(a) the policy adopted or decision taken by the Government towards resumption of mining of iron or other mineral resources in the State, which was stopped since the year 2012 and further the year 2015 with judgment from the Hon’ble Supreme Court; (b) furnish copies of correspondence between State Government and Central Government regarding resumption of mining activities from 01/04/2012 till date; (c) furnish copy of the legal/administrative opinions/advises/ communications shared by the Office of Attorney General of Goa with regards to the Orders/Judgments of the Hon’ble Supreme Court on 7/2/18 declaring renewal of all 88 mining leases, extraction of iron ore illegal in the State since 12/11/2007; (d) furnish a copy of the Judgment dated 7/2/2018 of the Hon’ble Supreme Court declaring/quashing the renewal of the mining leases by the Government as illegal; (e) the steps taken by the Government for renewing the mining leases since 07/02/2018; and (f) whether the Government has initiated the process of e-auction/ auction in case of the mining leases of iron ore for resumption of mining business in the State; if so, the details thereof?

SHRI LUIZINHO FALEIRO RE-INSTALLATION OF TRAFFIC SIGNALS AT THE NAVELIM CHURCH JUNCTION

2A. *WILL the Minister for Home be pleased to state the steps taken to re- install the traffic signals at Navelim Church junctions that were removed by Department of National Highways for expanding the existing roads?

SHRI DIGAMBAR KAMAT DRUG CASES REGISTERED IN THE STATE 3A. *WILL the Minister for Home be pleased to state:

(a) the Taluka-wise details of total number of drug cases registered/detected in the State from 1/1/2017 till date with details such as name, address of persons involved/arrested, nationality, age, local address with status of each case; (b) whether the Government has formed any Anti-Narcotic Task Force till date; (c) if so, the names and designations of the Members of the Task Force; (d) the types of drugs available in International Market both chemical as well as natural drugs, with details of drugs other than these; (e) whether drug mafias, drug lords/drug dealers are operating in the State; (f) if so, the details thereof; and (g) if not, the source from where the drugs have originated?

SHRI DIGAMBAR KAMAT ROAD PROJECTS COSTING MORE THAN 10 CRORES IN SOUTH GOA 3B. *WILL the Minister for Public Works be pleased to state:

(a) the number of projects undertaken by the Public Works Department between 1/6/2016 till date costing more than 10 crores in South Goa; (b) the details such as name of the consultant, address, names of the Contractors, addresses and status of each project; (c) the estimated value of each project with details such as estimated value of tender, value of work order issued with amount paid till 31/3/2019; (d) the details of the tendering process such as copies of tender notices, names of bidders that quoted with value of each bid quoted, copy of minutes of Tender Committee/ Works Advisory Board

recommendations, name of lowest bidder along with copy of comparative statement; and (e) the case-wise details of number of cases in which the lowest bidder has not been considered, with reasons therefor ?

SHRI DIGAMBAR KAMAT CASINO POLICY 3C. *WILL the Minister for Home be pleased to state:

(a) the present status of Casino Policy as announced by the Government with copy of the same; (b) the details of all the amendments carried out to the Goa Public Gambling Act from 1/1/2014 till date with copy of notifications/orders issued; (c) the present status of appointment of Gaming Commissioner and reasons for non-appointment till date with copies of file notings on this issue; (d) the details of all casino licenses issued/renewed from 1/1/2012 till date including name of companies, names and addresses of Directors /Partners; (e) the various timeline the Council of Ministers laid down during the last 5 years for shifting of casinos away from Mandovi river; and (f) the reasons for non-compliance to the time line and status as on date?

SHRI PRAVIN ZANTYE CONSTRUCTION OF ROAD IN NAROA VILLAGE PANCHAYAT 4A. *WILL the Minister for Public Works be pleased to state:

(a) whether the Government is aware of the hardships faced by the people of Marmawada and Deulwada in Naroa Village Panchayat due to inadequate road connections; (b) if so, the steps taken by the Government to provide the road connectivity; (c) the present status of application dated 28.6.2016 made by PWD Div XXIII to Collector for acquiring land for construction of road from Shalibar Marmawada to Deulwada in Naroa; and (d) whether the Government is pursuing the proposal for acquisition of land for the construction of the above roads?

SHRI ANTONIO FERNANDES PROBLEMS OF WATER SHORTAGE IN SANTA CRUZ CONSTITUENCY 7A. *WILL the Minister for Public Works be pleased to state:

(a) the details and status in providing water to the residents of the Kadamba Plateau with respect to the assurance given by the Government; (b) the reason for the delay in making water available to these residents and the time frame by which the water problem will be resolved; and (c) the plans of the Government to resolve the acute water shortage problems faced by the residents living in various areas of Santa Cruz Constituency?

SHRI FRANCISCO SILVEIRA STATUS OF CATTLE PASS TO BE CONSTRUCTED AT MOITA IN AGASSAIM 8A. *WILL the Minister for Public Works be pleased to state:

(a) the status of the cattle pass to be constructed at Moita in Agassaim in St. Andre Constituency; (b) whether a proper service road will be provided from Baixe de Igreja to Moita and if so the time frame for its completion; and

(c) whether the Government proposes to construct speed breakers, rumblers at Moita in Agassaim and Mascarenhas waddo, Goa Velha in St. Andre Constituency? SHRI ALEIXO REGINALDO LOURENCO CASINOS IN RIVER MANDOVI 9A. *WILL the Minister for Home be pleased to state:

(a) the details as on date of the number of offshore Casinos operating on River Mandovi with the names of their respective owners; (b) the details as on date of the number of offshore casinos not operating but anchored on River Mandovi with names of their respective owners and the reasons these vessels have not moved out; (c) whether the Government has found the alternate feasible site to relocate these Off Shore Casinos; (d) if so, the details thereof; if not, the reasons therefor and the time frame by which these vessels will be relocated; (e) whether any studies have been conducted on the pollution caused by the Off Shore Casino on the River Mandovi; (f) the year-wise details of the amount of revenue earned by the State Government from Onshore Casinos during the last 5 years; (g) whether there is any amendment on Casinos that have come to the Assembly, if not, the reason therefor; (h) whether any amendments have been made to the Casino Policy; if not, the reasons therefor; (i) whether there is any proposal to include live gaming on land; if so, the details thereof; (j) whether a Casino Policy is needed; if so, the timeframe required to amend its draft; (k) the number of new applications pending for Casinos both offshore and onshore; and (l) the details such as name of the applicant, location and area?

SHRI ALEIXO REGINALDO LOURENCO PROPOSED CONSTRUCTION OF TERMINAL BUILDING OF CAPTAIN OF PORTS AT PANAJI DOCK 9B. *WILL the Minister for Ports be pleased to state:

(a) whether the Government proposes to construct a terminal building in its land along D.B Marg Panaji;

(b) if so, the name of the agency through which it is proposed to be executed, the estimated cost, total built-up area on every floor and proposed floor-wise usage of the building; (c) furnish copies of the site plan(including reclamation of the river and demolition of existing buildings, if any), floor plans, parking plans and elevations of the proposed building; (d) furnish copies of all approvals including approved plans for the project granted by NGPDA, CCP, GCZMA and Heritage Committee; (e) whether any Environment Impact Assessment Study was conducted for the proposed project to ascertain its impact on riverine ecology, bank morphology, physiography and bathymetry; if so, furnish copy of the EIA Report; (f) whether the construction of the project has commenced; if so, the date of commencement and likely date of completion; and (g) whether the Government intends to lease the built- up areas of the proposed building after its completion as terminals etc. for casinos operating in River Mandovi; if so, the details thereof?

SHRI CHURCHILL ALEMAO NH-66 BYPASS 10A. *WILL the Minister for Public Works be pleased to state:

(a) the outcome of survey conducted on 3 alternate routes regarding NH-66 by pass road in Cuncolim Constituency; (b) whether the Government has finalized any proposal for NH-66 by- pass road; and (c) furnish copy of the DPR (Detailed Project Report) of the proposed routes?

SHRI NILKANTH HALARNKAR WATERMARK RESTAURANT IN RIVER MANDOVI 11A. *WILL the Minister for Ports be pleased to state:

(a) whether any permission has been given for the floating restaurant named “Watermark” in river Mandovi; (b) whether any permission has been given to build a jetty opposite the statue of former Chief Minister Dayanand Bandodkar; (c) if so, the name of the Company/owner that constructed the jetty; (d) whether the CRZ NOC and CCP NOC was obtained; and (e) whether any complaint has been received against the said restaurant?

SHRI RAMKRISHNA DHAVALIKAR PLOTS IN HOUSING BOARD NEAR GEC –FARMAGUDI BANDORA 13B. *WILL the Minister for Housing be pleased to state:

(a) the number of plots that are developed in the Housing Board near the GEC – Farmagudi, Bandora; (b) the present status of the plots allotted with name, area and address of the allottee; (c) the number of plot owners that built their houses/bungalows; and (d) the number of plots not auctioned with details of the approved plot plan?

SHRI RAMKRISHNA DHAVALIKAR CONSTRUCTION OF NEW MUSEUM 13C. *WILL the Minister for Museums be pleased to state:

(a) whether the place allotted to Goa State Museum is sufficient; and (b) the intention of the Government regarding construction of a new museum in the State capital?

(a) the number of drug trafficking cases pending in Courts in the State; (b) the number of persons found guilty under drugs trafficking laws; and (c) whether the Government has any laboratory to check various types of psychotropic drugs, if so, the details thereof?

14C. *WILL the Minister for Mines and Geology be pleased to state the amount of loss incurred by the State Exchequer due to stoppage of iron ore mining during the years 2017-18 and 2018-19?

SHRI WILFRED D’SA DRUGS AND PROSTITUTION CASES IN THE STATE 15A. *WILL the Minister for Home be pleased to state:

(a) the details of areas having records of drugs easily available; (b) the village-wise details of records of drugs and prostitution cases within jurisdiction of Police Station of Verna, Maina Curtorim, Colva from 1/4/2017 to 15/6/2019; (c) whether the Government has proposed public policing on lines with traffic sentinels to monitor and assist the Police; if so, the details thereof; (d) whether awareness is created by the Police Departments in School and Colleges regarding usage of drugs and its consequences; (e) if so, the details thereof; if not, the reasons therefor; (f) whether night patrolling is being conducted by the Police Department to check the drugs and prostitution trade in the State; and (g) if so, the details thereof; if not, the reasons therefor ?

SHRI WILFRED D’SA DESTRUCTION OF GROUND WATER 15B. *WILL the Minister for Mines and Geology be pleased to state:

(a) the details of mining leases that expired in November 2007; (b) the details of mining leases renewed after Supreme Court Ruling in 2014; (c) the status of ground water due to mining; (d) whether the ground water is effected due to illegal mining; (e) whether the Government has taken any action to study the effect/destruction of ground water due to illegal mining; and (f) the criteria for renewing 88 mining leases when Supreme Court Ruling is in force?

SHRI WILFRED D’SA BILLS PENDING FOR PAYMENT 15C. *WILL the Minister for Public Works be pleased to state:

(a) the details of bills pending for payment in each division as of 15.6.2019 such as name of work, amount payable to contractor/agency, date of entry of Bill in Division with Constituency-wise details of the Capital and Revenue works; (b) the details of payments made in each Division from 1.4.2018 to 15.6.2019 such as name of the work, date of payment, name of the

agency and amount paid with Constituency-wise details of the Capital and Revenue works; (c) the details of total amount paid towards outstanding bills from 1.4.2018 to 31.3.2019 with Constituency-wise details of the Capital and Revenue works; and (d) the total amount payable towards outstanding bills as of 15/6/2019 with Division wise details of Capital and Revenue works?

SHRI PRASAD GAONKAR VEHICLES ALLOTED TO ENGINEERING SECTION OF DRDA SOUTH 16A. *WILL the Minister for Rural Development be pleased to state:

(a) whether any vehicles are allotted to Engineering section of DRDA- South to carry out field visits and to monitor progress of work; (b) whether any file was moved for allotment of vehicle; (c) if not, reasons for not allotting a vehicle; and (d) the time frame by which a vehicle will be allotted?

SHRI PRASAD GAONKAR E-AUCTION OF IRON ORE 16B. *WILL the Minister for Mines and Geology be pleased to state:

(a) the quantity of iron ore declared for e-auction by various Companies since the implementation of iron ore e-auction Policy with details thereof; (b) the details of the quantity of iron ore already e-auctioned and sold; (c) the quantity of iron ore remained without auctioning; (d) the details of the quantity of e-auction iron ore lifted by the Company from various mining sites; and (e) the steps the Government will take on the balance iron ore?

SHRI PRASAD GAONKAR EMPLOYEES WORKING IN MINING SECTOR 16C. *WILL the Minister for Mines and Geology be pleased to state:

(a) whether the Government has any statistical data of workers working permanently/temporary/ on contract basis in the mining sector to whom Companies have given drop/break due to the closure of mining activities; (b) if so, the details such as name of Company, employer and location wise details of the employees with their names and addresses; (c) if not, reasons for not conducting such a survey; and

(d) whether the Government has any plan to re-employ these employees with details thereof?

SHRI ISIDORE FERNANDES PWD CONTRACTUAL STAFF WITHOUT SALARY 17A. *WILL the Minister for Public Works be pleased to state:

(a) whether it is a fact that 79 staff working in PWD Department on contract basis in Canacona Constituency from the last 3-13 years; (b) if so, whether the payment of 74 contract basis staff is due /pending for the last 6 -13 months and that 5 contract basis staff working at Water Treatment Plant at Shristhal are working without salary since 16 months; (c) if so, whether the Government intends to pay them their salary; (d) if so, the timeframe by which their salaries will be paid; and (e) if not, the reasons therefor?

SHRI ISIDORE FERNANDES WATER SHORTAGE IN CANACONA TALUKA 17B. *WILL the Minister for Public Works be pleased to state:

(a) whether the Government is aware of the fact that there is water scarcity in Canacona Taluka; (b) if so, the total number of existing water storage tanks in the Village Panchayats of Cotigao and Gaodongrim and whether there is any leakage in the said storage tanks; (c) whether the pipe lines or main distribution lines are rusted; (d) whether the estimates are prepared to repair the same with details of locations Panchayat-wise; (e) whether the Government intends to construct additional water storage tanks in Cotigao and Gaodongrim areas with Panchayat- wise location and status as on date; (f) whether the Government is aware that the existing pipeline in V.P. Agonda has to be replaced with greater diameter pipes; (g) if so, the time frame by which these pipes will be replaced; (h) if not, the reasons therefor; (i) the details of the water supply pipeline installed in Peddem-Loliem in Canacona Constituency such as the estimated cost with tender and installation date; (j) whether the said work has commenced with details; if not, the reasons therefor;

(k) whether the Government has inspected the Audit viability of pipe already installed/leakage/damage with details and if not, the time frame by which the inspection will be conducted; (l) whether the Government has received proposal to construct a water storage tank at Potkem with details thereof; (m) the total number of water tankers with PHE Canacona; (n) whether the water tankers are in good condition and are adequate for supplying water; (o) whether the Government has any proposal to allot new water tankers with details and time frame by which they will be provided; and (p) if not, reasons for not allotting new tanker ?

SHRI RAVI S. NAIK REGULAR UNINTERRUPTED 24X7 WATER SUPPLY 18A. *WILL the Minister for Public Works be pleased to state:

(a) the status of the commitment of the Government to provide 24X7 water supply; (b) the details of the projects undertaken to provide 24X7 water supply since the year 2012 till date with the status of each project; (c) whether there are any constituencies in which the target has been achieved; (d) the constituency wise status of 24X7 water supply; (e) the constituency wise details of the number of hours water is supplied daily; and (f) the reasons for slow rate of progress in achieving this commitment made by Government in the year 2012?

(a) whether the Government has recently conducted any study with regards to the structural integrity of the Borim Bridge across river Zuari on NH-17B in the State; (b) if so, the detailed report of the study conducted; (c) whether the Government intends to construct a new bridge to replace the existing Borim Bridge across river Zuari; and (d) the details of all the repairs/maintenance works carried out at Borim Bridge since the year 2012 till date with nature of work,

SHRI RAVI S. NAIK SURFACING OF ROADS IN PONDA 18C. *WILL the Minister for Public Works be pleased to state:

(a) whether the Department keeps records of complaints received about ongoing works; (b) if so, the month-wise details of complaints received by the Department about the sub-standard quality of works of surfacing of roads done during the laying of sewerage pipeline in Ponda since the year 2017 till date; (c) whether the Government is aware about the hardships faced by the commuters due to the sub-standard surfacing works done while laying sewerage pipeline; (d) if so, the action the Government intends to take in this regard; (e) whether the engineers of the Department inspected the work to verify that the contractors work was upto the specification; and (f) if so, the detailed reports of inspection?
