EN PDF ISBN 978-92-76-20379-7 doi: 10.2766/30822 NC-02-20-507-EN-N October 2020 1 Ex Post Evaluation of the 2019 European Capitals of Culture Abstract This final report presents the findings of the ex-post evaluation of the European Capitals of Culture (ECoC) Action for 2019 undertaken by Ecorys. The cities of Matera (Italy) and Plovdiv (Bulgaria) were the two ECoC cities for 2019. The evaluation describes how these cities developed their application and cultural programme, how they delivered their ECoC year, the benefits and impacts that were gained and any legacy issues they experienced. The evaluation also provides an assessment of what the cities actually delivered over 2019 and describe the themes, priorities and key projects that made up their ECoC cultural programme. Finally, the evaluation also puts forward conclusions, recommendations and lessons for future ECoC titleholders, applicants and EU institutions. This report starts with an introduction explaining the aims and methodology of the evaluation and a brief policy history and context of the ECoC. It is then followed by a chapter each for Matera and Plovdiv which sets out the main findings and observations of the evaluation for each of the 2019 host cities. It concludes with overall findings and recommendations. Comment: Krastyo Kotev Krastev (1866 - 1919), commonly known as Dr. Krastev, was a Bulgarian writer, translator, philosopher and public figure. He was most notably Bulgaria's first professional literary critic. Krastev became headmaster of the Kazanlak pedagogical school (1888 – 1890) and then a teacher of logic, psychology and ethics at the First Sofia High School for Boys (1890 – 1891). He was a lecturer in philosophy at Sofia University (1895 – 1896, 1899 – 1907, 1908 – 1919). In order to participate in this competition, being the only candidate, application papers have been submitted by Senior Lecturer D-r Marin Bodakov from SU. Dr Marin Bodakov has enclosed a total of 14 scholarly works, including 1 monograph published as a book, 13 publications within the competition’s thematic field. All of the articles have been published in scholarly journals. 2. The relevance of the publications presented in the competition. I would like to focus on the main work in the competition – the book „Criticism and Sincerity. The case of Jordan Marinopolski“. The title of the book directs us to the problem of the relation between literary criticism and sincerity. The author proposes to consider this relation in ethical and psychological terms. M. Bodakov thinks that the leading life and professional attitude of critic Yordan Marinopolski is sincerity and this makes him hypersensitive to the discrepancy between text and behavior manifested by his literary opponents Krustyo Krustev and Pencho Slaveikov in the literary process from the beginning of the 20th century.

To the Slavs – Cyrillic script and Christian culture; To Europeans – first germs of the Renaissance; To the Americans – computer and first steps on the Moon. The basis of Bulgarian’s rich scientific and technical culture is genetically foreordained. If we go back to the not so far past of Bulgaria, we shall meet names of Bulgarians who left a bright trace not only in the native culture and directed their personal and public activities to construction of democratic society. Bulgaria is unique in establishment of its Academy of Sciences ten years before the national liberation from the Turkish yoke (in 1869 in Braila). The impressive fact is that it is realized with the support and participation of prominent figures of the national liberation movement, such as Rakovski, Karavelov, etc. Vasil Levski is among the founders of the Bulgarian Literary Society who gave his scarce funds for the needs of the first scientific community.
