Purpose/Summary To update the Area Committee on area management activities that have taken place in South Sefton wards since the last meeting.

Reasons for the Recommendation:

This report is to inform Members of progress of area management activities in their areas. What will it cost and how will it be financed?

Impact on Service Delivery:

All actions detailed within this update have come from issues raised by local residents, elected members or officers. These actions are specifically aimed at improving the delivery of services within the local area.

What consultations have taken place on the proposals and when?

The Head of Corporate Resources has been consulted (FD 4536/17) and notes the report indicates no direct financial implications for the Council. In respect of the reported activities it is highlighted any related costs are met from within allocated area committee budgets or funded under agreement with external partners.

Head of Regulation and Compliance has been consulted and has no comments on the report. (LD 3819/17)

Are there any other options available for consideration?

No. The approach of area coordination via Neighbourhoods and Partnerships is aimed at improving local services, and thereby improving customer satisfaction with how these services are delivered. If these actions were not dealt with, this would not happen. In terms of specific items, each issue is considered fully in conjunction with all relevant partners before action is taken. 1. Introduction/Background

Neighbourhood Coordination provides a coordination role for dealing with area issues. In order for Members to be aware of progress made on these issues, this area management report has been produced and is an opportunity to update Members on issues raised.

The report is currently structured in a way to highlight some of the key activities that have taken place in the South Sefton area and work that has taken place

2. Key Activities in South Sefton

The following are action points that Officers, Councillors and partners have been working on to address issues and improve the area as a place to live for the respective wards within South Sefton.

Linacre & Derby

Bowersdale Partnership working with this group is still ongoing. They are now hoping to host a successful event in the park this summer.

Clean Up – Linacre Ward On-going meetings are taking place with partner agencies to address anti-social behaviour, fly-tipping and grot spots in the ward.

South Park Work continues in South Park. This includes a community garden. Schools in the area and Hugh Baird College are keen to work in a partnership with delivery. Regular meetings are being held around the misuse of the park and surrounding area to address the ASB that has been going on in recent months.

Clean Up – Derby Ward On-going meetings are taking place with partner agencies to address anti-social behaviour, fly-tipping and grot spots in the ward. Litherland & Ford

Linacre Bridge Community Hub

HUB Centre Manager A recruitment exercise has been carried out to appoint a HUB Centre Manager. The post has now been filled and a start date is imminent.

HUB Roof The roof of the HUB is due to be replaced. Works are scheduled for late March.

Community Skips This is ongoing and skips are provided on a weekly basis. All residents are leafleted with a copy of the schedule.

Luncheon Club Luncheon club remains well used service to the elderly and socially isolated community with 18 – 28 people attending each week. The luncheon club remains in profit adding to future sustainability of the HUB.

Weight Watchers Weight Watchers continue to use the HUB two days a week. This provides additional income to support the sustainability of the HUB.

The Sefton Alzheimer’s Association The Sefton Alzheimer’s Association are now settled into the HUB. There are two groups using the HUB three times per month.

Sefton @ Work Sefton at work continue to have a surgery at the hub once a week delivering debt management sessions and financial advice.

Schools Sessions Circus skills have been provided throughout January to St Elizabeths, Lander Road and St Phillips schools. These sessions have been funded via The Children’s Services Initiative. Sessions have allowed up to 360 young people to take part in the initiative which was delivered over a four week period. Feedback from the Heads has been very positive.

Sefton Road As part of the Sefton Road improvement works we have now had trees pruned, litter bins replaced, bollards and light columns painted. The pavements will be jet washed shortly and planters will be planed up early spring.

English Martyrs School English Martyrs held a poster competition and asked the students to design a poster which can be used around the school premises to warn parents about dangers of inconsiderate parking and speeding. The winner of the competition won a bike. The school are now planning further activities to help combat this issue.

Kirkstone Park Easter Event Working with the L21 Network to host an Easter event in Kirkstone Park on Saturday 15th April. The event will be free to attend for families within the Litherland area. Litherland Campus – Health and Wellbeing Gala Day A Community Gala day will take place on the campus on 20th May as the culmination of mental health awareness week at Litherland high school. The Gala will focus around Health and wellbeing particularly targeted at children’s mental health, adult obesity and post-natal mental health.

St Oswalds - Netherton & Orrell

L30’s Million Project

Killen Green Park The improvement works in Killen Green is now underway with the new dog walking area now completed. The new entrance has been opened up and the staggered gates are due to be fitted in the next fortnight. The work to the play area has started on the fitting of the new multi – unit and see-saw. Work is also on-going in the park around the Green Flag award. Volunteer days will be organised to help paint the entrances and railings around the play area and give the park a general tidy once the improvement works are complete.

Community Growing Project Richard Ayres the newly appointed worker from the Feelgood Factory has now started and is making great progress on site. Areas have been cleared and work has begun on preparing the ground for planting.

Prince’s Trust Programme Prince`s Trust Programme is set to start at the Fire Station on Thursday 23rd February.

One in a Million Event Unfortunately the group has taken the decision to cancel the event due to be held on the 24th February due to lack of nominations for the awards, but they are looking at a new date for early October to be clarified within the next week.

Marian Square – PSPO A Public Spaces Protection Order is now in place within the St Oswalds Ward. There have been a few incidents of ASB around the NAC and also Killen Green Park with the swings being cut down. The police are aware and have upped patrols in the area.

Marian Gardens The new plans for Marian Gardens are in place and work will be getting carried out in the next few weeks.

Bootle Cemetery A programme of works has been agreed for improvement works for Cemetery utilising Section 106 funds from Netherton & Orrell ward.

Community Skips Programme A six month community skips programme has been rolled out across Netherton & Orrell ward. The programme which began in February will see skips place in Stone Square, King Avenue, Rogers Avenue, Burnie Avenue and Hereford Drive up until July 2017 when the programmes skip locations will be revised. Sefton 4 Good Working alongside Sefton CVS to develop and deliver a Pay it Forward event for 15th March. The event will focus on community activity, examples of community activities for around the world and barriers to community activity and how to overcome them. Residents and community groups from across the borough have been invited.

Illegal Money Lending Sefton Credit Union are currently working with the England Illegal Money Lending Team to deliver a project which offers the first 50 members £25 credited into their Sefton Credit Union account if they save at least £5 once a month for 3 months. This is being funded from the Proceeds Of Crime fund, which is taken from criminals.
