they plan to use skimmers to remove the gasoline from the surface and containment booms downstream. October 19, 2016 Portland, OR a contractor hit a 1 inch gas pipeline during work. Within an hour, there were 2 explosions, injuring 8 people, destroying or damaging several buildings, and started a fire. The contractor claims a utility locate was done before work began. October 17, 2016 Tekamah, NE an 8-inch ammonia pipeline started leaking, near Tekamah, Nebraska. A farmer living nearby went to find the source of the ammonia, and was killed by entering the vapor cloud. About 50 people were evacuated from their homes. October 11, 2016 Romeoville IL two Nicor Gas workers were injured, and two townhouse units destroyed in a massive fire and explosion, caused by a gas leak. September 9, 2016 Shelby County, AL a ruptured Colonial Pipeline mainline leaked 336,000 gallons of refined gasoline. The leak was first noticed by workers on another project. The pipeline rupture occurred near the Cahaba River but there was no report of the gasoline going into the river. September 5, 2016 Bay Long, LA a pipeline was hit by dredging operations, resulting in a spill of about 5,300 gallons of crude oil into the water. September 4, 2016 Kern County, CA a pipeline broke spilling reclaimed water & oil. August 10, 2016 Silver Spring, MD an explosion and fire at the Flower Branch Apartments in Silver Spring, Maryland. There were seven fatalities as a result and dozens were injured. NTSB investigators from the Office of Railroad, Pipeline, and Hazardous Materials Investigations have been on scene of the accident since last Thursday assisting the Bureau of Alcohol, Tobacco, Firearms, and Explosives and the Montgomery County, Maryland, Fire and Rescue Service in the investigation of the source of the explosion. August 12, 2016 Nederland, TX contractors were working on one of the main lines in Sunoco Pipeline LP's Nederland terminal when crude oil burst through a plug and ignited. Seven contractors were knocked off the platform suffering injuries from the fall and severe burns. July 6, 2016 Goochland County, VA a Plantation Pipeline was found to be leaking. The spill did not reach nearby waterways. June 23, 2016 Ventura County, CA a Crimson crude oil pipeline leaked 45, 000 gallons of crude oil. image posted to Twitter by the Ventura County Fire Department May 20, 2016 Tracy, CA a Shell Oil Company pipeline leaked spilling about 21,000 gallons of crude oil. April 29, 2016 Westmoreland County, PA a 30-inch Texas Eastern/Spectra Energy pipeline exploded, injuring one man, destroying his home and damaging several others. April 17, 2016 Wabash County, IL a 10 petroleum products pipeline failed resulting in a sheen on the Wabash River. About 48,000 gallons of diesel fuel was spilled. April 12, 2016 Woodsboro, TX a pipeline at a gas plant exploded, killing 2 men, and injuring another worker. April 2, 2016 Freeman, SD a local resident observed Transcanada Corporation’s Keystone Pipeline was leaking. About 16,800 gallons of tar sands dilbit was spilled. March 22, 2016 Harwood, ND about 4,000 gallons of gasoline spilled from a 6-inch petroleum products pipeline. March 11, 2016 Sioux City, IO about 30,000 gallons of gasoline spilled from a leaking plug on a pipeline, at a tank farm. February 24, 2016 Sulphur, LA a 10-inch propane pipeline exploded and burned. About 208,000 gallons of propane were burned. The cause was manufacturing defects. February 14, 2016 Rozet, WY a 6-inch crude oil pipeline broke spilling about 1,500 gallons of crude oil into a creek bed. January 11, 2016 Conway, KS butane leaking from a pipeline storage facility forced a closure of a nearby highway for a time. January 9, 2016 Robertson County, TX a 30” Atmos Energy gas transmission pipeline exploded and burned. 4 families nearby were evacuated. 2015 December 8, 2015 Somis, CA a contractor drilled into an 8-inch buried oil line (200 mm) that transports oil from a holding station in Ventura to a Wilmington refinery near Long Beach. About 7,980 U.S. gallons of oil was spilled. November 30, 2015 Summit County, UT about 11,000 gallons of gasoline, butane and propane leaked from a pipeline. November 15, 2015 Wortham, TX work was being performed on a flow control valve on a 10” crude oil pipeline when a valve failed injuring five workers and spilling crude oil. October 8, 2015 Gibson, LO an explosion occurred at a Williams Companies pipeline facility. 4 employees were killed, and, one other injured. September 21, 2015 Centreville, VA At least 7,000 gallons of gasoline were spilled from a Colonial Pipeline mainline forcing several nearby businesses to close. August 26, 2015 25 miles offshore of LO two maintenance divers were injured while working on a pipeline owned by Boardwalk/Gulf South Pipeline Co. 25 miles offshore Louisiana. The pipeline ruptured and the gas ignited. August 13, 2015 Cypress, TX a natural gas pipeline ruptured and leaked while a contract crew worked in the area. The pipeline was owned by Gulfsouth Pipeline. There were no injuries or immediate damage; residents were evacuated. August 13, 2015 Kannapolis, NC Crew working for Colonial Pipeline damaged one of Colonial’s pipelines spilling about 6,000 gallons of petroleum product. August 7, 2015 Weld County, CO a natural gas liquids pipeline burned, after being struck by a third party. August 3, 2015 Falfurrias, TX two individuals were injured when a natural gas pipeline operated by Kinder Morgan ruptured and exploded due to external corrosion, with $191.498 in property damage. July 15, 2015 Worthington, PA two workers were hurt by an explosion when a bulldozer hit a 4- inch gas pipeline. July 10, 2015 Grantfork, IL a fitting on a 20-inch Plains All American Pipeline crude oil pipeline broke, spilling 4200 gallons of crude oil.
