Kari Möttölä Finland and the OSCE1 The Significance of the OSCE for Finnish Foreign and Security Policy For Finland, the Helsinki process has been, from its inception, a central point of reference and a fruitful source of inspiration for its foreign and security policy, both as a repository and guardian of concepts and values represented by the CSCE/OSCE and as a model and pattern for international relations. While its operative role has changed from the era of bipolar East-West con- frontation to the age of transformation and unification in Europe, as Finnish policy has adapted to its environment as well, the CSCE/OSCE continues to have a special place in the Finnish elite strategies and public perceptions.2 A natural reason for the identity-related impact is the fact that the Finnish capital gave its name to the process, from the multilateral consultations in 1972-73 to the first Foreign Ministers' meeting in 1973 and the adoption of the Final Act of 1975, and again to the first regular post-Cold War Summit in 1992, and earned a permanent place in post-war history as a symbol of the core values common to all. In addition to its role as a symbol of diplomatic good offices, Helsinki is linked substantively to the human rights aspects, later the human dimension, which emerged as an essential and critical ele- ment of the process as an outcome of the Finnish initiative of 19693 enlarging the idea from a mere security meeting to the inclusive conference on security and co-operation opened in 1972-1973. -

Our Approach Sustainable peace is dependent on a just and participatory peace process, accountable and transparent government, economic development and physical security. CMI’s methodology reflects the need for a more comprehensive approach by the international community and various actors involved in conflict resolution and peacebuilding, and the need for mediation efforts to take into consideration the longer- term issues related to the peace process. CMI characterizes itself as a “bridge builder”, working between different types of organizations, between the public and private sectors, and between different functions of peace mediation and post-conflict reconstruction. CMI’s multi-faceted approach draws upon in-country operations and applied policy research to support decision-making and to shape policies, combining a vast experience of mediation and field practice with high-level advocacy. -

Part of the IST-Africa Initiative, which is supported by the European Commission under the ICT Theme of Framework Programme 7 (FP7), IST-Africa 2012 is the seventh in an Annual Conference Series bringing together delegates from leading commercial, government & research organisations, to bridge the Digital Divide by sharing knowledge, experience, lessons learnt & good practice. European research activities are structured around consecutive multi-annual programmes, or so-called Framework Programmes. FP7 sets out the priorities, including the ICT Priority, for 2007 - 2013. ICT is fully open to international co-operation with the aim to join forces for addressing major challenges where significant added value is expected to be gained from a world-wide R&D cooperation. In this context, the European Commission co-funded the IST-Africa Initiative in order to promote the participation of African organisa- tions to the ICT programme and support the implementation of the 8th Africa-EU Strategic Partnership. Hosted by the Government of Tanzania through the Tanzania National Commission for Science and Technology (COSTECH) and Technically Co-Sponsored by IEEE, IST-Africa 2012 focuses on the Role of ICT for Africa's Development and specifically on Applied ICT research in the areas of eHealth, Technology Enhanced Learning and ICT Skills, Digital Libraries, Open Source Software, ICT for eInclusion and eAccessibility, eInfrastructures, RFID and ICT for Networked Enterprise and eGovernment and eDemocracy. -

ISSN 0252-0117 SUMMARY At its thirty-ninth session, the Commission on the Status of Women, acting as the preparatory body for the Fourth World Conference on Women, recommended a draft resolution on accreditation of non-governmental organizations to the Conference for adoption by the General Assembly and recommended the provisional rules of procedure of the Conference, as amended, for approval by the General Assembly (see chap. II). The Commission recommended the provisional agenda and proposed organization of work of the Conference for adoption by the Conference (resolution 39/1). The Commission also decided to grant observer status to a number of intergovernmental organizations and other entities (decision 39/1), approved the list of non-governmental organizations recommended for accreditation to the Conference (decision 39/2), decided to establish an informal contact group to seek agreement on the commonly understood meaning of the term "gender" in the context of the Platform for Action (decision 39/3), and decided to transmit to the Conference for its consideration, material on a draft declaration and the draft platform for action (decision 39/4). -
