3.1 Evaluation Response:- This top landing area has been modified to optimise the new stairs access arrangement. To further open up this top stairs area The proposed alterations to 10 Cavendish Avenue will bring about change a section of ceiling along with the WC has been removed and a large engaging sections 16(2) and 66(1) of the Planning (Listed Buildings and rooflight installed thereby creating an open lightwell over the existing Conservation Areas) Act 1990. Layout alterations and a new dormer on stairs. the rear top roof to the main house were to be considered under a pre- application where the feedback from this has been addressed under this Full Application. Consideration has been given to the aspects of significance in terms of the building’s architectural and historic interest. These are set out in more detail in the heritage assessment.

3.2 Pre-application Advice - P20/00784

Pre-Application advice (P20/00784) was submitted to the City of Westminster for internal alterations to the lower ground floor, upper ground floor, first floor and second floor, together with a rear dormer roof extension and lightwell extensions at basement level to both the front and back. The following was the feedback received for the dormer extension in which this application relates to and how it has informed the proposed scheme.

3.2.1 Roof

Comment:- ‘The conversion of the loft space is not contentious in listed building terms. However, the erection of a dormer would unbalance the paired composition of nos. 10 and 12 Cavendish Avenue and would harm the intrinsic historic roof form of the building. The application site and neighbouring buildings in Cavendish Avenue have retained their historic shallow slate pitched roofs. There appears to be no other dormers extensions in this part of Cavendish Avenue and majority are unimpaired and have retained their original roof form. The clutter free roofscape of consistent historic 2 pitched roofs significantly contributes to the character and appearance of the St John’s Wood Conservation Area. Therefore, in it considered that any dormer, irrespective of scale and detailed design, would be highly likely to be considered unacceptable in principle’

Response:- The proposed dormer has been reduced in size and the detail design refined to remove the heavy lead border frame and be more in keeping with local established dormer designs on Cavendish Avenue. For local precedents refer to photos under item 3.8

3.2.2 Internal alterations

Comment:- ‘The alteration to partitions at 1st and 2nd floor is not contentious. The installation of a new staircase to the converted loft would significantly reduce the hallway space at 2nd floor and create a tight junction with the nearby shower room, but given the existing context where there is a large cupboard situated in this space this would not adversely impact on this already compromised historic plan at this level’

By making the bedrooms larger over the 1st and 2nd floors and in wanting 03 (PL)303 (PL)202 to retain 7 bedrooms, the loft space has been converted where a modest sized rear dormer allows the minimum space required to accommodate this additional bedroom space with en-suite.

To achieve a comfortable min clear ceiling height of 2.15m to this loft room it is proposed that the ceiling height to the 2nd floor be lowered by 230mm where this will further accommodate the deeper floor construction and insulation required to create this habitable space. The clear ceiling height that will remain at 2nd level will be 2.4m.
