The weight of the electorates | Fondation pour l’innovation politique I. DISTINGUISHING BETWEEN THE WEIGHT OF ELECTORATES AND THE ELECTORAL WEIGHT OF PARLIAMENTARY GROUPS The Fondation pour l’innovation politique wished to reflect on the European elections in May 2019 by assessing the weight of electorates across the European constituency independently of the electoral weight represented by the parliamentary groups comprised post-election. For example, we have reconstructed a right-wing Eurosceptic electorate by aggregating the votes in favour of right-wing national lists whose discourses are hostile to the European Union. In this case, for instance, this methodology has led us to assign those who voted for Fidesz not to the European People’s Party (EPP) group but rather to an electorate which we describe as the “populist right and extreme right” in which we also include those who voted for the Italian Lega, the French National Rally, the Austrian FPÖ and the Sweden Democrats. Likewise, Slovak SMER voters were detached from the Progressive Alliance of Socialists and Democrats (S&D) Group and instead categorised as part of an electorate which we describe as the “populist left and extreme left”. A. The data collected The electoral results were collected list by list, country by country 1, from the websites of the national parliaments and governments of each of the States of the Union. We then aggregated these data at the European level, thus obtaining: – the number of individuals registered on the electoral lists on the date of the elections, or the registered voters; – the number of votes, or the voters; – the number of valid votes in favour of each of the lists, or the votes cast; – the number of invalid votes, or the blank or invalid votes.

Turkish Cypriots were subject to heavy Turkish immigration from 1974 onwards as well as Turkish authorities mandating Turkish nationalism over the native politics and value system. In response, Turkish Cypriots have harkened back nostalgically to the British inheritance in their search for the universal standards of a “metahistoric” civilization. In doing so, Turkish Cypriots constructed a nostalgic nationalist movement called Cypriotism, an “identity of difference” that stands in binary opposition to the so-called “backward” immigrants to the island from Turkey, and to Turkish nationalism.

    Dataset of Electoral Volatility in the European Parliament elections since 1979 Vincenzo Emanuele (Luiss), Davide Angelucci (Luiss), Bruno Marino (Unitelma Sapienza), Leonardo Puleo (Scuola Superiore Sant’Anna), Federico Vegetti (University of Milan) Codebook (July 31, 2019) Description This dataset provides data on electoral volatility and its internal components in the elections for the European Parliament (EP) in all European Union (EU) countries since 1979 or the date of their accession to the Union. It also provides data about electoral volatility for both the class bloc and the demarcation bloc. This dataset will be regularly updated so as to include the next rounds of the European Parliament elections. Content Country: country where the EP election is held (in alphabetical order) Election_year: year in which the election is held Election_date: exact date of the election RegV: electoral volatility caused by vote switching between parties that enter or exit from the party system. A party is considered as entering the party system where it receives at least 1% of the national share in election at time t+1 (while it received less than 1% in election at time t). Conversely, a party is considered as exiting the part system where it receives less than 1% in election at time t+1 (while it received at least 1% in election at time t).     - Codebook - EU Profiler/euandi Trend File (2009-2019) European University Institute, Robert Schuman Centre of Advanced Studies February 2020 Introduction The EU Profiler/euandi Trend File (2009-2019) combines party position data from three pan-European voting advice applications (VAAs), developed for the European Parliament elections in 2009, 2014 and 2019. It includes the positions of over 400 parties1 from the 28 EU member states on a wide range of salient political issues. The project was first launched in 2009 under the name ‘EU Profiler’ by the European University Institute (EUI), in collaboration with Smartvote (Switzerland) and Kieskompas (2009). By positioning more than 270 political parties from 30 European countries2 it was the first cross-national VAA of such magnitude. EU Profiler was succeeded by ‘euandi’ (EU and I) in 2014 and re-launched as ‘euandi2019’ five years later, in collaboration with the University of Luzern.3 To determine party positions on the political issues, all three editions of the VAA have used the same iterative method that combines party self-placement and expert judgement. All the parties were offered a chance to place themselves on the pre-selected issue-statements. The parties were also placed on the same list of issues by a group of experts from each EU member state. The results were then compared and, if necessary, calibrated in co-operation with the party representatives. If the party did not respond to the invitation to participate in the self-placement procedure, the positions were determined solely by the expert group.4 Over 100 highly trained experts across Europe worked for each of these VAAs to make such immense data collection endeavour possible.

Page 2 This report provides a broad outline of the ways in which Turkish public attitudes Turkish Perceptions towards Cyprus have changed over time, and the policy implications of such attitude changes. Since its establishment in 1923, the Republic of Turkey has exerted of Cyprus influence over the Turkish-speaking community in Cyprus. In the first thirty years of 1948 to the Present its existence, however, Turkey’s influence was primarily social and intellectual, with Turkish Cypriot elites adopting Turkish nationalism and following trends coming from Turkey. As the report shows, the Cyprus Problem had to be brought to the attention of the Turkish public in the middle of the twentieth century by Turkish Rebecca Bryant Cypriot elites in collaboration with pan-Turkist intellectuals in Turkey. Once put on Mete Hatay the public agenda and formulated as a “national cause,” however, Turkey’s role and rights in Cyprus would become unquestionable, defining the limits of what could publicly be said in Turkey about the island. The report examines the evolution of public attitudes towards Cyprus, the Cyprus Problem, and Turkish Cypriots over approximately seven decades. As the report shows, these three elements have been linked in various ways over time. While from the mid-1950’s to the early 2000’s the perception of Cyprus as a “national cause” encompassed both the strategic and the “human” elements of the problem, the post- 2002 period has seen a transformation of Cyprus in Turkish public opinion from a a “national cause” to a “national burden.” More recently, because of conflicts in the region and Turkey’s strategic interests, Turkish public discourse has begun to frame a potential resolution of the Cyprus Problem as a “national opportunity.” Examining the evolution of public attitudes towards Cyprus also enables the authors to consider the current conjuncture and where the relationship between north Cyprus and Turke y, and between Turkish Cypriots and Turkish nationals, may be heading in the future.

Appealing to Hearts and Minds: The Case of a Political DOI: 10.17356/ieejsp.v6i2.645 Advertising Campaign in the 2019 European Parliament http://intersections.tk.mta.hu Elections in Cyprus [[email protected]] (Eastern Mediterranean University, Famagusta – Cyprus) Abstract This research explores the political advertising campaign of Niyazi Kızılyürek, who was a candidate for the 2019 European Parliament election with the left-wing Progressive Party of Working People (AKEL) in Cyprus. It aims to uncover the content of political ads by focusing on the emotive character of the campaign language. Adopting a multi-method approach involving visual and qualitative content analysis of fifty-five ads, I examined the characteristics of communication materials distributed prior to the election. I looked at the type of tone, theme, language, music, visuals, and emotions these ads displayed. The main findings of the study are the following: (1) Kızılyürek’s political stance, which favors a solution to the problem of Cyprus based on creating a federation with Greek Cypriots, is literally reflected in each ad; (2) issue-based ads that underline political issues in the country were preferred to image- based ads that highlighted the personal qualities of the candidate; (3) both emotional appeals (associated with feelings such as hope and enthusiasm) and logical appeals (which tended to promote rational information processed by the conscious mind) were employed in the ads; and, (4) the overall tone of the ads was positive in nature, while negative emotions were completely avoided in this campaign.
