SECTION B: CRITERION WISE EXECUTIVE SUMMARY Dayanand Education Society, Latur was established in May 1961. Latur, then, was a Taluka place in Osmanabad District. Aspiring students from poor and middle class families could not get any facility for higher education, except for going to Mumbai, Pune or Hyderabad. For a candidate from economically backward family leaving Latur for pursuing higher education was rather dream like. So to make the flow of education reach to the grass root level, to the sons and daughters of farmers and workers community, renowned personalities and business persons like Late. Manikraoji Sonavane, Late. Raja Narayanlalji Lahoti, Late. Chandrashekherdada Bajpai, Late. Madanlalji Biyani, Shri. Shantibhai Shah, Late. Nathmalji Innani, Late. Ranaba Mandade, Late. Ramgopalji Rathi, Late. Tamanappa Utage, Late. Keshavraoji Sonavane instituted Dayanand Education Society in May 1961. In June 1961, under the aegis of Dayanand Education Society Arts, Commerce and Science colleges started functioning. The foundation stone was laid at the auspicious hands of the then Governor of Maharashtra Hon. Shriprakash. The Society accepted “aa no bhadra kratavo yantu vishwatha” (let knowledge from all corners of the Universe come to us) the 14th Mantra from 25th chapter of Yajurveda as its Mission Statement. What was a small plant in yesterdays; today it has grown in to a huge tree. Late. Manikraoji Sonavane was the first President and Late. Chandrashekhardada Bajpai was the Secretary. Today Hon. Laxmiramanji Lahoti presides over the Society and Hon. Rameshji Biyani is the Secretary. “Latur Pattern” in academic field has come into existence by the persistent efforts put in by all the colleges of this Education Society. In June 1961 Arts, Commerce and Science Colleges were together which afterwards were made independent for academic and administrative reasons. Dayanand Science was given independent recognition in 1967 so were Arts and Commerce in 1970. In the same year i.e. 1971 Dayanand Law College was established. In 2009 Dayanand College of Pharmacy was established. Dayanand Education Society, Latur owns 22 acre and 20 gunthas of land. Each college has a separate Principal, Office and administrative system. Each college has a huge independent building on the campus of Dayanand Education Society. The total strength of all five colleges in 2012 goes up to 9720 students pursuing their U.G. and P.G. degree in diverse streams. Research facilities are also available in all the colleges. Re-accreditation Report-2013 Page 8 Dayanand College of Arts, Latur. Dayanand College of Arts offers regular B.A., B.A. Animation and B.A. Fashion Dress Design. The college also offers Post Graduate education in English, Hindi and Marathi on Grant- in-aid basis and Music and Public Administration on Non-grant basis. Facility of pursuing M. Phil in Hindi is also available along with the Recognised Research Centers in English, Hindi and Marathi. Almost 50% of the staff are recognized Research Guides in the respective subjects. Center for Distance Education- Swami Ramanand Teerth Marathwada University, Nanded has also been added into the available facilities. Arts College Library is one of the biggest which possesses over 92,000 books on various subjects. Recently the college has started P. G in Animation and VFX and Fashion Dress Design. The college has also introduced COCs in various subjects. CRITERION I: CURRICULAR ASPECTS The college has as its vision: “Man making and character building” and its mission states the core values of imparting quality education in Humanities and Languages to the poor, rural students. It strives to imbibe nationalism, community development, and sense of fellow feeling through creation of casteless society. The college strictly follows the curriculum designed by the university. For the effective delivery of the curriculum the college asks each member of the staff to prepare the semester plan of individual papers. Almost 10 of the present faculty have contributed in University curriculum development. 02 0f the faculty has been associated with other universities in the capacity of BOS. The curriculum of self- financed degree courses and that of COCs have been designed by the faculty. The college also runs SRTMU, Nanded Distance Education center. The college has developed a mechanism for sensitizing its stakeholders on various cross cutting issues like gender equality, human rights and environment etc through various association and NGOs. Linkages have been established with garment industry like Bombay Rayon, Akhil Bhartiya Gandharva Mandal, Miraj and Gramin Janta Shikshan Prasarak Mandal, Chalburga. CRITERION II: TEACHING - LEARNING AND EVALUATION The college publishes prospects which include all the information of admission process. It also carries the information regarding the facilities available, student’s achievements various activities of the college, Prize list for students, information of various scholarships available. There is a name list of Management members, teaching and non- teaching staff. For keeping transparency in admission process the time schedule of registration, first second third merit selection list are displayed on the notice board. The college has students of high percentage seeking admission to the various courses offered by the college. Most of the courses are exclusively available in the college. The admission committee monitors, counsels and creates students’ profile with office assistance. Large number of students from backward and economically weaker sections is admitted in the college. The institutional goals and objectives state the development of casteless society and creation of equality among the diverse sections of the society. The college is very much conscious of the inclusion of rural, economically backward and women students. The college ensures that the students get different scholarships like Government of India Scholarship, Eklavya Scholarship, Maulana Azad Scholarship, Rajiv Gandhi National Research Fellowship, Maulana Azad National Research Fellowship, Various types of Freeships, EBC Facility etc. Facilities like Earn and Learn, Hostels and student aid fund are also made available. There is a provision of faculty sponsored endowment awards and prizes as well as Poojya Chudamani Balasaheb Maharaj Scholarship. The college has strategies to cater to the needs of diverse students viz. Remedial classes, Add-on courses like translation proficiency, soft skills and personality development, spoken English, department internet facility, NET/ SLET coaching. The college prepares an academic calendar every year based on the broad framework supplied by the university.

    Corruption in India: Bridging Research Evidence and Policy Options Sandip Sukhtankar1 Milan Vaishnav2 April 27, 2015 Abstract Corruption has become an increasingly salient issue in India today, spawning both enormous interest from the media as well as a large amount of academic research. Yet there is a large gap between what has captured the media’s attention, the policy options under discussion, and the actual evidence base drawn from empirical research on corruption. We attempt to bridge this gap, directly addressing the particular challenges that corruption in India poses. Academic evidence supports the popular perception that corruption is widespread and endemic. However, we find that the costs of day-to-day corruption are just as large, if not larger, than those of the “scams” that dominate headlines. Further, we find that there is very little evidence to support the idea that greater transparency, information, and community based efforts have a significant impact on reducing corruption on their own. This is also true for some technological interventions, although those interventions – like direct benefit transfers – that bypass middlemen and corrupt officials have a much greater scope for success, as do interventions that transfer bargaining power to citizens and beneficiaries. We find much to commend in the sensible and wide-ranging legislative agenda to combat corruption, including the Right to Service and Public Procurement bills. However, what is most important for combating corruption is not the law on paper but the implementation of the law; the binding constraint, as always, is the government’s desire and ability to punish corrupt officials and politicians.

    2020 i COMMONWEALTH HUMAN RIGHTS INITIATIVE The Commonwealth Human Rights Initiative (CHRI) is an independent, non-governmental, non-profit organisation headquartered in New Delhi, India, with offices in London, United Kingdom, and Accra, Ghana. Since 1987, it has advocated, engaged and mobilised around human rights issues in Commonwealth countries. Its specialisations in the areas of Access to Justice (ATJ) and Access to Information (ATI) are widely known. The ATJ programme has focussed on Police and Prison Reforms, to reduce arbitrariness and ensure transparency while holding duty bearers to accountability. CHRI looks at policy interventions, including legal remedies, building civil society coalitions and engaging with stakeholders. The ATI programme looks at Right to Information (RTI) LIFE AND DEATH IN THE TIME OF RTI and Freedom of Information laws across geographies, provides specialised advice, sheds light on challenging issues and processes for widespread use of transparency laws and develops capacity. It said the state governments would not be able to offer jobs to the distressed people due to lack of funds and the Centre should consider increasing allocation, particularly to states reeling under drought. “There is a shortage of funds and this shortage is going to be severe if all states comply with 100 days of employment per household per year which at present is only at 46 days as per your data. You need to have larger budget to solve the problem of drought hit people by offering them employment,“ the bench said. The Centre enhanced budgetary allocation for Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA) to Rs 38,500 crore from Rs 34,699 crore last year, but Rs 10,000 crore would be for payments of last year's liability with only Rs 28,500 crore available for the current financial year.
