Mittelman School of International Service Spring 2012 2 FROM CARP TO DRAGON: THE SHANGHAI LIST AND THE NEOLIBERAL PURSUIT OF MODERNIZATION IN CHINESE HIGHER EDUCATION Do global university rankings reflect an assimilation of widely held transnational views about education or are these rankings the product of historically and culturally contingent national experience? This study examines how the emergence of the first global ranking—the Shanghai Jiao Tong University Academic Ranking of World Universities (ARWU)—reflects the intermingling of dominant global discourses about higher education with Chinese realities and asks what role ARWU has played in the restructuring of power and knowledge in Chinese higher education under conditions of globalization. A number of methods are employed—including the historical contextualization of ARWU, a critical review of its methodology, and interviews with Chinese students and scholars. The analysis demonstrates that ARWU is both a product and an instrument of neoliberalism in the Chinese context. Allied to a specific discourse of excellence and quality in higher education, it reproduces the national narrative of modernization that is the hallmark of Chinese neoliberalism. COMMUNICATION, EMPIRE, AND AUTHORITY IN THE QING GAZETTE by Emily Carr Mokros A dissertation submitted to Johns Hopkins University in conformity with the requirements for the degree of Doctor of Philosophy Baltimore, Maryland June, 2016 © 2016 Emily Carr Mokros All rights Reserved Abstract This dissertation studies the political and cultural roles of official information and political news in late imperial China. Using a wide-ranging selection of archival, library, and digitized sources from libraries and archives in East Asia, Europe, and the United States, this project investigates the production, regulation, and reading of the Peking Gazette (dibao, jingbao), a distinctive communications channel and news publication of the Qing Empire (1644-1912). Although court gazettes were composed of official documents and communications, the Qing state frequently contracted with commercial copyists and printers in publishing and distributing them. As this dissertation shows, even as the Qing state viewed information control and dissemination as a strategic concern, it also permitted the free circulation of a huge variety of timely political news. Readers including both officials and non-officials used the gazette in order to compare judicial rulings, assess military campaigns, and follow court politics and scandals. As the first full-length study of the Qing gazette, this project shows concretely that the gazette was a powerful factor in late imperial Chinese politics and culture, and analyzes the close relationship between information and imperial practice in the Qing Empire. By arguing that the ubiquitous gazette was the most important link between the Qing state and the densely connected information society of late imperial China, this project overturns assumptions that underestimate the importance of court gazettes and the extent of popular interest in political news in Chinese history. -

The current paper attempts to describe the status of China English and analyze its trends based on relevant corpus data. The exuberance and vibrancy of China English are reflected in nativized English from Chinese, Chinese loanwords in English, and the pragmatics and functional use of China English. The corpus data analyses strongly support the practice of employing various calques in treating China-specific or culture-bound words, such as phonological calque, semantic calque, phono-semantic calque, and referential calque. Status of China English During more than two centuries of language contact attributable to economic and cultural exchanges between China and the West, a great number of Chinese culture-bound words, words unique to Chinese or the Chinese ethnic culture, have inevitably emerged into the English language through various channels, media or otherwise. -

Teaching Education, Vol. 13, No. 1, 2002 Teacher Education and the University: a comparative analysis with implications for Hong Kong RUTH HAYHOE The Hong Kong Institute of Education, 10 Lo Ping Road, Tai Po, New Territories, Hong Kong ABSTRACT The university of education might be seen as a new type of university, which has emerged in recent decades in Asia, and which may be able to contribute both to teacher education and the needs of the knowledge society in new ways. This article begins with a historical overview of the development of universities and normal colleges in Western and Asian societies. It explores the value orientations of these two types of institution, and their links to the different historical periods in which they emerged. These contrasting value orientations are schematized in the second part of the paper, which addresses its core question: how can teacher education attain a level of excellence parallel to that of universities, while maintaining those values of the normal college that are relevant to the knowledge society? A comparative historical analysis of three Western and three Asian societies in the third part of the paper gives an overview of different ways in which this dilemma has been resolved. The fourth part then draws out four distinctive models of teacher education that have emerged historically, and evaluates them comparatively. The paper concludes with comparative re ections on teacher education in Singapore and Hong Kong, suggesting the model of a university of education as uniquely suited to the Hong Kong situation, and possibly only culturally viable in an Asian environment. -

In 1929, through its engagement with a Sino-Japanese biological expedition along the Yangzi River, Academia Sinica, as a governmental department, for the first time implemented regulations on foreign biological expeditions in China. The engagement thus paved the way for China’s first policy on the matter. By terminating international researchers’ unlimited access to Chinese natural resources, this policy established national control over all the scientific activities in China. -

It focuses on how educational reform and other factors influenced the way in which modern libraries came into being in China. It argues that the establishment of modern libraries in China was a complicated and long process, as China followed neither the *industrialisation and democracy+ model of the ,nited tates nor the *modernisation+ model of -ei.i Japan. Rather, modern libraries were introduced into China in the closing years of the 0ing Dynasty (114421911) to facilitate educational reform and national regeneration. The Nationalist government, established in 1928, further stimulated the expansion of Chinese libraries as part of the government5s state building efforts. Therefore, this thesis examines the Chinese case in the emergence of modern libraries6 the case of *underdevelopment+ with distinctive Chinese characteristics. -

Reina Mercedes 1, 41012 Sevilla, Spain† Abstract The transformation of Beijing's historic center is in need of an evaluation from the standpoint of authenticity, a concept increasingly used and constantly redefined. Beginning with a heritage-based definition of authenticity, this article will present a review of the urban intervention policies that have been implemented in Beijing's inner city hutongs since the Revolution in 1949, evaluating their effect on the capital's preservation. Then, the paper will continue describing how current urban redevelopment is assuming contemporary definitions of urban authenticity emanating from the creative city paradigm and the tourism industry, leaving a lasting effect on its vernacular heritage. Taking the historical area of Guozijian as a case study, this article will evaluate the integration of contemporary commercial architecture into this historic setting. This evaluation will highlight how flawed conceptions of authenticity have brought about an ongoing gentrification process that is displacing a large share of the population, a fundamental component of urban heritage authenticity. Keywords Urban heritage, creative city, authenticity, urban renovation, gentrification Introduction Contemporary debate about urban authenticity revolves around a series of issues with an important economic dimension. The foremost involves heritage, which is the departure point of this paper. Even though the discussion among experts regarding authenticity and architectural heritage has reached a certain consensus (De Naeyer et al., 2000), it vanishes when heritage assets characterized by constant change, such as cities, are addressed.
