The implementation of the 2030 Agenda is more important than ever. The COVID- 19 pandemic has not only posed chal- lenges to sustainable development. It has highlighted multiple problems that ex- isted before. The Voluntary National Review coincides with celebrating the 75th anniversary of the foundation of the United Nations and the 65th anniversary of the accession of Bulgaria to the UN. Bulgaria has supported the implementa- tion of the 17 Goals since their adoption. We view them as integrated and indivisi- ble and we will continue to work for their implementation in national, regional and international perspective. We ascribe equal importance to the economic, social and environmental dimension of sustainable development. Our country is a defender of multilateralism and a rules-based interna- tional order. In our actions, we are guided by the rule of law. We believe that human rights are universal and indivisible and should be respected everywhere. Gender equality is our priority. We pay special attention to the vulnerable groups in the achieve- ment of sustainable development, so that no one is left behind. Our country has proven to be a reliable partner not only in European, but also in international af- fairs. We are conducting a sensible, reliable and predictable foreign policy. We highly appreciate the importance of the UN and the leading contribution of the EU for achiev- ing our common strategic goals. We pay particular attention to the regions that surround us – the Western Balkans, the Eastern Partnership, the Black Sea region, and we provide official develop- ment assistance in accordance with the sustainable development principles. The Voluntary National Review outlines policies and strategies adopted by the government for the achievement of the Sustainable Development Goals on the local, national and world levels. We are happy to note that civil society and businesses united around the importance of the 17 Goals by getting

The first known civilization in the region was that of the Thracians, whose culture reached a peak in the sixth century B.C. Because of disunity, in the ensuing centuries Thracian territory was occupied successively by the Greeks, Persians, Macedonians, and Romans. A Thracian kingdom still existed under the Roman Empire until the first century A.D., when Thrace was incorporated into the empire, and Serditsa was established as a trading center on the site of the modern Bulgarian capital, Sofia.

The Infra-Getic Unit is a palaeogeographic unit, predestined by palaeotectonics. From the point of view of geological heritage, it represents a geosites framework. For the purpose of the correlation, the Serbian sections of Lukanja, Bogorodica Monastery, Rosoma~ and Senokos, as well as the Bulgarian sections of Komshtitsa, Gintsi, and Stanyantsi were used. The Jurassic sediments of the Infra-Getic Unit crop out on the southern slops of the Stara Planina Mountain in east Serbia and west Bulgaria. The Lower Jurassic started with continental and continental-marine sediments (clays and sandstones) (Lukanja clastics and Lukanja coal beds in Serbia and the Tuden Formation in Bulgaria) and continue with Lukanja quartz sandstones (Serbia) and the Kostina Formation (Bulgaria). These sediments are covered by Lukanja brachiopod beds and Lukanja limestones (Serbia) and the Romanov Dol, Ravna and Dolni Loukovit Members of the Ozirovo Formation (Bulgaria) pre- dominantly consist of bioclastic limestones. The sedimentations follow with Lukanja belemnites-gryphaea beds (marls and clayey limestones), which in Bulgaria correspond to the Bukorovtsi Member (also marls and clayey limestones) of the Ozirovo Formation. The Middle Jurassic sedimentation started with black shales with Bossitra alpine. These sediments are individualized in Serbia as Senokos aleurolites and clays and in Bulgaria they are known as the Etropole Formation. In Serbia the section continues with sandstones called Vodeni~ki sandstones of Bajocian age, known in Bulgaria as the Dobrogled Member of the Polaten Formation.

    Do Public Fund Windfalls Increase Corruption? Evidence from a Natural Disaster Elena Nikolovaa Nikolay Marinovb 68131 Mannheim A5-6, Germany October 5, 2016 Abstract We show that unexpected financial windfalls increase corruption in local govern- ment. Our analysis uses a new data set on flood-related transfers, and the associated spending infringements, which the Bulgarian central government distributed to mu- nicipalities following torrential rains in 2004 and 2005. Using information from the publicly available audit reports we are able to build a unique objective index of cor- ruption. We exploit the quasi-random nature of the rainfall shock (conditional on controls for ground flood risk) to isolate exogenous variation in the amount of funds received by each municipality. Our results imply that a 10 % increase in the per capita amount of disbursed funds leads to a 9.8% increase in corruption. We also present suggestive evidence that more corrupt mayors anticipated punishment by voters and dropped out of the next election race. Our results highlight the governance pitfalls of non-tax transfers, such as disaster relief or assistance from international organizations, even in moderately strong democracies.     Bulgarian Pirin National Park, UNESCO World Heritage Site Pirin National park is an UNESCO world heritage site because the exceptional beauty of the mountain scenery, glacial geomorphology, continuing evolution of flora, and an example of a functioning Balkan uplands ecosystem. The dominant part of the park is high mountain territory over 2,000 m. The diverse limestone mountain landscapes include over 70 glacial lakes and a range of glacial landforms, with many waterfalls, rocky screes and caves. Forests are dominated by conifers. Pirin’s natural coniferous forests include Macedonian Pine and Bosnian Pine, with many old growth trees. Endemic species for the Balkan and the Apenine Peninsula, the Bosnian Pine (Pinus heldreichii) is very special in Bulgaria, its forests are only met in Pirin and Slavyanka Mountains. A special Pirin landmark is a 1,300 years old tree of Bosnian Pine, known as “Baikusheva mura” – believed to be the oldest tree on the Balkan peninsula. The high mountain peaks and crags contrast with meadows, rivers and waterfalls and provide the opportunity to experience the aesthetics of a Balkan mountain landscape. NP Pirin includes a range of endemic and relict species that are representative of the Balkan Pleistocene flora. The park includes also one of the oldest reserves in Bulgaria – Bayuvi Dupki-Dzhindzhiritsa. Pirin National Park has long been subject to tourism pressure, largely caused by the development of ski facilities and ski runs, the main threat being the construction and development of Bansko ski zone on the northern slope of the Park. In 2011 a geodesic investigation of Bansko ski zone by the government proved that the ski zone concessionaire in fact uses a 65% larger area than the concession contract provides for.

    Annex REPORT FOR 2019 UNDER THE “HEALTH CARE” PRIORITY of the NATIONAL ROMA INTEGRATION STRATEGY OF THE REPUBLIC OF BULGARIA 2012 - 2020 Operational objective: A national monitoring progress report has been prepared for implementation of Measure 1.1.2. “Performing obstetric and gynaecological examinations with mobile offices in settlements with compact Roma population”. During the period 01.07—20.11.2019, a total of 2,261 prophylactic medical examinations were carried out with the four mobile gynaecological offices to uninsured persons of Roma origin and to persons with difficult access to medical facilities, as 951 women were diagnosed with diseases. The implementation of the activity for each Regional Health Inspectorate is in accordance with an order of the Minister of Health to carry out not less than 500 examinations with each mobile gynaecological office. Financial resources of BGN 12,500 were allocated for each mobile unit, totalling BGN 50,000 for the four units.     COMMITTEE ON REGIONAL DEVELOPMENT THE SECRETARIAT October 2008 REPORT of the Committee on Regional Development's Delegation to Bulgaria from 30 September to 2 October 2008 European Parliament - Committee on Regional Development - The Secretariat SUMMARY Visit to Bulgaria to meet with Government Ministers and officials as well as the leaders of local administrations responsible for regional Subject development projects. Under the 2006 regulations the whole of Bulgaria qualifies for assistance under the Convergence objective. The field missions had the following main objectives: - To discuss with Ministers, relevant officials and local authorities the future implementation of the Regional development Operational Programme and sectoral programmes as well as to discuss with them any problems they may have. Main objectives - To acquaint members of the delegation with the specific problems of Bulgaria and see in situ some successful projects executed with pre-accession funds and discuss the implementation of operational programmes which are just starting up. It was the last out of three delegation trips of the REGI Committee scheduled for 2008. Bulgaria is of particular interest to the Members of the Regional Development Committee for a number of reasons: Together with Romania, Bulgaria is the first Balkan country to join the European Union in the latest phase of the ongoing enlargement process.
