Advance access publication 20 April 2015 The Institutional Causes of China’s Great Famine, 1959–1961 Downloaded from XIN MENG Australian National University NANCY QIAN Yale University http://restud.oxfordjournals.org/ and PIERRE YARED Columbia University First version received January 2012; final version accepted January 2015 (Eds.) This article studies the causes of China’s Great Famine, during which 16.5 to 45 million individuals at Columbia University Libraries on April 25, 2016 perished in rural areas. We document that average rural food retention during the famine was too high to generate a severe famine without rural inequality in food availability; that there was significant variance in famine mortality rates across rural regions; and that rural mortality rates were positively correlated with per capita food production, a surprising pattern that is unique to the famine years. We provide evidence that an inflexible and progressive government procurement policy (where procurement could not adjust to contemporaneous production and larger shares of expected production were procured from more productive regions) was necessary for generating this pattern and that this policy was a quantitatively important contributor to overall famine mortality. • Military Coup by Paratroop Commander. - Captain Kong Lae Forms Revolutionary Committee
Keesing's Record of World Events (formerly Keesing's Contemporary Archives), Volume 6, October, 1960 Laos, Page 17719 © 1931-2006 Keesing's Worldwide, LLC - All Rights Reserved. Military Coup by Paratroop Commander. - Captain Kong Lae forms Revolutionary Committee. - Resignation of Somsanith Government. - Prince Souvanna Phouma assumes Premiership. - Negotiations with General Phoumi Nosavan. - Counter-Revolutionary Committee formed by General Phoui and Prince Boum Oun.- Renewed Pathet Lao Activity in Northern Laos. - Capture of Sam Neua Town. - Prince Souvanna Phouma's Government establishes Diplomatic Relations with U.S.S.R.- Acceptance of Soviet Economic Aid. - Resumption of U.S. Aid after Temporary Interruption. The Second Parachute Battalion of the Royal Laotian Army, under the command of Captain Kong Lae (26), seized complete control of Vientiane during the night of Aug. 8-9 while most members of the Government of Tiao Somsanith were in the royal capital of Luang Prabang (130 miles to the north) attending the last funeral rites of the late King Sisavang Vong [see 17143 B]. The leaders of the coup set up a “revolutionary committee” which proclaimed its loyalty to King Savang Vatthana and announced that it had established contact with Prince Souvanna Phouma, the President of the National Assembly and former Prime Minister, with a view to his forming a new government which would act in accordance with their aims. These aims were set forth in communiques by the committee and in broadcasts by Captain Kong Lae himself over Vientiane radio on Aug. 9-10. The committee claimed that it had taken control of all civil and military authority in Laos and that “the military coup is aimed at consolidating the nation, religion, throne and constitution.” It had assumed “the task of maintaining the neutrality of Laos and preserving friendly relations with countries which respect our internal agreements,” and had ordered the Army and police to remain calm and continue their duties until further orders were issued by the revolutionary High Command.

RESOLUTIONS ADOPTED BY ICOM’S 6TH GENERAL ASSEMBLY Stockholm, Sweden 1959 ICOM’S 6TH GENERAL ASSEMBLY Stockholm, Sweden, 8 July 1959 Motion No. 1: Advice on the Establishment of Museums of Science and Technology Whereas 1. the role of museums of science and technology is no less essential in countries in the course of industrialization than in highly developed ones, 2. nevertheless museums of science and technology are scarce in countries of the former group, 3. this situation, detrimental to the interests of the population, can be partly explained by the ignorance of the aims, methods and achievements of this type of museum, 4. the diffusion of practical advice would in any case be useful to all countries, 5. the ICOM Committee for Museums of Science and Technology submitted recommendations on the subject which were favourably received by the Advisory Board, The ICOM General Assembly, at its 6th session held in Stockholm on 8 July 1959, Resolves 1. To publish a booklet containing «practical advice for the establishment of museums of science, technology and industry»; 2. To set aside a sum of $2,750 in the provisional budget for 1961 to cover the expenses of this project; 3. To direct the Committee for Museums of Science and Technology to carry out the following plan: i.The Chairman of the Committee, with the help of chosen experts should 2 initiate the preparatory work for this publication; ii.
