Draft 150/5390-2D, Heliport Design Advisory U.S. Department of Transportation Federal Aviation Circular Administration Subject: Heliport Design Date: Draft AC No: 150/5390-2D Initiated By: AAS-100 Change: 1 1 Purpose. 2 This advisory circular (AC) provides standards for the planning, design and 3 construction of heliports serving helicopters with single, tandem (front and rear) or dual 4 (side by side) rotors. 5 2 Cancellation. 6 This AC cancels AC 150/5390-2C, Heliport Design, dated April 24, 2012. 7 3 Applicability. 8 The Federal Aviation Administration (FAA) recommends the standards and guidelines 9 in this AC for uniformity in planning, design and construction of heliports. This AC 10 does not constitute a regulation, is not mandatory and is not legally binding in its own 11 right. This AC will not be relied upon as a separate basis by the FAA for affirmative 12 enforcement action or other administrative penalty. Conformity with this AC is 13 voluntary, and nonconformity will not affect rights and obligations under existing 14 statutes and regulations, except for the projects described in subparagraphs 2, 3 and 4 15 below: 16 The standards and guidelines contained in this AC are practices the FAA 17 recommends for establishing an acceptable level of safety, performance and 18 operation for heliports. 19 Use of these standards and guidelines is mandatory for projects funded under 20 Federal grant assistance programs, including without limitation the Airport 21 Improvement Program (AIP) and CARES Act Airport Grants program. See Grant 22 Assurance #34. 23 This AC is mandatory, as required by regulation, for projects funded by the 24 Passenger Facility Charge program. See PFC Assurance #9. 25 This AC has no applicability under Title 14 Code of the Federal Regulations (CFR) 26 Part 139 due to an exemption for heliport operators per § 139.1(c)(5). 12/16/2020 DRAFT AC 150/5390-2D 27 Other federal agencies, states, or other authorities having jurisdiction over the 28 construction of heliports not funded with AIP, Cares Act, or PFC funds have 29 discretion in establishing the extent to which these standards apply. 30 4 Related Documents. 31 ACs and Orders referenced in the text of this AC do not include a revision letter, as they 32 refer to the latest version. Consolidated Chapter 7 (Heliport Gradients and Pavement Design) into 39 Chapter 2. 40 c. Included a separate Chapter 3 on Heliport Taxiways, Taxi Routes, and 41 Helicopter Parking. 42 d. Included a separate Chapter 4 on Heliport Markings and Lighting. 43 e. Included a separate Chapter 7 on Heliport Site Safety Elements. 44 f. Incorporated Engineering Brief #87, Heliport Perimeter Light for Visual 45 Meteorological Conditions, into this AC to address specific heliport lighting 46 requirements. Heliport lighting design requirements are included in Appendix F. 47 Revised figures and tables to correspond with the design requirements and 48 dimensions for General Aviation, Transport, and Hospital heliports. 49 Enhanced the figures to include dimensional, layout, and offset requirements. 50 Updated the format of the document and made minor editorial changes throughout. 51 Included a heliport evaluation process flow chart in Appendix E. 52 Hyperlinks (allowing the reader to access documents located on the internet and to 53 maneuver within this document) are provided throughout this document and are 54 identified with underlined text. The only operational change is in the start pro• cedure. The keyed magneto switch is no longer used to engage the starter and has a new position marked Prime. After turning the master battery switch on and pushing the mixture control full rich, the engine is ready for priming. To prime, hold the key switch in the spring-loaded Prime position for 3 to 5 seconds and note that the auxiliary fuel pump light goes out. Next place the magneto switch in the Both position, pull the mixture all the way out. and press the starter button located at the end of the collective. As the engine be• gins to fire, smoothly push the mixture to full rich. Tompkins also pointed out the lack of a carburetor heat control. He noted that eliminating carburetor-icing prob• lems is an added safety benefit of the fuel injection. After flying to Catalina Island to take some photos, we departed Torrance, California's Zamperini Field for Las Vegas. I handled the navigation and ATC through the Los Angeles Basin so Zent• graf could focus on getting comfortable at the controls. I took advantage of the dual Garmin GNS 430 GPS/nav/com re• ceivers to thread our way through the Class B airspace. What I like about this arrangement is the ability to set one 430 on a one- or two- mile scale, allowing you to see airspace boundaries and terrain features, like highways and rivers, in de• tail.

To address an increase in fatal helicopter air ambulance accidents, the FAA is implementing new operational procedures and additional equipment requirements for helicopter air ambulance operations. This final rule also increases safety for commercial helicopter operations by revising requirements for equipment, pilot testing, and alternate airports. It increases weather minimums for all general aviation helicopter operations. Many of these requirements address National Transportation Safety Board safety recommendations, and are already found in FAA guidance. Today’s changes are intended to provide certificate holders and pilots with additional tools and procedures that will aid in preventing accidents.     Chapter 3 BENEFITS OF AIR MEDICAL ACCESS This chapter contains a review of the research and stud- ies that have been conducted over the years in an effort to define the benefits of utilizing helicopters for rapid air medical transport. It provides a discussion on how heli- copter emergency medical services operate as an inte- gral part of a trauma system by speeding expert medical care to the victim, thereby reducing mortality, and improv- ing outcome. This chapter will also discuss the benefits of air medical access to the people of San Francisco and the greater Bay Area region. INTRODUCTION Because injury causes sudden changes in body systems and functions, often as a result of internal bleeding that can be stopped by surgery, trauma survival is considered to be time dependent, demanding immediate and appro- priate treatment. Emergency care specialists refer to the “Golden Hour” following a traumatic incident as that time within which half of all deaths occur. For the trauma victim, the goal is to receive a high level of defini- tive care in a critically short period of time. It makes sense to combine the “Golden Hour” of trauma with the ability to stabilize and maintain the victim on a portable life support system during a helicopter trip back to the ter- tiary center for definitive treatment.1 A helicopter is neither a medical nor a therapeutic device. Helicopter emergency medical service (HEMS) provides rapid delivery of advanced medical treatment to a quali- fied group of critically ill and injured patients and de- creases out of hospital time.
