In 2003, he was replaced by his son Ilham Aliyev, and the repressions against dissidents became systematic. Azerbaijani human rights defenders regularly compile the list of “prisoners of conscience” and political prisoners. Current list, by August 10, 2020, includes all arrested and convicted on political motives, about whom it was possible to collect detailed information. It was the most severe escalation of the protracted conflict between Armenians and Azerbaijanis over this disputed region since the early 1990s. The 2020 war was ultimately halted after six weeks of fighting by a Russian-brokered trilateral agreement in the night of November 9/10, 2020. -

La regione del Nagorno-Karabakh, una striscia di terra di 8.223 km2 (l’Umbria ha una superficie di 8.456 km2), è parte dell’Altopiano Armeno e si estende nella zona di confine settentrionale tra Armenia e Azerbaigian. Per anni il territorio, de jure parte dell'Azerbaigian ma de facto, a seguito della guerra del 1994 finita con un cessate il fuoco, un protettorato informale dell'Armenia, è stato conteso tra i due paesi. A 30 anni dallo scoppio del conflitto e a circa 25 dal termine della guerra, il 12 luglio scorso gli scontri tra le forze terrestri armene e azere si sono intensificati1 e sono proseguiti fino al 17 luglio. Sono state impiegate bocche da fuoco pesanti (artiglieria) con il conseguente abbattimento di droni e veicoli e il bombardamento di postazioni nemiche2.Un numero imprecisato di soldati, un alto ufficiale, il Generale azero Polad Hashimov, e altro personale militare3 hanno perso la vita. Il 13 luglio, il presidente azero, Ilham Aliyev ha riunito il Consiglio di Sicurezza Nazionale4 nel corso del quale ha accusato l’Armenia di aver violato il cessate il fuoco e ha dichiarato che le Forze Armate Azere avevano respinto con successo gli attacchi, pur subendo perdite in termini di uomini. Di contro, come riportato dal sito ufficiale del Ministero della Difesa armeno “Alle 13:45 del 12 luglio, i militari azerbaigiani hanno ripetuto il loro tentativo di prendere la posizione di confine delle forze armate armene, usando il fuoco dell'artiglieria, ma sono stati intercettati dalla parte armena e respinti, subendo perdite. -

The attempted Azeri infiltration occurred in the northern Tavush province of Armenia--sovereign territory some 300 kilometers from the Republic of Artsakh (Nagorno Kharabagh), the usual target of Azeri aggression. Although through the years Azerbaijan has violated the ceasefire agreement on many occasions, this is the first major aggression since the four-day war of April 2016. As a result of Azerbaijan's cowardly attack six Armenian soldiers were killed. Casualties on the Azeri side were nearly double that number, with the Azeri authorities reporting 11 dead, among them high- ranking officers Major General Polad Hashimov, chief of staff of the North Military Unit and Col. Ilgar Mirzayev among others. Even the special "Yashma" troops, which President Aliyev has spent millions on to train in various parts of the world, could not yield the desired results for Baku. The Azeri forces suffered a heavy blow, raising doubts about Aliyev's continuous propaganda assertion that Azerbaijan’s superior army could wipe out Armenia off the map. -
