Heavy metals are also considered as endocrine disrupters. The present work dealt with the detection and identification of Heavy metals (Pb, Cd, Cr, Ni, Hg) having estrogenic properties from three different sites around Guwahati city, India, well known for its polluted water. Water samples were collected and analyzed using Atomic Absorption Spectrophotometer. The estrogenic heavy metal concentration in water was in the order Pb>Cr>Ni>Hg>Cd. The successes have not been consiste nt or uniform, but over the last six decades the ECI managed to make the worlds largest democratic p rocess freer and fairer. One of the instruments of this success is surely the Model Code of C onduct. D esigned to offer a level playing field to all political parties, it has been used to neu tralise many of the inherent advantages of a ruling party in an election. Although the model code wa s originally based on political consensus and does not still enjoy statutory sanction, it served as a handy tool for placing curbs on the abuse of the official machinery for campaigning. While ther e have been complaints of excess in the sometimes mindless application of the model code, th e benefits have generally outweighed the costs. After the Election Commission was made a three-member body, its functioning beca me more institutionalised and more transparent with little room for the caprices of an o verbearing personality. The diamond jubilee is also an occasion for the ECI to look at the challenges ah ead, especially those relating to criminalisation of politics and use of money power in elections. Neither of these issues is new. What is clear is that the efforts of the Commission to t ackle them have generally lacked conviction and have not yielded any significant results.

    1.Executive Summary Merger - It's the most talked about term today creating lot of excitement and speculative activity in the markets. But before Mergers & Acquisitions (M&A) activity speeds up, it has to actually pass through a long chain of procedures (both legal and financial), which at times delays the deal. With the liberalization of the Indian economy in 1991, restrictions on Mergers and Acquisitions have been lowered. The numbers of Mergers and Acquisitions have increased many times in the last decade compared to the slack period of 1970-80s when legal hurdles trimmed the M&A growth. To put things in perspective, from 15 mergers in 1998, the number crossed to over 280 in FY01. With a downturn in the capital markets, valuations have come down to historic lows. It's high time that the consolidation game speeds up. In simple terms, a merger means blending of two or more existing undertakings into one, consequent to which each undertaking would lose their separate identity. The most common reasons for mergers are, operating synergies, market expansion, diversification, growth, consolidation of production capacities and tax savings. However, these are just some of the illustrations and not the exhaustive benefits. However, before the idea of Merger and Acquisition crystallizes, the firm needs to understand its own capabilities and industry position. It also needs to know the same about the other firms it seeks to tie up with, to get a real benefit from a merger. Globalization has increased the competitive pressure in the markets. Over the last five years, private sector banks have rapidly gained market share to ~30% (2020) from ~18% (2015), and we see this trend accelerating at a faster pace now. M&A opportunities may also increase in the system as corporates with deep pockets may adopt this route rather than building from scratch. Fit and proper criteria, increased surveillance on group entities, the maximum allowed promoter shareholding, and regulatory cost of CRR, SLR, etc. have been the key considerations thus far for applying and granting banking licenses. It remains to be seen how corporate India, NBFCs, and the RBI would approach the matter this time around, once final guidelines are out. Prima facie, we see IDFC Ltd, Bajaj Finance, L&TFH, Equitas, and Ujjivan to be key beneficiaries.     Flat Jack Method for Measuring Design Parameters for Hydraulic Structures of the Koyna Hydro Electric Project in India Keshav Ral Dhawan, Chief Research Officer, Central Water & Power Research Station, Khadakwasla, Pune– 411 024; [email protected] ABSTRACT: The paper presents two different projects: The first involves a case with limited rock cover on a side of an excavated surge shaft located near a steep slope. The second involves the assessment of design parameters of an existing masonry dam for use as input in dynamic analysis. The induced stresses in the surge shaft of Koyna Hydro Electric Project (K.H.E.P.) stage-IV were measured with flat jack. These tests were first performed in a 4 m diameter pilot shaft and after the shaft was excavated to its full diameter of 22.70 m. The stresses increased from 3.96 MPa to 5.09 MPa, when the 4m- diameter surge shaft was expanded to its full diameter of 22.70 m, in the case where significant rock mass cover existed at EL 651.00 m. However stress reduction or no variation in the induced stress was measured in the portion of insufficient rock cover. In the second case, to determine the design parameters of Kolkewadi masonry dam of K.H.E.P stage-III, flat jack tests were conducted at the upstream side of Kolkewadi masonry dam in masonry of 1:4 and 1:3 and at downstream sloping side in masonry of 1:5. It is impractical and difficult to obtain mechanical properties of masonry in laboratory from the extracted core samples, due to intrinsic nonhomogeneity of the material.
