Uputstva Za Očuvanje Policijskog Integriteta Ženevski centar za upravljanje sektorom bezbednosti Uputstva za očuvanje policijskog integriteta Uputstva za očuvanje policijskog integriteta DCAF DCAF, Ženevski centar za upravljanje sektorom bezbednosti, je međunarodna fondacija čija je misija pružanje pomoći međunarodnoj zajednici kod promovisanja odgovornog upravljanja i reforme sektora bezbednosti. Ovaj Centar razvija i promoviše norme i standarde, sprovodi namenska istraživanja različitih politika,identifikuje dobre prakse i daje preporuke za unapređivanje demokratskog upravljanja sektorom bezbednosti, pruža savetodavne usluge zemljama članicama, kao i praktične programe pomoći. DCAF zahvaljuje Ministarstvu inostranih poslova Kraljevine Norveške na pomoći kod sačinjavanja ovih Uputstava. Stavovi i gledišta izneti u Uputstvima su lično autorovi i ne odražavaju stavove institucija koje su prikazane ili se spominju u ovim Uputstvima. Izdanje iz 2019. godine su revidirali, ažurirali i uredili Patriša Zanini Graca, Jasmin Hung, Margo Keron. Uputstva za očuvanje policijskog integriteta Uputstva za očuvanje policijskog integriteta imaju zadatak da pruže pomoć policijskim službama u sačinjavanju delotvornih mera za obuzdavanje korupcije u svojim redovima, pojačaju sposobnost policije u borbi protiv kriminala, poboljšaju javnu bezbednost i osnaže vladavinu prava i poverenje javnosti u policiju. Social attitudes, media objectivity, and frequency of informing as predictors of COVID-19 conspiracy beliefs Tijana Karić1, Janko Međedović Institute of Criminological and Sociological Research, Belgrade THIS VERSION HAS NOT BEEN PEER-REVIWED. In this study, we hypothesized that traditionalist social attitudes (conservatism, religiousness, and authoritarianism) significantly predict COVID-19 conspiracy beliefs, as well as conspiracy mentality in general. We also hypothesized that these relationships are mediated by the objectivity of the media individuals inform themselves from, and the frequency of informing. The sample consisted of 341 participants from Serbia (mean age 33.51 years), 40.5% women. We measured authoritarianism, social conservatism, religiousness, conspiracy mentality, media objectivity, frequency of informing, and two sets of COVID-19 conspiracy beliefs: Harmless virus and Hiding information. The results revealed that conservatism predicts all three outcome variables, authoritarianism only COVID-19 conspiracy beliefs, and religiousness only beliefs that the virus is harmless. Media objectivity does not mediate these relationships. Frequency of informing is a significant mediator only in a relationship between authoritarianism and all outcome variables, indicating that the role of seeking more information is in the function of reducing threat perceived by more authoritarian individuals. Additionally, the study reveals that media objectivity 1 [email protected] may not be important for reducing conspiracy beliefs, but rather media credibility. These potential explanations should be further explored.     THE EDITORS’ ROLE IN MEDIA INTEGRITY PROTECTION IN SERBIA CLOSER TO OWNERS THAN TO JOURNALISTS by JOVANKA MATIĆ INTRODUCTION Serbian journalism has been caught in a process of economic and profes- sional deterioration for so long that the poor economic status of journalists is no longer considered to be of crucial importance for the explanation of its pe- culiarities. The chaotic development of the media industry in an unregulated market, with the state as a powerful, arbitrary and non-transparent source of funding, coupled with the dominance of commercial motives on the part of new media owners has turned the media into a means of promotion, propagan- da, blackmail and public lynching, instead of a source of information, a place of social dialogue and a means of scrutiny of the government. Recent changes in the media scene, prompted by three new media laws adopted in 2014, have fallen far below expectations. They had no effect on the dysfunctional media market and left intact the mechanisms of soft censorship, which enable instrumentalisation of the media for the particular agendas of the funding sources (Hrvatin and Petković 2016). The numerous, steady negative developments in the media field have stim- ulated discussion on the need for a re-professionalisation of journalism. This paper deals with the issue of the role of editors-in-chief in the effort towards a re-affirmation of ethical journalism in the public interest. Are editors-in-chief important today? Could they be considered an important resource in the strug- gle for the protection of media integrity, in the context of economic crisis, the media’s increasing dependence on state funds, the lack of a culture of public accountability and the persistence of journalistic grievances which signal that working conditions have never been worse?     Milan Ćulibrk, laureat Posle završenog beogradskog Ekonomskog fakulteta sa odličnom prosečnom ocenom, glavni i odgovorni urednik nedeljnika NIN, Milan Ćulibrk bio je u stalnom profesionalnom usponu i kao ekonomski stručnjak i kao novinar i kao urednik. U širokom spektru svoje profesionalne aktivnosti, pored ostalog, bio je ekonomski komentator i šef beogradskog dopisništva dnevnog lista „Dnevnik“ iz Novog Sada. Bio je glavni i odgovorni urednik Ekonom:east magazina i magazina Bankar. U Ekonomist medija grupi (EMG) bio je glavni i odgovorni urednik svih izdanja. Tokom novinarske karijere pisao je za gotovo sve vodeće listove (NIN, Vreme, Duga, Nedeljni Telegraf...), a posle 5. oktobra 2000. godine imao je autorsku emisiju na TV Novi Sad, u kojoj su gostovali eminentni stručnjaci za ekonomsku politiku zemlje. Milan Ćulibrk je za svoj rad i angažman dobio mnogobrojne nagrade i priznanja: Dobitnik je nagrade Privredne komore Srbije (2009.), Kluba privrednih novinara (2010.). Nosilac je nagrade Nacionalne alijanse za lokalni ekonomski razvoj – NALED, postao je „Najevropljanin“ (2010.), nagrađen je za oblast ekonomije Prve Evropske kuće, dobitnik je nagrade „Kapetan Miša Anastasijević“ (2010), za doprinos razvoju preduzetništva i odgovornost javne reči, dobio je i laskavo priznanje „Reformator godine“ (2011.). A od Srpske asocijacije menadžera proglašen je za najboljeg ekonomskog novinara 2013. godine. U prethodnih sedam godina, organizovao je i moderirao NIN-ove Samite guvernera i ministara finansija zemalja regiona, a vodio je i mnoge druge okrugle stolove i stručne skupove predstavnika Vlade i privrede u Srbiji. Glavni urednik nedeljnika NIN, Milan Ćulibrk nedavno je rekao da "sloboda košta", što naročito oseća nedeljnik na čijem je čelu. Ipak, svoju nepokolebljivost iskazao je rečenicom: "Mi imamo antimedijsko tržište, antidržavu i u takvom ambijentu spremni smo da trčimo dokle god budemo mogli".

The content of this study is the exclusive responsibility of its author and it in no way reects the views of the EFB. 3 Abstract In its Enlargement Strategy for 2018, the European Union assessed that elements of state capture are present throughout the Western Balkans. Our research shows, howe- ver, that when it comes to Serbia this is a very restrained assessment as whole state institutions and sectors – the security services and institutions tasked with their con- trol and oversight – have been captured by the ruling Serbian Progressive Party (SNS). Key positions in the security and intelligence sector are staffed by close associates of party officials or directly by party officials and its founding members. The Director of the BIA, Bratislav Gašić, and the head of the Security Services Coordination Bureau, Nebojša Stefanović, are founding members and high-ranking officials in the SNS. Key posts in the judiciary that are significant for the activities of the security services have been taken up by close associates of party officials or of the leader of the SNS and the President of Serbia, Aleksandar Vučić.
