PUBLIC NOTICE OF THE AVAILABILITY OF THE OTAY RANCH VILLAGE 4 SPA PLAN DRAFT ENVIRONMENTAL IMPACT REPORT EIR 17-001 (SCH No. 2016041080)

NOTICE IS HEREBY GIVEN that a Draft Environmental Impact Report (EIR) has been issued for public review and comment by the Director of Development Services of the of Chula Vista on October 20, 2017. The Draft EIR is for the implementation of the proposed Otay Ranch Village 4 Sectional Planning Area (SPA) Plan.

Copies of the Draft EIR are on file in the Chula Vista Development Services Department, 276 Fourth Avenue and the Chula Vista Civic Center Branch Library, 395 F Street, Chula Vista, CA 91910. The EIR is available to review electronically at http://www.chulavistaca.gov/departments/development-services/planning/public-notices/environmental-notices.

All written comments on the adequacy of the Draft EIR should be forwarded to Jeff Steichen, Associate Planner, City of Chula Vista, 276 Fourth Avenue, Chula Vista, CA 91910 ([email protected]), no later than December 6, 2017.

A 45-day public review period has been established for the Draft EIR. Following the close of the public comment period, responses to comments on the Draft EIR will be prepared, and, together with the Draft EIR, will constitute the Final EIR. If you wish to challenge the City’s action on this Draft EIR in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Planning Commission at or prior to the public hearing.

This notice is required to be filed with the County Clerk’s office for a period of not less than thirty (30) days.

The “project” consists of a request for a Specific Planning Area (SPA) Plan and Tentative Map to allow for a 350 unit residential development on 166.02 acres. The project will include 73 single-family and 277 multi-family units along with 2.08 acres of Community Purpose Facility (CPF), 20.19 acres of private open space and 97.2 acres of open space preserve.

The EIR contains the Mitigation Monitoring and Reporting Program (MMRP) which identifies mitigatable impacts for the following issue areas: biology; cultural resources; transportation, circulation and access; Air Quality; Hazards and Risk of Upset; Noise; Geology and Soils; Public Facilities and Services.

Project Location: The project site is located within the southern portion City of Chula Vista. in southwestern San Diego County, . The site is located north of the active Vulcan Chula Vista Rock Quarry, east and south of Wolf , east of Otay Ranch Village Three North, and west of Otay Ranch village Eight West. The project site is approximately 6.15 miles southeast of downtown Chula Vista, and 12.5 miles southeast of . The project site is located immediately west of La Media Road, and approximately 1 mile south of Olympic Parkway.
