Request for Proposals - Guaranteed Energy Savings Contract - Facility Evaluation & Mark Mitchell Needs Overview The Department of Facilities requests permission to solicit proposals for a Guaranteed Energy Savings Contract (GESC). As per KRS 45A.352, a local public agency may enter into a guaranteed energy savings contract for innovative solutions for energy conservation measures. The local public agency shall submit a request for proposals. The purpose of this GESC is to:

Leaves of Absence Requests Kaila Burden – Sweeper – Maryville Elementary – Ms. Burden requests leave without pay for the dates of September 15–19, 2017. She does not earn accrual leave time. She had a non-medical issue. Tina Denner – Lunchroom Monitor – Mt. Washington Middle School – Ms. Denner requests leave without pay for the dates of September 26, 28, and 29, 2017. She does not ear accrual leave time. She had a medical issue. 2. Entry of the Employment Records in the Minutes of Record Employment records for both the certified and classified personnel for the period of August 23, 2017, through September 23, 2017, are submitted for the Board’s information and inclusion in the minutes of this meeting. f. Contracts Becky Sexton 1. Harshaw Trane Service Agreement for Water Treatment and Intelligent Services Mark Mitchell Presented for renewal is the service agreement with Harshaw Trane for water treatment and intelligent services. The water treatment services are needed at the three College and Career Centers, Eastside, Shepherdsville, Bullitt East's two-story addition, front offices and media center, Brooks, Crossroads, Overdale, Roby, Freedom, Lebanon Junction, and the Frank Hatfield Building. The cost for these services is $10,359.00. The agreement also covers the intelligent services for Bullitt Central High School and the three College and Career Centers. The cost for these services is $2,000. Funding for these services is found in FY 18 budget in 0352- Other Technical Services.

2. Elizabethtown Community and Technical College MOA Lee Barger Presented is a Memorandum of Agreement with Elizabethtown Community and Technical College to set forth the terms and conditions for awarding dual credit to Bullitt County students who are enrolled in the SEEK (Securing Educational Excellence in Kentucky) occupational/technical programs. Tuition for high school students will be waived. Students are responsible for purchasing textbooks, workbooks, and other expendable items. ECTC will furnish required lab supplies. The student will furnish personal items such as uniforms, shoes, safety glasses, etc.

3. 2017-2018 Non-Resident Contract - Woodford County Public Schools Pat Smith-Darnell Presented is a non-resident contract with Woodford County Public Schools for the 2017-2018 school year. Non-resident contracts are for children who reside in Bullitt County to transfer and be educated in another district. The District enters into contracts with neighboring counties in order to meet the statutory requirements to receive funds from the fund to Support Educational Excellence in Kentucky (SEEK).

4. U of L Speech-Language Pathology MOA for Hearing Screenings Lesa Howell Presented is an agreement for the University of Louisville Speech-Language Pathology department to provide hearing screenings to elementary students. The students' professional liability certificate will be submitted as outlined in the MOA drafted by Eric Farris once it is determined who will be assisting students. Pending their authorized signature on the agreement, the district would like to begin using this valuable service as soon as possible.

5. Spencerian College MOA for Vision & Hearing Screenings Lesa Howell Presented is a Memorandum of Agreement for Spencerian College to provide vision and hearing screenings to elementary students. The MOA was drafted by Eric Farris. Pending

Board approval and the authorized signature by the college, the district would like to begin using this valuable service. Also provided is the certificate of liability insurance.

6. 2018-2019 Non-Resident Contracts Pat Smith-Darnell The district enters into contracts with neighboring counties in order to meet the statutory requirements to receive funds from the fund to Support Educational Excellence in Kentucky (SEEK). The only way non-resident pupils can be calculated in Average Daily Attendance (ADA) is with a contract with the student's district of residence. A. Residents of Other Counties Transferring to Bullitt County Schools Presented are non-resident contracts for the following counties for Board approval: Bardstown Independent, Elizabethtown Independent, Hardin County, Jefferson County, Nelson County, Oldham County, Shelby County and Spencer County Public School districts. For the 2017-2018 school year, there are 68 students, employees' children and temporary nonresidents on transfer from neighboring counties. Nonresidents are charged tuition in order for their children to attend BCPS. B. Bullitt County Residents Transferring to Other Counties Presented are Non-Resident Contracts with counties for children who reside in Bullitt County to transfer and be educated in another district; Barren County, Bardstown Independent, Breckinridge County, Eminence Independent, Elizabethtown Independent, Hardin County, Nelson County, Oldham County, Jefferson County, Shelby County, Shelby County, Spencer County, Washington County and Woodford County Public Schools for the 2018-2019 school year pending submission. Non-resident contracts were approved for 2017-2018 from these districts and it is anticipated that these districts will prepare and request approval of non-resident contracts for the upcoming school year. g. Permission to Accept Donations/Grant Funding Becky Sexton Grant Writer Ashley Byrum requests permission for the district to accept the following grants:

 $1,200 grant from Walmart for the Family Resource Center summer program at Roby/Mt. Washington Elementary  $800 Fund for the Arts Teacher Arts Grant to Nichols Elementary for students to visit the Kentucky Museum of Arts and Crafts  $15,000+ in Fitnessgram Testing Kits to each school as a gift from the Kentucky Department of Education  $1.300+ in pairs of shoes and socks from JOM employees to Shepherdsville Elementary School  $1,000 from Walmart to the Bernheim/Bullitt Lick Middle School Youth Service Center to be evenly split between Bernheim's Be a Bruin Night and Bullitt Lick's Fall Showcase for food and supplies h. Use of District Property Requests Mark Mitchell 1. BCHS By Mercy Hill Baptist Church Bullitt Central High School requests permission for Mercy Hill Baptist Church to use the school's Auditorium and HUB for church services every Sunday from 8:30 a.m. to 1:30 p.m. from the dates of January 1, 2018, to December 31, 2018. This will be its fifth

year to use Bullitt Central High School. The Application and Agreement Form, along with the Liability Insurance Certificate are provided. i. Requests to Alter School Property Mark Mitchell 1. OMES Countertops Principal Les McIntosh requests permission to install two (2) countertops in the Ben Franklin Academy at Old Mill Elementary School. The countertops will enhance the personalized learning environment of the Makerspace by creating an area for students to use their Chromebooks and other learning resources. The countertops were purchased with school funds. The only cost to the district is the installation of brackets to secure the countertops to the brick walls of the atrium.

2. MES Head Start Canopies Elementary Education Director Sheri Hamilton requests permission to allow OVEC to purchase and install shade canopies on the Head Start playground at Maryville Elementary. OVEC will cover all costs for the project. It will be purchases and installed through All Recreation of Virginia, Inc. at a cost of $13,179. All utility locations will be performed prior to installation. Work will be coordinated through the maintenance department.

3. Transportation - Modification of Wall/AC Unit Transportation Director Joe Shepherd requests an opening be cut in the bus garage wall to the parts room and installation of an air conditioning unit. This request is being made as a result of the computer systems shutting down due to the heat in this area. This modification will not cost the district any additional funding as the air conditioning unit is district-owned and will be installed by the maintenance staff.

4. CGES Media Center Wall Modification Interim Principal Bonita Franklin requests lowering a wall partition in the media center at Cedar Grove Elementary to allow for better supervision. The wall partition is approximately 15' in length and 9" taller than the computer stations. The intent is to lower the top of the wall so that the finished height is the same as the computer stations. This will allow the librarian to monitor students using the computers more effectively. The wall has been inspected and can be lowered without any cost to the district. j. KETS Technology Activity Report Jim Jackson Submitted is the annual Kentucky Educational Technology System (KETS) Technology Activity Report (TAR). During the 2016-2017 school year, the district spent a total of $3,829,757.90 in technology related expenses. Major district and school expenses are listed in the report. Some of the expenses also contain purchases made for Mt. Washington Elementary and Maryville Elementary renovation expenses. Once approved, the report will be sent to KDE for approval and submission to the School Facilities Construction Commission (SFCC). SFCC will then notify the district of eligibility for an offer of assistance for KETS monies.

k. Textbook Plan for OMES Sheri Hamilton Presented for approval is the textbook plan for Old Mill Elementary School. The Director of Elementary Education and Assistant Superintendent for Student Learning have reviewed the plan.

l. Updated Procurement Plan (Procedure) for SFS Angela Voyles Presented is an updated Procurement Plan (Procedure) for School Food Service for the purchases of all operational necessities for the National School Lunch, School Breakfast, Afterschool Snack and Summer Food Service Program. The provided plan is a templated prototype provided by the Kentucky Department of Education (KDE), School and Community Nutrition under the guidance of the United Stated Department of Agriculture (USDA). A previous Procurement Plan template was adopted by the Board at the June 2016 meeting. As KDE and USDA continue to provide regulatory changes, this procedure will stand as a living document and can/will be amended as needed for program compliance and district needs.

6. UNFINISHED BUSINESS a. Alteration of ROC & ATC - Connector Structure Mark Mitchell The Department of Facilities requests permission to construct a connector between the Riverview Opportunity Center and the Area Technology Center. After consulting with Studio Kremer Architects, a basic design will accommodate a functional connector for students and staff to transition between buildings safely during school hours as many students attend both schools. The estimated cost for the project is $124,387.50, including the required construction contingencies. Funding will come from the General Fund.

b. AIA Contract with Studio Kremer Architects for the ROC/ATC Connector Project Mark Mitchell Presented is the contract with Studio Kremer Architects for the architectural services for the Riverview/Area Technology Center Connector Project. The AIA Document B101-2007 is included. As per 702 KAR 4:160 (4)(1)(a), the Board may select a firm for architectural services without formal proposals through negotiation with an architectural firm of their choice. The contract has been reviewed by Eric Farris and is correct as to form and legality. The fee for the architectural services is $10,902.50 and included in the BG-1 using funds from the General Fund. Upon approval, the contract will be uploaded to the KDE FACPAC system for all BG projects.

c. BG-1 ROC/ATC Connector Project Mark Mitchell Presented is the BG-1 application for the Riverview/Area Technology Center Connector Project. Project funding for the construction, which includes architectural services, is found in the General Fund in the amount of $124,387.50. The total construction cost is $105,000 with the required construction contingencies of $5,250.

7. NEW BUSINESS a. Early Graduation Requests Rachelle Bramlage- Schomburg Two students have requested early graduation.

 Emily Cheshire - Emily is a senior at Bullitt Central High School and has met all of her senior requirements and benchmarks to indicate college-ready. She is also career- ready with passing her KOSSA in fashion and interior design. Emily has already 10/23/2017 8

enrolled and would like to start her college career in the spring of 2018 at Western Kentucky University to pursue her career in dental hygiene.

 Alexis Hodge - Alexis has met all of her senior requirements and is career-ready in Animal Science. Her plans are to enroll in Elizabethtown Community and Technical College to pursue a degree in real estate in January 2018.

Recommendation: Motion to approve the requests by Emily Cheshire & Alexis Hodge to graduate early.

b. Computer Science Teaching Position at ROC Lee Barger Riverview Opportunity Center Administrator Shannon Hall and Director of College and Career Readiness Lee Barger recommend a computer science teaching position to replace the previous family and consumer science teaching position. This position will lead the vision of creating a computer science pathway at Riverview. Students attending North Bullitt, Bullitt Central, Bullitt East, CRC, and BAMS would have an opportunity to take Project Lead The Way (PLTW) courses at Riverview. PLTW has four pathway courses: Computer Essentials, Computer Science Principles, Computer Science A, and Cybersecurity. In addition to teaching PLTW, this teacher will be used as a resource for students enrolled in the Career Readiness Center and provide support for a variety of Edgenuity course offerings.

c. Special Education Request for Additional Staff - MWES Jennifer Wooley Mt. Washington Elementary School requests one additional Learning and Behavior Disorders teacher for the remainder of the 2017-2018 school year. Funding is available in IDEA-B.
