Ohjelman avulla tuetaan suomalaisten ja kehitysmai- den korkeakoulujen välistä opiskelija- ja opettajavaihtoa. Ohjelman pilottivaihe on kolmivuo- tinen ja se päättyy vuoden 2006 lopussa. Ulkoministeriön Ohjelmalle myöntämä budjetti on kokonaisuudessaan 2 542 000 euroa, se on ODA-kelpoista1 rahoitusta. Koska Ohjelman pilotti- vaihe on lähellä päätöstään, niin UM käynnisti Ohjelman ulkopuolisen arvioinnin helmikuus- sa 2006. Evaluoijiksi, joiden tehtävänä on arvioida pilotin menestystä ja pohtia Ohjelman jat- kamista ja jatkamisen edellytyksiä, valittiin Merja Mikkola, EconoMik ja Outi Snellman, Uni- versity of the Arctic. UM sopi Kansainvälisen henkilövaihdon keskuksen (CIMO) kanssa pilottivaiheen toimeenpa- nosta viranomaisyhteistyösopimuksella maaliskuussa 2004. CIMO on luonnollinen valinta Ohjelman toimeenpanijaksi, sillä se oli mukana Ohjelman suunnittelussa heti sen alkuvaiheis- sa vuosituhannen alussa ja se on maan johtava viranomainen kansainvälisten liikkuvuusohjelmien hallinnoitsijana. CIMO perustettiin vuonna 1991 ja sen tehtävänä on nimenomaan edistää kansainvälistä opiskelijavaihtoa Suomeen ja Suomesta. CIMO on opetusministeriön alainen viranomainen ja siten noudattaa ministeriön luomia ja vahvistamia koulutuspoliittisia tavoit- teita. Ohjelmalle perustettiin heti keväällä 2004 oma ohjausryhmä, jonka jäsenet edustavat seuraavia tahoja: ulkoasiainministeriö; opetusministeriö; Rehtorien neuvosto; ammattikorkeakoulut (yksi rehtoriedustaja), yliopistot (yksi rehtoriedustaja); ja opiskelijärjestöt: SYL (Suomen ylioppilas- kuntien liitto) ja SAMOK (Suomen ammattikorkeakouluopiskijayhdistysten liitto). Ryhmän puheenjohtajana toimii CIMOn johtaja; sihteeri on myös CIMOn henkilökuntaa. Ohjaus- ryhmä kokoontuu CIMOn kutsusta tarvittaessa, yleensä noin 3–4 kertaa vuodessa. Ohjaus- ryhmä käsittelee kokouksissaan Ohjelman edistymistä, projektien valintakierroksia, sekä itse valintoja. Projektien valintaa varten se kehitti ensimmäisen kevään 2004 hakukierroksen jäl- keen kriteeristön, jota CIMO noudattaa esittäessään rahoitettavia projekteja. Kriteeristö on luonteeltaan suuntaa antava, ja nyt neljän hakukierroksen jälkeen Ohjausryhmä on tullut tu- lokseen, että kriteeristöä on syytä tarkastella uudelleen. UM:llä on rahoittajan roolinsa vuoksi veto-oikeus ohjausryhmän toiminnassa. Alkuperäinen hankeasiakirja suunnitteli ohjausryhmälle nykyistä isompaa roolia päätöksen teossa nähden sen ylimpänä päätöksentekijänä ja CIMOn ennen kaikkea toimeenpanija. Viranomaisyhteistyötä ja – toimintaa säätelevät lait kuitenkin kieltävät, tässä tapauksessa CIMOa, luovuttamasta sille annettua päätösvaltaa muille tahoille, joten ohjausryhmän rooli on ennemmin neuvoa antava ja CIMO vastaa Ohjelmaan liittyvistä päätöksistä. Itse Ohjelma rakennettiin muotoon, jossa CIMO informoi korkeakouluja uudesta tukimuodosta, käynnistää yksittäisten projektien rahoitushaun, arvioi tukea hakevat yksittäiset projektit ja esittää niiden hyväksymistä tai hylkäämistä Ohjelman Ohjausryhmälle. Itse projektit ovat suo- malaisten korkeakoulujen liikkuvuutta edistäviä yhteistyöjärjestelyjä. Liikkuvuuden kohteena 1 ODA-kelpoisuudella tarkoitetaan, että se on julkista rahoitusta, jota käytetään köyhien maiden sosiaalisen ja taloudellisen kehityksen edistämiseksi. Evaluation of CIMO North-South Higher Education Network Programme v ovat ennen kaikkea suomalaiset korkeakouluopiskelijat, yhteistyömaiden korkeakouluopiskelijat sekä molempien opettajat ja nyttemmin myös kansainvälistä opiskelijavaihtoa hallinnoimat tahot osallistujainstituutioissa. Ohjelman tavoitteena oli lähettää 140 suomalaista opiskelijaa yhteistyöinstituutioihin opiskelemaan maksimissaan kahdeksi lukukaudeksi ja vastaanottaa 220 ulkomaista opiskelijaa Suomeen, vastaavasti tavoitteena oli lähettää 45 suomalaista opettajaa maksimissaan kahdeksi kuukaudeksi ja vastaanottaa 65 opettajaa samaksi ajaksi. Lisäksi tavoit- teena oli tukea opettajien tekemiä valmistelevia vierailuita yhteistyöoppilaitoksiin. Hakukierroksia on järjestetty tähän mennessä neljä; ensimmäiset kaksi vuonna 2004 (keväällä ja syksyllä) sekä yksi alkuvuonna 2005 ja 2006. Heti ensimmäinen hakukierros tuotti

    1 Satumaari Ventelä FINNISH SAUNA DIPLOMACY AS AN EXAMPLE OF THE MATERIAL CULTURE OF DIPLOMACY Faculty of Social Sciences Master’s Thesis 5/2019 ABSTRACT Satumaari Ventelä: Finnish Sauna Diplomacy as an Example of the Material Culture of Diplomacy Master’s Thesis Tampere University Master's Programme in Peace, Mediation and Conflict Research May 2019 Finnish sauna diplomacy is a well-known phenomenon in Finland and abroad. Nonetheless, the topic has garnered almost no academic attention – until now. This study takes as its point of departure the notion that material aspects have an effect on how a diplomatic meeting succeeds in its objectives and studies the Finnish sauna as a diplomatic venue in this context. As such, the study can be situated within the emerging field of the material culture of diplomacy, in which diplomatic practices are examined through the perspective of the material culture studies. Points of interest can, for example, be the materiality of diplomatic documents, diplomatic gifts, the material equipment of diplomatic actors, and the materiality of the locations of the diplomatic encounters, as is the case in this thesis. The main question the research aims to answer is, how can the Finnish sauna diplomacy be situated within the material culture of diplomacy? The main question is approached by first finding the answers to the questions of why Finnish diplomats have chosen the sauna as a place for a diplomatic meeting and what kind of impact has this choice of venue had on the objectives they have set for the encounter? In order to do this, 10 Finnish diplomats were interviewed for their insights about the practice.
