Definitions Allowance: an allowance to emit one tone of carbon dioxide equivalent during a specified period, which is valid only for the purposes of the greenhouse gas emissions trading scheme. Business as usual: projection approach that accounts only for the measures that are official governmental policy. Certified emission reduction unit: equal to a reduction of one tone of carbon dioxide equivalent as a result of a joint implementation project under Article 12 of the Kyoto Protocol. Combustion installation: any installation which includes one or more piece of stationary technical apparatus in which a combustion process takes place and that togheter on the same site and under the responsibility of the same operator has a rated thermal power exceeding 20 MW. Degree day: A unit for assessment of the energy supplied for space heating. It is determined as product of the difference between the standard temperature in the heated space and the average monthly outside temperature and the number of days in the month. Direct double counting effect: can occur where the carbon dioxide emissions from one or more precisely defined installations included in the greenhouse gas emissions trading scheme are reduced or limited by a certain joint implementation project. The project may be implemented at: (a) the affected installation participating in the scheme; or (b) another installation participating in the scheme; or (c) an installation not participating in the scheme. The situation where a joint implementation project reduces the emissions from several clearly distinguished installations participating in the scheme is also a case of direct double counting of emission reductions. Early credits: emission reductions verified in the framework of JI projects before the start of the first period of fulfilment of the commitment (2008). Bulgaria must transfer such emission reductions to the country with which it has concluded a bilateral cooperative agreement under the JI mechanism. Emission reductions are transferred in the form of assigned amount units pursuant to Article 17

In 1989, he graduated from the Secondary Polytechnic School in Provadia, Bulgaria. Flotilla Admiral Penev graduated the Bulgarian Naval Academy in Varna where he got a Master Degree of Science in Navigation (1994). He was commissioned as Navigation Officer from the Bulgarian Naval Academy on August 1994. From 1995 to 1997, he served as Anti-submarine Warfare Officer onboard of KONI class frigate BGS SMELI in Varna Naval Base. His next seagoing assignment was Executive Officer of the KONI class frigate BGS SMELI from 1997 to 2003. In 2003, Flotilla Admiral Penev was selected to attend the Rakovski National Defence Academy in Sofia, and graduated in 2005. After his graduation, Flotilla Admiral Penev was appointed as Commanding Officer of the KONI class frigate BGS SMELI from 2005 to 2007. His next appointment was as Chief of Staff of the First Patrol Frigate and Corvettes Squadron in Varna Naval Base from 2007 to 2011. In 2011, Flotilla Admiral Penev was appointed as Squadron Commander of the First Patrol Frigate and Corvettes Squadron in Varna Naval Base. In 2013, Flotilla Admiral Penev reported as a student to the Rakovski National Defence College in Sofia and graduated in 2014. During the period 01.07—20.11.2019, a total of 2,261 prophylactic medical examinations were carried out with the four mobile gynaecological offices to uninsured persons of Roma origin and to persons with difficult access to medical facilities, as 951 women were diagnosed with diseases. The implementation of the activity for each Regional Health Inspectorate is in accordance with an order of the Minister of Health to carry out not less than 500 examinations with each mobile gynaecological office. Financial resources of BGN 12,500 were allocated for each mobile unit, totalling BGN 50,000 for the four units.     5 Bulgaria 5.1 Summary of Coal Industry 5.1.1 ROLE OF COAL IN BULGARIA Most of the coal consumed in Bulgaria is used for power production. A substantial portion of its thermal electric power plants, which produce more than one-half of the country’s total production of about 45 billion kilowatts, operate on domestic coal (Steblez, 2000). A reliable supply of higher- quality hard coal is, however, necessary for Bulgaria’s metallurgical industries, and such coal is obtained from as near as Ukraine and as far away as Australia (USDOE, 2004). Bulgaria’s annual coal production and consumption both remained relatively constant from 1990 through 2010, peaking in 2011, and the country is expected to remain a net coal importer (EIA, 2014). Bulgaria’s coal reserves include about 88.7 percent lignite, 10.9 percent brown coal, and 0.4 percent hard coal (Euracoal, 2014). Much of the household coal heating is with briquettes, especially in the vicinity of the state-owned briquette factory, Stara Zagora (see Figure 5-1). About 9 percent of Bulgaria’s coal production is used for making briquettes (USDOE, 2004). Table 5-1.
