INTRODUCTION: 1. This expression of Interest (EOI) is being issued for inviting proposal from entities that intend to design, build, supply, install, test, commission and maintain Electric Vehicle Supply Equipment (EVSE) including related Electrical infrastructures at Kochi, Kerala. 2. Kerala being known for its environmental sensitiveness and bio diversity wish to maintain its texture for sustainable development. Kochi, the largest urban agglomeration in the state of Kerala is the nerve centre of all the commercial activities in the state. The Kochi city having a population of more than 20 lakhs aspires to be a model city by application of ‘Sustainable Solution’ to provide better quality of living to the citizens. The Kochi Metro Rail network is the first of this kind in the country, which connects metro rail, road and water transport facilities. 3. Kochi Metro Rail Limited is a special purpose vehicle formed between Government of India and Government of Kerala for betterment of urban transport systems in the city of Kochi, Kerala. KMRL has been implementing the water metro project on behalf of Govt of Kerala. The water metro project will be the second largest organised passenger water transport network in the world after Venice on completion. 4. Kochi Water Metro Project (KWMP) is envisaged as an integral urban water transport project to interlink the city hearts and islands of Kochi, through modern water transport system with the primary aim of improving connectivity of the people and thereby improving their livelihood and standard of living. The project is conceived as an environmental friendly, modern urban transport system with 15 identified routes over 78 km of route length. 5. Fast charger infrastructure shall be built in the major terminals for charging the batteries of different type of electric vehicles and water crafts. Such an idea to this scale is for the first time in the country and is considered as a pilot project especially in waterway commuting, which has the potential to change the whole inland water transport arena of the country. 6. Under Phase-II of the Fame India Scheme, Government of India supports the development of EV Charging infrastructure by extending the capital grant to different organisation/stockholders. KMRL intend to avail the capital grant offered by Government of India through FAME-II scheme. The EV charging infrastructure proposed in the water metro terminals shall meet all guidelines as proposed by the Ministry of power for availing the subsidy. 7. The overall project costs of Kochi Water Metro Project are estimated at ₹747.48 crore. Funding for the project is being secured under German-Indian Financial Cooperation through KfW, with a concessional loan and part funded by government sources. SCOPE OF WORK: KMRL envisages to set up Electric Vehicle Supply Equipment (EVSE) in its Boat terminals which are intended to charge the Electric vehicles such as Electric Car, Electric Buses and Electric Ferry Boat etc. The EVSE shall be equipped with advanced features like smart metering, cellular capability and network connectivity. The EVSE shall be used to charge KMRL’s own Electric Feeder services as well as Private/Public Electric Vehicles. Electric Vehicle supply equipment (EVSE) includes the electrical equipment external to the electric vehicle that provides a connection for an electric vehicle to a power source for charging the batteries of different variety lithium Ion chemistry/Lithium Titanate Oxide (LTO). The scope covers Design, engineering, testing at manufacturer’s works, procurement including transportation to site and storage, quality assurance, packing, erection including performance testing, satisfactory commissioning of EVSE and related Electrical infrastructure in the Boat terminals. The indicative quantity of Electric Vehicle Supply Equipment (EVSE) required for the KMRL Water Metro project is given below in the Table. CRITERIA FOR SUBMISSIONS OF EOI: a. Technical Capability The prospective service provider shall have the experience for “Design, engineering, Supply, Installation and commissioning of Electric Vehicle Supply Equipment (EVSE) “. The Service provider should provide sufficient information demonstrating that they have the required qualification and relevant experience to perform the said works. b. Experience: Prospective Service provider should have completed at least 3 projects in Design, Engineering, Supply, Installation and commissioning of Electric Vehicle Supply Equipment (EVSE) of min 50kW (or Above) with CCS 2 protocol during the last 3 years (i.e. from 2016-2019). Completion certificates from clients to be submitted as proof. The details in support of the above shall be as per Annexure-II 4. LANGUAGE FOR EOI AND COMMUNICATION: Language for EOI and communication shall be English. In case any document submitted is in any language other than English, authenticated English translation of the same shall also be enclosed. 5. BRIEF DESCRIPTION OF EOI PROCESS: The interested prospective service provider shall ensure that their response along with annexures is received by KMRL on or before 20/02/2020. The response shall necessarily be accompanied with a) Organization details covering product range, manpower strength in each function, details of production units and number of EVSE production/year. b) Financial status of company like turnover, total assets for last five financial years. c) Profit and Loss account -Audited Balance Sheet (or list of financial operations thereof) for last five years. d) Details of equipment’s, facilities and man power available at their works for the subject area. e) List of major customers for the subject area (reference list). f) Details of quality system followed in the company. The prospective service provider who is interested in submitting EOI shall provide satisfactory evidence acceptable to KMRL to show that: a) Prospective Service provider has designed, supplied, Installed and commissioned EVSE of DC Fast Charger 50kW CCS 2 protocol (or Above) in last 3 years. After evaluation of applications, technical requirements for the tender shall be firmed up by KMRL so as to float the RFP. Prospective Service providers, Suppliers shall also be invited for giving a presentation on their technologies / systems. 6. GENERAL INFORMATION: a) The prospective service provider shall be an: OEM offering EVSE (or) OEM offering EVSE along with Electrical infrastructure (or) System integrator for both EVSE and Electrical infrastructure b) The complete EOI including all documents submitted in response to this EOI shall be submitted online (E-Tender) through the Kerala Government E-Tender Portal https://etenders.kerala.gov.in. c) The EOI shall be submitted on or before the time and date specified and shall be addressed to the official as mentioned in the EOI In case any further information is needed, kindly feel free to contact us. This movement of cargo from Bhutan to Narayanganj in Bangladesh via Dhubri in Assam (National Waterway -2) over river Brahmaputra and the Indo- Bangladesh Protocol route was called ‘first ever movement of its kind’ for connecting Bhutan and Bangladesh through the National Inland Waterways. The cargo movement, however, was not entirely through the waterways. Wingler, Germany, July 2020 PREFACE: Worldwide India is raking second behind China in regard of the pace in installing and expanding in its cities Metro Rail. The operational total length as April 2020 has reached 692.65 km. Further 968 km are at present under construction or extension in varies cities. See Tab. 1, 2 and 3. The fast paced implementation of METRO RAIL in several mega cities has become a main constituent within the Governmental Transport and Traffic Policy for urban development. METRO RAIL has become in several cities the main backbone or “lifeline” for URBAN MOBILITY IN INDIA as a Service boosting socio-economic development. The rapid success with Metro Rail is owed also to the fact, that India has imported the technology from abroad. METRO RAIL IN INDIA, meeting the demand for Urban Mobility, is a success story for its fast paced legislation, planning, financing, construction and operation; and in the last 18 years has significantly improved URBAN MOBILITY and changed the public transport in several Indian cities; see also survey in http://sundarmukherjee.blogspot.com and Metro Newsletter 47 in Portfolio 3 in http://www.drwingler.com. The Kolkata Metro was for 18 years the only Underground Metro Rail in India, opening for commercial services from 1984. It celebrates now its 35th anniversary.
