Although the ongoing participant growth rates have resulted in further strain on our existing facility infrastructure, it is pleasing to note that there are currently thirty-three new basketball courts being built in Victoria.

The most progress for the year was made in relation to the strategy pillar of Awareness. To promote recognition of basketball as the number one community sport in Victoria, a BV communications department was created and resourced in the second half of the year. I am confident that the new department will lift the quantity and quality of communications both internally and externally in the years to come. Reflecting back on 2014 I wonder where the time has gone. Sadly our lives are so incredibly busy allowing it to fly past so quickly that we find it difficult to manage our time to stop and reflect? There is much value in rising above that frantic whirlwind of business and existing workloads to see our accomplishments and herald our achievements. Matt Agterhuis was co-opted for a further term at the first Commission meeting following the AGM Due to a multitude of commitments and also other opportunities, Corey Mulqueen was not able to continue in his role of elected Commission member and stood down in July 2014. Chair, Matthew Cowling noted Corey’s exceptional contribution to BVC citing the introduction of the Commission from the BVCC review in 2010. Corey was an original member of the BVC Commission.

Another year of Big V competition draws to a close and it was another year the League remained strong and continued to move forward in many areas.

Seeing games played across the State throughout the season, and also getting to a number of the finals, I was again reminded about how strong the standard of our competition is, and just as importantly, the quality of the people involved at club level. From our players, delegates, coaches, team managers, referees, spectators, technical officials and volunteers, this is your league, and I thank you personally for all of the work that you do in continuing to ensure its strength and constant improvement. Speaking of finals; the spectator numbers, quality of games and hype around the League during this time was extremely pleasing and there was a real buzz in the Victorian basketball community across the month of August. Once again as a League, we were proud to partner with Basketball Victoria, the Victorian Government and the Equal Opportunity Commission on the Fair Go Sport project. The aim of the project was to continue to promote acceptance of gender and sexual diversity in basketball clubs across the State and it was an initiative we were again pleased to be a part of. Speaking of community initiatives it was humbling to see the amount of great work our clubs did in supporting and raising awareness for different causes and charities across the season. The Big V is a league built on the strength of community and to see clubs involved across such a wide variety of initiatives was just sensational. This year we took our annual awards dinner to a new venue with Etihad Stadium hosting the Big V night of nights. To say the event went to a new level was an understatement. Etihad Stadium was a stunning back drop for what was a great night with the Big V community coming together to recognise the achievements of our award winners and celebrate a successful 2014 season. A personal highlight on the night for me was the attendance by our Life Members, Isobel and Frank Smith whose stories from the past kept many of us entertained throughout the evening! As always I would like to again thank the hard working staff in the League office who continue to show passion and dedication towards the Big V. To our CEO Julie Anderson and her team of Nathan Sewell, Callum Chambers and Bethany Charles, your efforts are much appreciated and we look forward to another big year in 2015. Basketball Victoria 2014 Annual Report 21 Tribunal Report

2014 saw a slight drop in Tribunals. This was very pleasing indeed as it continued the trend over the last 10 years.

Approximately 346 individuals and 54 teams were found guilty by Tribunals of 1 or more offences. This is a small drop in individuals reported but a disappointing increase in teams. Most of the teams were placed on bonds and some individuals also received bonds. No life bans were imposed.

There was also a small drop in spectators in spectators appearing before the Tribunal with 18 this year. Of the 17 coaches found guilty of offences, a number of those were also parents of children involved in the game. It was hoped that the trend towards lower spectator numbers over the last few years will continue.

The following chart indicates the trends over the last 10 years.

Of the 10 appeals considered by the Basketball Victoria Appeals Officer, only 3 were granted re-hearings, two on the ground of new evidence being available that was not available at the time of the original hearing and the other one on proper notice not having been given for the hearing.

The Member Protection Tribunal dealing with screening issues and discrimination, vilification and harassment in matters of gender, race and other similar categories dealt with 5 matters, mostly racial and sexual vilification or harassment. Fortunately, its work was minimal this year.

In August a very successful Tribunal Conference was held with approximately 50 in attendance. The main agenda item at the Conference was a periodical review of the Tribunal By-laws and the system generally. Associations and those involved in Tribunals were invited to submit items for discussion. The Conference recommended a number of changes and those have been drafted into the By-laws for consideration at the Annual General Meeting in 2015.

I thank all our volunteers for the countless hours they have spent in organising and sitting on Tribunals and in particular Denyse Galle formerly from Knox Tribunal who also assisted me in writing up the Tribunal Report.

The financial statements cover Basketball Victoria Inc. as an individual entity. Basketball Victoria Inc. is a not-for-profit association incorporated in Victoria under the Associations Incorporation Reform Act 2012.

1 Summary of Significant Accounting Policies

(a) Basis of preparation

Basketball Victoria Inc. has elected to become a reporting entity from 1 January 2014. On transition to AIFRS, there are no adjustments to equity or profit or loss between previous Australian GAAP and AIFRS.

The financial statements are general purpose financial statements that have been prepared in accordance with the Australian Accounting Standards, Australian Accounting Interpretations, other authoritative pronouncements of the Australian Accounting Standards Board and the Associations Incorporation Reform Act 2012.

The financial report has been prepared on an accruals and is based on historic costs and does not take into account changing money values or, except where specifically stated, current valuations of non-current assets.

The following significant accounting policies, which are consistent with the previous period unless otherwise stated, have been adopted in the preparation of this financial report.

(b) Income tax

The Association is exempt from income tax under Division 50 of the Income Tax Assessment Act 1997.

(c) Revenue and other income

Revenue is recognised when the amount of the revenue can be measured reliably, it is probable that economic benefits associated with the transaction will flow to the entity and specific criteria relating to the type of revenue as noted below, has been satisfied.

Revenue is measured at the fair value of the consideration received or receivable and is presented net of returns, discounts and rebates.

Revenue from the provision of membership subscriptions is recognised on a straight line basis over the financial year.

Grant revenue is recognised in the statement of comprehensive income when the entity obtains control of the grant, it is probable that the economic benefits gained from the grant will flow to the entity and the amount of the grant can be measured reliably.

When grant revenue is received whereby the Association incurs an obligation to deliver economic value directly back to the contributor, this is considered a reciprocal transaction and the grant revenue is recognised in the statement of financial position as a liability until the service has been delivered to the contributor, otherwise the grant is recognised as income on receipt.

Revenue is recognised on transfer of goods to the customer as this is deemed to be the point in time when risks and rewards are transferred and there is no longer any ownership or effective control over the goods.

Interest revenue is recognised when it becomes receivable on a proportional basis taking into account the interest rates applicable to the financial assets.

Other revenue is recognised when the right to receive the revenue has been established.

(c) Revenue and other income continued

All revenue is stated net of the amount of goods and services tax (GST).

(d) Cash and cash equivalents

Cash and cash equivalents include cash on hand, deposits held at call with banks, other short-term highly liquid investments with original maturities of three months or less.

(e) Inventories

Inventories are measured at the lower of cost and net realisable value.

(f) Property, plant and equipment

Property, plant and equipment are carried at cost, independent or directors' valuation. All assets excluding freehold land and buildings, are depreciated over their useful lives to the Association.

Leasehold improvements and office equipment are carried at cost less, where applicable, any accumulated depreciation.

The depreciation rates used for each class of depreciable assets are: Class of Fixed Asset Depreciation Rate Plant and Equipment 5-33% Leasehold improvements 6.6%

The assets' residual values, depreciation methods and useful lives are reviewed, and adjusted if appropriate, at the end of each reporting period.

(g) Impairment of assets

At the end of each reporting period, the Association reviews the carrying values of its tangible and intangible assets to determine whether there is any indication that those assets have been impaired. If such an indication exists, the recoverable amount of the asset, being the higher of the asset's fair value less costs to sell and value in use, is compared to the asset's carrying value. Any excess of the asset's carrying value over its recoverable amount is expensed to the statement of comprehensive income.

(h) Employee benefits

Provision is made for the Association's liability for employee benefits arising from services rendered by employees to the end of the reporting period. Employee benefits that are expected to be settled within one year have been measured at the amounts expected to be paid when the liability is settled.

Employee benefits expected to be settled more than twelve months after the end of the reporting period have been measured at the present value of the estimated future cash outflows to be made for those benefits. In determining the liability, consideration is given to employee wage increases and the probability that the employee may satisfy vesting requirements. Cashflows are discounted using market yields on national government bonds with terms to maturity that match the expected timing of cashflows. Changes in the measurement of the liability are recognised in profit or loss.

(h) Employee benefits continued

Employee benefits are presented as current liabilities in the statement of financial position if the Association does not have an unconditional right to defer settlement of the liability for at least 12 months after the reporting date regardless of the classification of the liability for measurement purposes under AASB 119.

(i) Operating leases

Lease payments for operating leases, where substantially all of the risks and benefits remain with the lessor, are charged as expenses on a straight-line basis over the life of the lease term.

(j) Goods and services tax (GST)

Revenues, expenses and assets are recognised net of the amount of GST, except where the amount of GST incurred is not recoverable from the Australian Tax Office. In these circumstances, the GST is recognised as part of the cost of acquisition of the asset or as part of an item of the expense. Receivables and payables in the statement of financial position are shown inclusive of GST.

(k) Adoption of new and revised accounting standards

During the current year, the Association adopted all of the new and revised Australian Accounting Standards and Interpretations applicable to its operations which became mandatory. The adoption of these Standards has not had a significant impact on the recognition, measurement and disclosure of transactions.

(l) New accounting standards for application in future periods

The AASB has issued new and amended Accounting Standards and Interpretations that have mandatory application dates for future reporting periods. The committee members have decided against early adoption of these Standards, but do not expect the adoption of these standards to have any significant impact on the reported position or performance of the Association.

Report on the Financial Report

We have audited the accompanying financial report of Basketball Victoria Inc., which comprises the statement of financial position as at 31 December 2014, the statement of comprehensive income, statement of changes in equity and statement of cash flows for the year then ended, notes comprising a summary of significant accounting policies and other explanatory information, and the statement by members of the committee.

Committees Responsibility for the Financial Report

The committee is responsible for the preparation and fair presentation of the financial report in accordance with Australian Accounting Standards and Associations Incorporation Reform Act 2012, and for such internal control as management determines is necessary to enable the preparation and fair presentation of the financial report that is free from material misstatement, whether due to fraud or error.

Auditor’s Responsibility

Our responsibility is to express an opinion on the financial report based on our audit. We conducted our audit in accordance with Australian Auditing Standards. Those standards require that we comply with relevant ethical requirements relating to audit engagements and plan and perform the audit to obtain reasonable assurance about whether the financial report is free from material misstatement.

An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial report. The procedures selected depend on the auditor’s judgement, including the assessment of the risks of material misstatement of the financial report, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the Association’s preparation of the financial report that gives a true and fair view in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the Association’s internal control. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of accounting estimates made by management, as well as evaluating the overall presentation of the financial report.

We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our audit opinion.

Opinion

In our opinion, the financial report of Basketball Victoria Inc. is in accordance with the requirement of the Associations Incorporation Reform Act 2012, including:

i. gives a true and fair view ofthe Association's financial position as at 31 December 2014 and of its financial performance for the year ended on that day; and

ii. complying with Australian Accounting Standards.
