Ref: With reference to the memo cited above, I am submitting herewith the proposals for diversion of 461.1496 ha of forest land for construction of 765 KV Double Circuit (D/C) Transmission line from Angul Pooling Station to lharsuguda Pooling Station in five copies for onward transmission for obtaining approval of Central Government of India under Section-2 of Forest Conservation Act, 1980. 1. Brief Description: Power Grid Corporation of India Limited (POWERGRID), the Central Transmission Utility (CTU) of the Country under Ministry of Power is primarily engaged in construction and successful. operation & maintenance of Extra High Voltage Transmission Lines with a mission to form a national grid to facilitate effective transmission of power across various regions of the country. POWERGRID is playing a vital role in the growth of Indian Power Sector to provide power to all. Ministry of Power, Govt. ofIndia has accorded prior approval under Section-68 of the Electricity Act, 200Jto POWERGRID forconstruction of'znd·765 KY Double Circuit Transmission line from Angul Pooling Station to lharsuguda Pooling Station. The total forest area required for Diversion is 461.1496 ha including 91.570 ha coming under Athmallik Forest Division in A~gul district. And the total length of the Transmission Line is 294.869 Km out of that 68.8282 Kms passing through forest area including 13.6671 Km forest area coming under Athmallik Forest Division. The line is passing through Angul, Athmallik, Rairakhol, Sambalpur, Bamra, lharsuguda and Sundargarh Forest Division in the state of Odisha. The route starts from 765/400 KY Angul Pooling Sub-Station located at latitude 20°46' (North) and longitude 85°07' (East) and terminates at 765/400 KV) Pooling Sub-station, lharsuguda (At village Kenapali, Sundargarh) located at latitude 22°05' (North) and longitude 83°59' (East). Tree species which are commonly noticed in the proposed area are Sal, Kasi, Dhaura, Jarnun, Kendu, Mango, Sahaj, Senha, Akacia, Arjun, Banyan, Char, Harida, Kaha, Khajur, Karla, Kusum, Mahul, Mai, Karanja, Neem, Pal ash, Siris, Tal, Bamboo etc. The fauna noticed in the area are Wildlife like Wild boar, Barking deer, Black Bear, Jackal, Fox, Hare, and Mongoose are seen in the forest land proposed for diversion but their population is very thin. Birds like common doves, mynas, Jungle crow, Indian cuckoo, parrots, etc are seen. Common reptiles and lizards like Indian cobra, Common krait, rat snakes, common garden lizards are seen in the area. Occasional movement of wild elephants is noticed especially during crop harvest season in the localities. 5.Trees enumeration Plot wise tree enumeration has been carried out in the Forest area applied for diversion. The details enumeration list (5302 nos trees) has been annexed separately with the proposals as Annexure-Vlllt A), The density of vegetation of, Revenue -Forest Area in Athmallik ForestDivision is Below 50% of Eco-Class-Il. ' 6. Compensatory Afforestation: Since, this is a Central Government Sector Project, as per 3.2(VII) of guide lines of Forest Conservation Act, 1980, the degraded forest land twice in extent has been identified in Nuagan RF & Talaipathar RFof Madhapur Range under Athmallik Tahasil in Angul district over 305.2314 ha.( (91.570 for Athmallik + 61.0457 For Angul) X 2 = 305.2314 ha). The CA scheme has been prepared with an estimated cost ofRs. 3,65,95.755.00 and provided as Annexure-XI with the proposal. 7. Resettlement and Rehabilitation. The' proposal does not form any' disp1aceme'nt""''o(''human-being' and hence, Rehabilitation & Resettlement Plan is not required. 8. Cost Benefit analysis. The cost benefit analysis is provided as Annexure-It/ with the proposal. 9. Environmental Clearance. Environmental clearance is not necessary for the project. 10. Wildlife Management Plan. The RoW of the Transmission Line is not falling within any eco-sensitive zone, national park or sanctuary in Athmallik Forest Division. 11. Compliance of Schedule Tribe & Other Traditional Forest Dwellers (Recognition of Forest Right)Act,2006. The User Agency has enclosed the certificate issued by the Collector, Angul under Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Right) Act, 2006 for the proposed diversion of 91.570 ha forest land, with the proposal(Annexure-XlI}. 12. Deposit of NPV. The User Agency has given an undertaking to pay the NPV of the forest land proposed to be diverted. 13.Violation. No violation noticed. 14. Others. i) Site inspection report ofDFO, Athmallik Forest Division is enclosed. ii) Part-Il is enclosed. '\ Encl: 5 sets of proposal.
