This report contains information on the activities reported and acted upon by the officers and staff of your Village of Mukwonago Police Department. This report provides statistics and graphs on crimes reported, arrests, and accidents which were reported to the department. It also covers various programs and partnerships the department is involved in. Those partnerships include the School Resource Officer program, our Child Safety Seat, National Night Out and Crime Stoppers programs. As you will see by this report, Mukwonago is a relatively safe community. We are safe because of the commitment of every employee on the department to work for and with the community. I am proud of all members of the department, from the command staff, to the officers and the dispatcher/clerks. All employees are dedicated to making Mukwonago a safe place to work, live and play in. The work our department completes would not be possible without the strong support of the Village Board, Police Commission and all other employees of the Village of Mukwonago. Together we can and have made a difference. On behalf of all the members of the department, thank you for providing us with the resources to complete our mission. I also want to recognize Jeff Vogt, for his years of service to the department and the community as a Police Reserve Officer. Jeff was an integral part of the Reserve Program and resigned at the end of 2012. The department is truly grateful for the help and support of the community. A Police Department is only as good as the citizens of the community allow it to be. If we, the police and citizens, do not work together, the police department will be swimming upstream in our efforts to make the community safe. We can not do the job of policing alone. We need you all to be involved in your community. This is your community and your police department. Together, with your help and support, we will continue to make our community a safe place. Schmidt Chief of Police 3 SCHOOL LIAISON OFFICER PROGRAM The Police Liaison program began in December 1999 and is the result of a partnership with the Village of Mukwonago Police Department and the Mukwonago Area School District. This program is a proactive approach towards reducing and preventing problems associated with adolescents in the school. The program assists in providing the students with a safe learning environment and preventing incidents of school violence. The Officer is also involved in many programs in the High School and the community: Prime for Life - a program which provides drug and alcohol information to at risk students. Other = Prime for Life Program, Crime Stoppers, Tornado & Lock Down drills, K-9 searches, etc... 2600 2449 2100 2012 1600 Contacts 1022 Citations 1100 1172 1077 600 214 288 100 289 309 202 2008 2009 2010 2011 2012 4 MUKWONAGO POLICE EXPLORER POST #429 The Mukwonago Police Explorer Post #429 is a joint venture between the Village of Mukwonago Police Department and the Boy Scouts of America, Potawatomi Area Council, Waukesha, Wisconsin. The program is open to young men and women, ages 14 through 20. The major goal of the program is to provide the structure and resources needed for the youth of America to learn about career opportunities, to make ethical choices, and to achieve their full potential as individuals. The advisor for Mukwonago Post # 429 is Officer Chris DeMotto. He is assisted by Officer Cory Kirkpatrick, who was an explorer with the Muskego Police Department. The program lost many members in 2011. Officer DeMotto and Officer Kirkpatrick worked with the Potawatomi Area Council to bring this program back to life. In November, they held an informational meeting for kids and their parents. We now have thirteen (13) Police Explorers signed up for the program. The explorers train periodically at the department. Training includes basic evidence collection, traffic stop procedures, defense and arrest tactics, and first responder training. We are also planning on joint training with the Muskego Police Explorer program. The Mukwonago Police Explorers assist officers at some of the parades in the Village, and also assist officers in the child fingerprinting programs held throughout the Village. The Explorers fingerprint children and provide the parents with the fingerprints if the need for them would ever arise. Former members of our Explorer Post are currently working as Police Officers in Milwaukee and New Berlin. OFFICER OF THE YEAR For the past 7 years, the Veterans of Foreign Wars Post #7221 has sponsored the Mukwonago Police Department Officer of the year award. It is presented to a member of the Police Department who has shown and continues to show the positive qualities that our community has come to expect from their law enforcement officers. Each January, members of our department nominate an officer they feel is deserving of this award. The Chief of Police reviews and evaluates the nominations and selects a winner. In 2012, Lieutenant Steven LaDue was recognized as the Officer of the Year. Lt. LaDue started with our police department in 1986. He was promoted to Sergeant in 1992 and Lieutenant in 2000. He is the first officer from the department to complete the 10 week FBI National Academy in Quantico, VA in 2003. The Academy is a professional course of study for U.S. and international law enforcement leaders that serves to improve the administration of justice in police departments. It is intended to raise law enforcement standards, knowledge, and cooperation worldwide. Lt. LaDue oversees the Dispatch Center, conducts criminal investigations, and is the unofficial department computer expert. A majority of the work Lt. LaDue performs is behind the scenes, which if not done, the department would not function at such a high level. Lieutenant LaDue has exhibited a high dedication to our Police Department and the Mukwonago community in the time he has been here. I am pleased and proud to present Lieutenant Steven LaDue as the 2012 officer of the year. Kevin Schmidt, Chief of Police 5 CHILD SAFETY SEAT PROGRAM A total of 30 child safety seats were inspected by the Village of Mukwonago Police Department’s three child safety seat technicians in 2011. In 2012, we lost one technician, Jason Steinbrenner, due to a re-assignment. We currently have two certified technicians, one day shift and one second shift. We did not sponsor any formal safety seat clinics, but we participated in other clinics throughout southeast Wisconsin. Safekids sponsored the clinics. Our officers participated in those clinics both to help out and to maintain their certifications. Officer Chris DeMotto and Officer Chet Wilson are the department’s current technicians. Approximately sixty-three percent (63 %) of the child safety seats inspected were not installed properly. The majority of the seat problems were again loose harnesses and seats. We noted and removed 1 expired seat, 1 seat was education only, 5 were located in improper locations, 1 seat was seat belted and not latch hooked correctly, 1 seat was facing the wrong direction (forward not rearward), and 3 seats were in improper seat positions. Fifteen (15) seats arrived at our permanent fitting station either uninstalled or loose (unbelted) in the vehicles. This agency attempts to serve, and at times schedule any fittings requested of us. This past year we were short staffed by one officer, so at times it was difficult to accommodate everyone.

The Rise, Fall and Rebirth of Bicycle Police Introduction The concept of police patrolling originated in England in 1818, after private rewards failed to deter crime and people were outraged when troops were called into Manchester to quell a civil disturbance and left 11 people dead. Sir Robert Peel introduced the Metropolitan Police Act of 1829, which set up metropolitan police districts, staffed by paid constables (Trojanowicz et. al., 1998). These “Bobbies” (nicknamed in honor of Sir Peel) were on duty 14-17 hours of the day and often patrolled 20 miles a day for weeks on foot without a day off. To verify their diligence, early constables had to leave a ticket at a designated home on the farthest point of their patrol. Boston developed a similar paid night patrol in 1801 and in 1804 Detroit appointed its first team of civilian police officers. In 1844, New York City was the first American city to model its police department after the principals in Peel’s law that included offering service to all members of the public and maintaining a good relationship with the public (http://www.leineshideaway.com/PoliceHistory.html). Riots in many major U.S. cities from the 1830s through 1850s led to the formation of police departments in virtually every major U.S. city by the mid-1860s (Trojanowicz et. al., 1998).     6. RECOMMENDED SUPPORTING PROGRAMS AND FACILITIES Support programs and facilities are important components of a bicycle transportation system. Bikeway facilities alone are not sufficient to increase cycling. The cycling environment can be improved by providing cyclists places to store their bicycles, showering and changing facilities at work, bicycle racks on buses, directional signage intended for cyclists, route maps, and educational and encouragement programs. Programs such as bikeway management and maintenance, and promotional and educational programs can improve safety and convenience for cyclists, and help to create the cultural shift that is necessary to increase bicycling. The City of Lafayette is a limited services city with a narrowly defined mission statement and a limited staff to provide only the very basic services related to police, planning and public works. As such, some recommendations that follow assume ideal funding and staffing availability that may never become available. Necessarily, these recommendations may need to be addressed by volunteer efforts; such is the tradition in this community. Absent volunteer efforts, it is recognized that the implementation of these items may only be a very long-term goal, notwithstanding any apparent “high” priority indicated. Proposed supporting actions, facilities and programs have been numbered sequentially. Priority level and responsible party have been suggested for the recommended items below. PLAN FOR THE NEEDS OF BICYCLISTS In order to effectively provide for the needs of bicyclists, a variety of planning activities are needed including acquiring funding, coordinating efforts and evaluating progress on implementing the plan.     City of San Mateo | Bicycle Master Plan 5. Proposed Network Improvements This chapter presents proposed bikeways and bicycle support facilities identified through input from the community, City staff and the needs analysis. The proposed improvements are intended to make bicycling more comfortable and accessible for bicyclist of all skill levels and trip purposes. This chapter presents the following improvement types: Network Improvements fill gaps in the existing network so the community has a seamless bicycle network to use. Spot Improvements identify specific locations for focused improvement. Studies identify potential improvements for consideration and further analysis. Bicycle Parking identifies key locations citywide for bicycle parking installation, a bike parking plan for downtown and a recommended bicycle parking ordinance. 5.1. Network Improvements This section includes bikeway network, pavement markings and signage improvements as well as a Complete Streets policy recommendation. The bikeway recommendations include over 36 miles of new facilities to increase San Mateo’s bikeway connectivity and to create a comprehensive, safe, and logical network. At full build-out of the proposed bikeways, San Mateo will have 76 bikeway miles, improving connections from residential neighborhoods to attractors such as retail, transit and jobs. The pavement markings and signage will support the bikeway network by providing network identify. The Complete Streets policy will encourage future San Mateo transportation network design to consider all users. Figure 5-1 shows the existing and proposed bikeway network and Tables 5-1 through 5-3 list the bikeways by type and mileage. The proposed bikeways were developed with consideration for roadway widths, traffic volumes and speeds, connections to destinations.

Different societies are taking different paths to do this, with varying results. The difficulties encountered in Eastern Europe, and especially in Russia, contrast with the success of Chinese “market socialism,” and illuminate what many think is the asocial, “one-size-fits-all” character of the advice economists are giving Eastern European governments; their abstract models do not take into account qualitative differences between societies (Gray 1997; Brinton and Nee 1998). Even some economists are beginning to admit that the economy cannot be abstracted from society, and a few are resurrecting the tradition of institutionalism, though some versions (e.g., Hodgson 1996) are more social than others (Williamson 1985; North 1990). An important wing of economic sociology argues this point about qualitative difference (e.g., Orrù, Biggart, and Hamilton 1997; Gereffi 1994), and such differences must be taken into account as “the market” is introduced into post-socialist societies (Nee and Cao 1999). In this effort, studying both market economies and markets for single products is important. The old institutionalism and economic sociology take culture—a crucial and contested aspect of societies—into account far more than does the new institutionalism, and consequently find separating these two levels problematic. As Granovetter (1985) put it, economic actors are “embedded” in society; that is, analytically separating economic behavior from social behavior, as economists do, distorts the analysis and reduces understanding.

Safe Commuting You do not have to be on the Colorado State University campus for very long to realize we have A LOT of alternative means of transportation, such as people walking, riding bicycles, scooters, skateboards and rollerblades. Alternative transportation options are clean, quiet, healthy ways to commute to and on campus. These forms of transportation are also relatively inexpensive and much easier to park close to your next class than a car. Bikes make up the largest means of alternative transportation used on campus and they are everywhere! An average of 15,000 bikes are on campus every day and with that many there are bound to be more accidents and thefts. A general guideline for safe cycling is if you should not do it in a car, you should not do it on a bike. Best securing practices call for locking the frame of the bike to a rack with a U-lock. You need to keep in mind the precautions necessary to protect your bike, yourself, and others. The basics for safe commuting on campus are on pages 1-3, but for more comprehensive information, we recommend that you refer to the complete Colorado State University Regulations beginning on page 4.

    Recommended Programs 5. Program Recommendations Of the Five Es of bicycle planning, four are related to programs: encouragement, education, enforcement and evaluation. Programs will complement engineering improvements such as bike paths, lanes and routes by giving Bakersfield residents the tools they need to safely and confidently use the bikeway network. All of the Five Es work together to enhance the bicycling experience in Bakersfield. The following section presents recommended programs to support the vision and goals of this plan. The recommendations include continuation of those the City currently administers and those identified by the community, as well additional programs that have proven to be popular and effective in other bicycle-friendly cities. 5.1 Encouragement The following programs are designed to encourage community members to ride bicycles. Through the public outreach process, community members identified encouragement programs as a way to increase bicycling mode share and reach the goals outlined in this plan as well as in the Sustainable Initiatives Plan. Community recommended programs include car-free streets and employer-based programs. 5.1.1 Safe Routes to School Program Helping children walk and bicycle to school is good for children’s health and can reduce congestion, traffic dangers and air pollution caused by parents driving children to school. Safe Routes to School programs use a "5 Es" approach; using Engineering, Education, Enforcement, Encouragement, and Evaluation strategies to improve safety and encourage children walking and biking to school. The programs are usually run by a coalition of city government, school and school district officials, and teachers, parents, students, and neighbors.
