Introduction 1.1 This Community Engagement Plan has been produced to support the emerging Southport Town Investment Plan. Its purpose is to outline the key engagement activities that have been undertaken to date with stakeholders, including elected members and representatives of the local community, and to detail the planned engagement and consultation prior to finalisation of the Southport Town Investment Plan. 1.2 This document is structured to provide: • An introduction to Town Deals and Town Investment Plans • Details of the engagement activities carried out to date and the proposed Engagement Plan and Programme • The proposed next steps 1.3 This Community Engagement Plan has been informed by information set out in the ‘Towns Fund Prospectus’ published by the Ministry of Housing, Communities and Local Government (MHCLG) in November 2019. The Prospectus is included as Appendix 1 to this document. 1.4 The Community Engagement Plan has been produced by Turley on behalf of Sefton Metropolitan Borough Council (SMBC). It will be published by SMBC to ensure transparency over the engagement process to inform preparation of the Southport Town Investment Plan. 1 2. Town Deals 2.1 In November 2019 the Local Government Secretary invited 101 towns, including Southport, to develop proposals for a Town Deal with the Government, each one potentially receiving up to £25 million investment from the national £3.6 billion Towns Fund. 2.2 While Government has entered into a number of ‘City Deals’ to stimulate growth in large urban areas, smaller towns have been overlooked by that process and not always benefitted from economic growth even where located in close proximity to more prosperous areas. -

MEMBER UPDATE JUNE 2020 | JUNE 2020 PAGE | 02 CHRIS SHIRLING-ROOKE REFLECTS It is my immense pleasure to welcome you to the June edition of the Mersey Maritime Ezine! Once again I am astounded by the volume of material we are able to present to you this month from a whole range of businesses and organisations connected with the maritime sector here in the Liverpool City Region and beyond. I can’t quite believe it is June, very nearly July, already as we have passed the longest day and by rights we should be looking forward to a little relaxation and refreshment over the summer months. This year has been quite different! The global pandemic continues to affect all of our lives, and whilst for many businesses their work has continued apace, I sense there’s a real desire to start returning to something that looks like ‘normal’. This will still mean being sensible, alert and alive to the new realities that the health crisis has thrown our way and recognising that it hasn’t yet gone away. It is worth reflecting for just a moment on where we are as an organisation and how we have responded to the challenge we’ve faced as a maritime community. During the last 15 weeks Mersey Maritime has: Continued to provide guidance and support for our 200 members E Delivered 22 digital events… … to over 550 individuals Issued 2 industry wide surveys, and C Fed the results into national and local government policy and planning. It has developed out of a well-established and successful Management Scheme and, since its inception, attempted with varying success to develop a ‘working partnership’ which has sustainable management at its heart and which is responsible for conservation and the needs of the local community. The history, function and structure of the SCP are described together with the problems that emerged as the partnership developed. Keywords: ICZM, partnership, sustainable management, Sefton. 1 Introduction The coastal zone is hugely significant in terms of sustainable management since this is where human activities affect and are inseparable from marine and terrestrial processes and environments both in developed countries and the Third World. Opinions vary about this, but numerous examples of successful online media campaigns abound, such as Barack Obama‟s use of social media during the US Presidential campaign. Today, other governments are quick to utilise similar environments, and 10 Downing Street has accounts with both YouTube and Flickr, the popular websites used for video and photo sharing respectively. Additionally, marketing and communications departments in business, industry, the arts and the media are rapidly re-organising their strategies around the rise of digital convergence and in light of evidence that demonstrates the decline (or fragmentation) of mass media audiences. These circumstances are pertinent to the hosting of European Capital of Culture by Liverpool in 2008. In short, if we want to understand how audiences were engaged during 2008, we need to complement a range of surveys and reporting with analyses of online activity, which have the potential to reflect both broader media perspectives and the views of people on the street. -

A Welsh version of all or part of this document can be made available on request This is Volume 1 of 2 Natural England and the Countryside Council of Wales’ advice for the Dee Estuary European marine site given under Regulation 33(2) of the Conservation (Natural Habitats &c.) Regulations 1994 Preface This document contains the joint advice of Natural England1 and the Countryside Council for Wales (CCW) to the other relevant authorities for the Dee Estuary European marine site, as to: (a) the conservation objectives for the site, and (b) any operations which may cause deterioration of natural habitats or the habitats of species, or disturbance of species, for which the site has been designated. This advice is provided in fulfilment of our obligations under Regulation 33(2) of the Habitats Regulations.2 An earlier version of this document was published in 2004 by English Nature and CCW. This document replaces that earlier version. The Dee Estuary European marine site comprises the marine areas of The Dee Estuary Special Protection Area (SPA) and Dee Estuary / Aber Dyfrdwy Special Area of Conservation (SAC). The extent of the Dee Estuary European marine site is defined in Section 1. The Peel Group - Job Creation and the Skills Agenda The basis of any healthy and prosperous community is access to employment and the development of skills. Peel plays a major role in local communities by creating jobs both directly and indirectly through its developments, and helping to drive a localised skills-based economy linked to future career opportunities. Over the last 20 years, in excess of 13,000 jobs have been created by Peel construction projects through buildings and related infrastructure delivered by the Group. In terms of employment and training opportunities, this has just been the start. Major developments including The Trafford Centre, MediaCityUK, Gloucester Quays and Liverpool2 have created in excess of 20,000 indirect jobs in the retail, media and maritime sectors. At each stage of the development process the Peel Group looks to add value and 13,000+ opportunity through employment and training. During the construction of MediaCityUK, working with main contractor Lend Lease, jobs have been created in Peel ensured that 50% of the jobs created the construction of were taken up by residents from the Greater Peel projects since 1996 Manchester area and a substantial 12,862 people received training as part of the 12,000+ construction process. The construction of a world class media hub in Salford also gave rise to numerous training opportunities with schools and colleges across the North West. A University Technical College, people received training focusing on digital and creative media, has been established to assist 14-18 in the construction of year olds to achieve their aspirations in the rapidly expanding world of MediaCityUK creative media.
